【摘要】：推進科技創(chuàng)新、建設"科創(chuàng)中心"是我國應對新一輪國際競爭的需要,是在全球新科技革命浪潮中的強國之道。在外有國際競爭壓力,內(nèi)有轉(zhuǎn)型發(fā)展要求的新常態(tài)背景下,解決我國經(jīng)濟社會發(fā)展中的深層次矛盾,盡快突破科技創(chuàng)新瓶頸,始終是國家發(fā)展戰(zhàn)略中極為關注的問題。上海作為先行者和實踐區(qū),在實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略,建設科創(chuàng)中心進程中,應立足實際,抓住機遇,對標美國,走出符合新時代科技革命大趨勢要求、契合我國科技特長的自主創(chuàng)新道路,推動科技與經(jīng)濟緊密結(jié)合,推進經(jīng)濟社會協(xié)同創(chuàng)新,為全國起到示范作用,從而加快國家創(chuàng)新體系建設,提升全社會自主科技創(chuàng)新能力,促進經(jīng)濟發(fā)展方式轉(zhuǎn)變,使我國真正步入由創(chuàng)新驅(qū)動發(fā)展的、有質(zhì)量的經(jīng)濟發(fā)展軌道,夯實大國強國之基。
[Abstract]:To promote scientific and technological innovation and to build a "scientific and technological center" is the need for our country to cope with a new round of international competition and the way for a powerful country in the tide of the global new scientific and technological revolution. Under the background of the new normal situation, we can solve the deep-level contradiction in the economic and social development of our country, and break through the bottleneck of scientific and technological innovation as soon as possible. As a pioneer and practice area, Shanghai, as a pioneer and practice area, should base itself on reality and seize the opportunity in the process of implementing the strategy of innovation-driven development and building the center of scientific innovation. To step out of the trend of science and technology revolution in the new era, to meet the needs of our own innovation, to promote the close integration of science and technology with the economy, to promote economic and social coordinated innovation, and to play an exemplary role for the whole country. In order to speed up the construction of national innovation system, enhance the ability of independent scientific and technological innovation of the whole society, promote the transformation of economic development mode, so that our country really into the innovation-driven development, the quality of economic development track. Consolidate the foundation of great powers and powerful nations.
