【摘要】：隨著需求結構的升級、承接產業(yè)的轉移以及技術的進步,重慶產業(yè)結構調整的力度將不斷加大。而勞動力總量的巨大規(guī)模、文化素質的普遍較低、二元經濟結構的典型、傳統(tǒng)就業(yè)觀念的影響和市場體系不健全等因素,將造成就業(yè)轉換困難,以至于影響到重慶產業(yè)結構未來的優(yōu)化升級。如果不能解決這些問題,將影響中國經濟、社會的長遠發(fā)展。在這樣的背景下,分析和研究重慶市產業(yè)結構升級具體而言就是產業(yè)結構調整的合理化方向和高級化方向對重慶市勞動力就業(yè)的影響問題,就有著極其重要的現實緊迫性。本研究是以探究重慶市產業(yè)結構變動對就業(yè)水平、就業(yè)結構、就業(yè)增速的影響為目的。圍繞此核心目標,主要擬達到兩個目的：第一,從產業(yè)結構演進角度揭示三次產業(yè)平衡比例及其變動對地區(qū)就業(yè)水平、就業(yè)增長的影響關系；第二,定量分析重慶市產業(yè)結構合理化和高級化對就業(yè)的影響大小和方向,以幫助產業(yè)政策制定者全面分析和通盤考慮經濟增長和充分就業(yè)之間的關系。 本研究將產業(yè)結構調整進行劃分為產業(yè)結構調整合理化和高級化,然后討論其對促進就業(yè)增長、就業(yè)結構變化的影響,并運用重慶1985年至2011年相關數據進行實證分析。在此過程中主要研究結論為： (1)理論上的分析顯示,產業(yè)規(guī)模決定就業(yè)規(guī)模,產業(yè)結構決定就業(yè)結構,產業(yè)升級決定就業(yè)發(fā)展。產業(yè)結構變動促進就業(yè)有兩種方式：其一是產業(yè)的發(fā)展本身需要吸納勞動力,因而帶動了就業(yè)；其二是本產業(yè)與其他產業(yè)存在著各種互動關系,因而本產業(yè)的發(fā)展能夠促進其他產業(yè)的發(fā)展并進而帶動了就業(yè)。第一種促進就業(yè)方式為顯性就業(yè)機制,第二種是隱性就業(yè)機制。 (2)通過實證結果的整理與分析,重慶市產業(yè)結構調整的變動對就業(yè)的影響是較為復雜的,是有助于就業(yè)的增長及就業(yè)結構的變化,以至于產業(yè)結構調整對就業(yè)的影響具有了潛在性、長期性。產業(yè)結構合理化、高級化都強調了產業(yè)產值及就業(yè)人口的分布問題,由此起到了對就業(yè)的導向性作用,技術、資本也隨著產業(yè)布局而流向傾向性產業(yè),新興產業(yè)得以發(fā)展壯大,既要有利于充分就業(yè),又要能夠保證經濟活力,既要經濟增長,又要使生產效率,同時,還要保障就業(yè)。 (3)本文的理論和實證分析表明,重慶市產業(yè)結構調整的根本目標應該是以建設國家重要的先進制造業(yè)基地、建設西部地區(qū)現代服務業(yè)高地為根本目標。圍繞該目標應該采取優(yōu)化產業(yè)結構宏觀布局、建立規(guī)范統(tǒng)一的要素市場、加快培育新興服務業(yè)、全面提高勞動力素質等一系列基本思路。在對策方面,主要應從合理規(guī)劃產業(yè)布局、增強產業(yè)發(fā)展活力、建立健全要素市場、完善就業(yè)服務體系、加大力度培育扶持服務業(yè)發(fā)展、打造內陸人才高地、培育現代產業(yè)從業(yè)者等方面入手,努力促進形成產業(yè)結構調整與就業(yè)水平增長和就業(yè)結構優(yōu)化協(xié)調發(fā)展的良好態(tài)勢。
[Abstract]:With the upgrading of demand structure , the transfer of industrial structure and the progress of technology , the strength of Chongqing ' s industrial structure adjustment will be increased continuously . In this context , it is very important to analyze and study the influence of industrial structure change on employment level , employment structure and employment growth . This study divides industrial structure adjustment into industrial structure adjustment rationalization and advanced , then discusses its influence on the promotion of employment growth and employment structure , and makes an empirical analysis using the relevant data from 1985 to 2011 in Chongqing . The main conclusions are as follows : ( 1 ) The theoretical analysis shows that the industrial scale determines the scale of employment , the industrial structure decides the employment structure , and the industrial upgrading determines the employment development . The change of industrial structure promotes employment . One is that the development of the industry itself needs to absorb the labor force , thus driving the employment ; secondly , the development of the industry can promote the development of other industries and then drive the employment . The first is the dominant employment mechanism and the second is the implicit employment mechanism . ( 2 ) Through the collation and analysis of the empirical results , the influence of the change of industrial structure adjustment on employment is more complex , which is conducive to the growth of employment and the change of employment structure . ( 3 ) The theoretical and empirical analysis of this paper shows that the fundamental goal of industrial structure adjustment in Chongqing should be to construct the national important advanced manufacturing base and to build the modern service industry in the western region .
