【摘要】：黨的十六屆三中全會(huì)強(qiáng)調(diào)“要大力發(fā)展縣域經(jīng)濟(jì)”之后，縣域經(jīng)濟(jì)的發(fā)展研究得到前所未有的重視和關(guān)注，取得了眾多成果，相關(guān)理論也逐漸成為各級(jí)政府制定經(jīng)濟(jì)政策、謀劃經(jīng)濟(jì)發(fā)展的重要理論工具。我國(guó)幅員遼闊，地大物博，共與14個(gè)主權(quán)國(guó)家接壤，推動(dòng)沿邊型縣域經(jīng)濟(jì)的快速平穩(wěn)發(fā)展，對(duì)于我國(guó)的總體發(fā)展戰(zhàn)略和興邊富民的現(xiàn)實(shí)需求，都有重要的意義，沿邊型縣域經(jīng)濟(jì)發(fā)展成為縣域經(jīng)濟(jì)研究領(lǐng)域當(dāng)中重要的一種類(lèi)型，具有非常鮮明的特色。盡管關(guān)于縣域經(jīng)濟(jì)發(fā)展的研究已經(jīng)很多，但相對(duì)于邊境地區(qū)迅速發(fā)展的現(xiàn)實(shí)和不斷變化的情況來(lái)說(shuō)，針對(duì)性的研究仍然不夠。改革開(kāi)放以來(lái)，特別是自1992年以來(lái)，邊境地區(qū)的迅速崛起，已經(jīng)成為帶動(dòng)沿邊省份經(jīng)濟(jì)社會(huì)事業(yè)發(fā)展的重要力量之一，其中，中俄兩國(guó)沿邊地區(qū)的發(fā)展具有特殊的地位，滿(mǎn)洲里、黑河、綏芬河、琿春等口岸城市發(fā)展迅速，戰(zhàn)略地位不斷提高。在這些城市當(dāng)中，黑龍江省綏芬河市作為“中東鐵路”上連接中國(guó)東北、俄羅斯遠(yuǎn)東兩個(gè)經(jīng)濟(jì)圈的重要節(jié)點(diǎn)，百年來(lái)，特別是近二十年來(lái)，得到了充分的發(fā)展，雄踞綏滿(mǎn)產(chǎn)業(yè)帶東端，是具有明顯區(qū)位優(yōu)勢(shì)、政策優(yōu)勢(shì)，以第三產(chǎn)業(yè)為主導(dǎo)，城鄉(xiāng)統(tǒng)籌發(fā)展的沿邊型縣域經(jīng)濟(jì)發(fā)展研究的經(jīng)典范本。 在上述背景下，本文將首先對(duì)縣域經(jīng)濟(jì)的概念、特征和發(fā)展趨勢(shì)進(jìn)行研究，，并結(jié)合實(shí)際，研究這些特征和發(fā)展趨勢(shì)在綏芬河市的具體體現(xiàn)。通過(guò)對(duì)國(guó)內(nèi)具有一定參考意義的成熟縣域經(jīng)濟(jì)發(fā)展道路進(jìn)行分析，進(jìn)而得出在縣域經(jīng)濟(jì)的發(fā)展過(guò)程中，必須找準(zhǔn)發(fā)展定位、爭(zhēng)取政策優(yōu)勢(shì)、優(yōu)化發(fā)展環(huán)境和培植優(yōu)勢(shì)產(chǎn)業(yè)等啟示。通過(guò)對(duì)綏芬河市的基本情況、發(fā)展階段、主要成就和基本特色等幾個(gè)方面的研究，全面了解綏芬河市縣域經(jīng)濟(jì)發(fā)展的現(xiàn)狀；通過(guò)從區(qū)位優(yōu)勢(shì)、政策優(yōu)勢(shì)、基礎(chǔ)優(yōu)勢(shì)、人文優(yōu)勢(shì)等幾個(gè)方面具體分析，說(shuō)明綏芬河市縣域經(jīng)濟(jì)發(fā)展不可替代的優(yōu)勢(shì)地位；通過(guò)研究政策優(yōu)勢(shì)淡化、產(chǎn)業(yè)結(jié)構(gòu)基礎(chǔ)薄弱、競(jìng)爭(zhēng)日趨激烈、國(guó)際形勢(shì)敏感等幾個(gè)方面的不利因素，深入分析管理權(quán)限較低、發(fā)展空間受限、通關(guān)能力不足等制約要素。在此基礎(chǔ)上，得出大綏芬河區(qū)域，特別是綏芬河市未來(lái)仍將是中國(guó)沿邊型縣域經(jīng)濟(jì)發(fā)展的開(kāi)拓者和領(lǐng)頭羊，推進(jìn)其又好又快的發(fā)展，對(duì)我國(guó)邊境地區(qū)的繁榮穩(wěn)定具有重要意義的基本結(jié)論，進(jìn)而提出綏芬河市發(fā)展縣域經(jīng)濟(jì)應(yīng)當(dāng)遵循大力發(fā)展商貿(mào)旅游業(yè)、積極推動(dòng)工業(yè)轉(zhuǎn)型升級(jí)、集中精力推進(jìn)園區(qū)建設(shè)、有序推進(jìn)農(nóng)村城市化、加強(qiáng)與周邊地區(qū)的優(yōu)勢(shì)互補(bǔ)等基本原則，提出要進(jìn)一步加強(qiáng)理論研究、積極爭(zhēng)取有利政策、優(yōu)化經(jīng)濟(jì)發(fā)展環(huán)境、完善相關(guān)部門(mén)職能、注重形成政策導(dǎo)向、加大宣傳培訓(xùn)力度、做好多元配套服務(wù)、大力推動(dòng)市民增收等意見(jiàn)和建議，為相關(guān)決策提供參考，同時(shí)希望對(duì)綏芬河市縣域經(jīng)濟(jì)發(fā)展的研究可以為全國(guó)其他沿邊城市的發(fā)展提供一定的參考和借鑒作用。

China has a vast, vast territory and abundant resources, with a total of 14 sovereign countries bordering to promote the rapid and stable development, the border of county economy, the demand for real overall development strategy of our country and the frontier, has important significance for the development of county economy, the county domain economic research become one of the important types, has very distinct characteristics. Although there is a lot of research about the development of county economy, but compared to the rapid development of border areas and the reality of the changing situation, targeted research is still not enough. Since the reform and opening up. Especially since 1992, the rapid rise in the border area, has become an important force of the development of social undertakings, promote the economy of border provinces, has a special status, the development of Sino Russian border area in Manchuria, Heihe, Suifenhe, Hunchun and other port city development rapidly, continuously improve the strategic position. In the city, as a "Heilongjiang city of Suifenhe Province on the eastern railway connecting China northeast, an important node in the Russian Far East economic circle of two, one hundred years, especially in the past twenty years, has been fully developed, the top ranked Eastern Industrial Zone is full of Sui, has obvious geographical advantages, the policy advantages of the third industry as the leading, classic template study on the border of the development of county economy of urban and rural development.
Under the above background, this will be the first concept of county economy, studied the characteristics and development trend, combined with the actual, concrete embodiment to study these characteristics and development trend in the city of Suifenhe. The county economic development path based on the mature domestic has certain reference significance for analysis, and then draw in the process of development of the county economy. We must identify the development of positioning, strive for the policy advantage, optimize the development environment and cultivate the advantages of industry enlightenment. The basic situation of Suifenhe City, the stage of development, research on several aspects of the main achievements and basic characteristics, fully understand the current situation of County Economic Development in Suifenhe city; from the geographical advantage, policy advantage, advantage, specific analysis several aspects of cultural advantages, illustrate the irreplaceable advantages of Suifenhe city county economic development status; through the study of the policy advantages of desalination, industrial structure The foundation is weak, the increasingly fierce competition, unfavorable factors and other sensitive aspects of the international situation, in-depth analysis of management authority is low, development space is limited, inadequate clearance capacity constraints.
