【摘要】：貧困是發(fā)展中國家普遍存在的一個世界性難題。消除貧困現(xiàn)象，實現(xiàn)經(jīng)濟社會均衡和諧發(fā)展，是世界各國、各層各界不懈的追求，也是中國政府執(zhí)政為民的核心價值所在。保定市大力扶貧這么多年以來，貧困問題依然存在，因災(zāi)因病返貧現(xiàn)象嚴重，貧困人口在較長時間內(nèi)還將存在。全市貧困面廣，，貧困程度深，著力解決貧困人口的溫飽問題以及進一步提高貧困人口生活水平，還需要付出更大努力。 扶貧開發(fā)是最有效最直接的民生保障工程。本文以《中國農(nóng)村扶貧開發(fā)綱要2011-2020》發(fā)布以及黨的十八大確定了扶貧開發(fā)新任務(wù)為背景，以《河北省貧困問題調(diào)查》的相關(guān)數(shù)據(jù)為參考依據(jù),回顧了國家、河北省歷年來的反貧困政策及其成效，用定量分析和定性分析相結(jié)合的方法，對保定市十年來的反貧困成效作出綜合評價，得出了保定市十年扶貧工作雖取得巨大成效，但扶貧形勢依然嚴峻，隨著貧困線提升，大量脫貧人口返貧。在對保定市的貧困地區(qū)調(diào)查數(shù)據(jù)統(tǒng)計分析基礎(chǔ)上，找出了致貧原因，提出了調(diào)整完善保定市扶貧戰(zhàn)略和政策體系，建立長效的扶貧機制的基本對策。 論文內(nèi)容主要包括:第一，闡述研究背景，表明研究目的和意義，對相關(guān)文獻進行歸納總結(jié)，介紹本文的研究方法、思路、內(nèi)容、創(chuàng)新點以及國家河北省以往的扶貧政策及成效。第二，介紹了保定市的貧困現(xiàn)狀，包括貧困人口的分布狀況、貧困地區(qū)的收入狀況、貧困人口具有相對性的特點以及貧困人口生活水平差四個方面。并總結(jié)歸納了保定市十年的扶貧政策與成效。第三，結(jié)合相關(guān)數(shù)據(jù)，分析保定市貧困地區(qū)致貧原因，并且思考深層次的機制體制原因。第四，依據(jù)國家、省、市的現(xiàn)有政策力度，資金傾斜，提出相應(yīng)的對策建議。第五，總結(jié)研究成果，探討相關(guān)對策。
[Abstract]:Poverty is a worldwide problem prevalent in developing countries. To eliminate poverty, achieve balanced economic and social harmonious development, is the world, various circles unremitting pursuit, the core value is China government running. Since Baoding city to poverty alleviation for so many years, the problem of poverty still exists, tolls due to illness serious poverty will exist in a long time. The city's wide range of poverty, deep poverty, efforts to solve the problem of food and clothing the poor and to further improve the living conditions of the impoverished population, also need to pay greater efforts.
Poverty alleviation and development is the most effective and most direct livelihood security project. This paper published in < 2011-2020> China rural poverty alleviation and development as well as the outline of the party's eighteen confirmed the new task of poverty alleviation and development as the background, the relevant survey data to < > poverty of Hebei province for reference, reviews the country over the years in Hebei province's anti-poverty policies and results by using a combined method of quantitative analysis and qualitative analysis phase, and make a comprehensive evaluation on Baoding city ten years of anti poverty results, obtained ten years in Baoding City, although the poverty alleviation work has made great achievements, but the poverty situation is still grim, with the poverty line, a large number of poverty population poverty in poor areas. Investigation and analysis of Baoding city on the basis of the statistical data, find out the causes of poverty, put forward the adjustment and improvement of Baoding poverty alleviation strategy and policy system, the basic countermeasures of establishing a long-term mechanism of poverty alleviation.
The main contents include: first, describes the research background, purpose and significance of research shows, literature summary, research methods, introduces the ideas, contents, innovation and the state of Hebei province in the past poverty alleviation policy and effect. Second, the poverty status of Baoding City, including the distribution of poverty population. Poor areas of income, poverty is relative and the characteristics of the population in poverty level four aspects. And summarizes the poverty alleviation policy and achievements of ten years in Baoding city. In third, according to the relevant data, analysis of the causes of poverty in poor areas of Baoding City, and the reason mechanism of deep system. On the basis of fourth. The state, province, city of the existing policy, funding tilt, puts forward corresponding countermeasures and suggestions. Fifth, the summary of research results, to explore the related countermeasures.
