【摘要】：我國(guó)東南沿海地區(qū)在經(jīng)歷改革開(kāi)放30余年快速發(fā)展后,區(qū)域經(jīng)濟(jì)轉(zhuǎn)型升級(jí)面臨結(jié)構(gòu)性瓶頸。針對(duì)這一問(wèn)題,本文構(gòu)建了區(qū)位經(jīng)濟(jì)發(fā)展、制造業(yè)升級(jí)與企業(yè)網(wǎng)絡(luò)價(jià)值增值三維演進(jìn)模型,指出當(dāng)?shù)亟?jīng)濟(jì)在經(jīng)歷勞動(dòng)、資本和技術(shù)驅(qū)動(dòng)之后,未來(lái)轉(zhuǎn)型升級(jí)的動(dòng)力是制度要素,區(qū)域經(jīng)濟(jì)重點(diǎn)是戰(zhàn)略決策中心,而企業(yè)價(jià)值增值的關(guān)鍵環(huán)節(jié)在于管理決策的理論思想。而針對(duì)現(xiàn)有增長(zhǎng)模型中內(nèi)生要素不包含制度因素的不足,本文構(gòu)建了納入制度要素的增長(zhǎng)模型,并運(yùn)用仿真模擬方法,指出在資本產(chǎn)出彈性、儲(chǔ)蓄率和有效折舊率完全相同時(shí),制度促進(jìn)環(huán)境下均衡狀態(tài)時(shí)人均資本存量為制度抑制環(huán)境下的3倍,實(shí)體經(jīng)濟(jì)產(chǎn)出是制度抑制環(huán)境下的5倍,從數(shù)理上證實(shí)了制度對(duì)實(shí)體經(jīng)濟(jì)發(fā)展的關(guān)鍵作用。最后,依據(jù)國(guó)外經(jīng)驗(yàn),考慮制度在國(guó)家、產(chǎn)業(yè)和企業(yè)層面的差異性與配套性,論文提出促進(jìn)產(chǎn)業(yè)升級(jí)、區(qū)域經(jīng)濟(jì)發(fā)展與企業(yè)價(jià)值提升的制度激勵(lì)體系,包括:宏觀層面的政府購(gòu)買(mǎi)促進(jìn)高端產(chǎn)業(yè)發(fā)展、公共金融支持企業(yè)全球并購(gòu)、專(zhuān)項(xiàng)研究基金服務(wù)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)、法律與外交政策保護(hù)等政府治理政策;中觀層面的產(chǎn)業(yè)金融支持、綜合服務(wù)平臺(tái)、創(chuàng)新文化氛圍、人才培養(yǎng)與公共事業(yè)提供等產(chǎn)業(yè)治理環(huán)境;以及微觀層面的控制網(wǎng)絡(luò)價(jià)值核心、整合資源提升產(chǎn)業(yè)鏈價(jià)值、加強(qiáng)運(yùn)營(yíng)控制塑造精益供應(yīng)鏈等企業(yè)治理機(jī)制,以期對(duì)相關(guān)政策的頂層設(shè)計(jì)與制度推進(jìn)提供借鑒。
[Abstract]:After more than 30 years of rapid development of the reform and opening up, the regional economic transformation and upgrading is facing structural bottlenecks. In view of this problem, this paper constructs the regional economic development. This paper points out that the driving force of the future transformation and upgrading of the local economy is the institutional element after the labor, capital and technology drive. The emphasis of regional economy is the center of strategic decision, and the key link of enterprise value increment lies in the theoretical thought of management decision, and aiming at the deficiency that the endogenous elements in the existing growth model do not contain institutional factors. This paper constructs a growth model with institutional elements, and points out that when the elasticity of capital output, the savings rate and the effective depreciation rate are exactly the same. The per capita capital stock in the equilibrium state of institutional promotion environment is three times as high as that in institutional restraint environment, and the output of real economy is 5 times of that under institutional restraint environment. Finally, according to the experience of foreign countries, considering the differences and supporting characteristics of the system in the national, industrial and enterprise level, the paper proposes to promote industrial upgrading. Regional economic development and corporate value promotion system, including: macro-level government purchase to promote high-end industry development, public finance to support global mergers and acquisitions, special research fund services industry transformation and upgrading. Government governance policies such as law and foreign policy protection; Medium level industry financial support, integrated service platform, innovative cultural atmosphere, talent training and public utilities and other industrial governance environment; And micro-control network value core, integration of resources to enhance the value of the industrial chain, strengthen operation control to shape lean supply chain and other corporate governance mechanisms. In order to provide reference for the top level design and system promotion of relevant policies.
