【摘要】：2009年,鄱陽湖生態(tài)經(jīng)濟(jì)區(qū)規(guī)劃上升為國(guó)家戰(zhàn)略,九江市作為重要的沿江開放開發(fā)區(qū)域,乘此東風(fēng),提出了建設(shè)“大九江”的宏偉戰(zhàn)略。此時(shí)又適逢第三次國(guó)際產(chǎn)業(yè)大轉(zhuǎn)移的重要?dú)v史機(jī)遇,九江縣作為江西沿江岸線資源最多的縣,又是鄱陽湖地區(qū)的中心區(qū)域,因其交通、土地優(yōu)勢(shì)和“親商”、“惠商”政策而成為吸引沿海資本的重要棲息地。因此如何抓住國(guó)際國(guó)內(nèi)產(chǎn)業(yè)大轉(zhuǎn)移、鄱陽湖生態(tài)經(jīng)濟(jì)區(qū)建設(shè)和九江沿江開放開發(fā)的歷史機(jī)遇,成為了九江縣經(jīng)濟(jì)發(fā)展的重要問題,這是本文選題的背景和重要原因。 本文在結(jié)構(gòu)上共分六章。其中：第一章是選題的介紹,第二章是概念界定和理論基礎(chǔ),第三章是九江縣主導(dǎo)產(chǎn)業(yè)的現(xiàn)狀分析,第四章是問題分析,找出九江縣主導(dǎo)產(chǎn)業(yè)發(fā)展過程中有哪些政策方面的不足,第五章通過分析提出政策性建議和對(duì)策,第六章結(jié)論與展望。 通過理論結(jié)合實(shí)際的分析研究,最后提出如何構(gòu)建縣級(jí)政府有關(guān)主導(dǎo)產(chǎn)業(yè)選擇的政策體系,分別從優(yōu)化投資環(huán)境、用地政策、稅收優(yōu)惠政策、融資支持政策、環(huán)境保護(hù)要求等七個(gè)方面進(jìn)行設(shè)計(jì)闡述,力求全方位的為縣域經(jīng)濟(jì)選擇發(fā)展主導(dǎo)產(chǎn)業(yè)的政策體系設(shè)計(jì)提供借鑒與參考。
[Abstract]:In 2009, the planning of Ecological Economic Zone of Poyang Lake rising to a national strategy, Jiujiang as an important regional development along the open, take this wind, put forward the construction of "big Jiujiang" grand strategy. This also coincides with the third international industrial transfer important historical opportunity, Jiujiang County, Jiangxi as the most along the shoreline resources of the county, it is the center area in Poyang Lake, because of the traffic, the advantage of land and "Pro business", "husun" policy has become an important coastal habitat to attract capital. So how to seize the domestic and international industrial transfer, Poyang Lake construction of Ecological Economic Zone along the Yangtze River in Jiujiang and open the historical opportunity of the development, has become an important issue of economic development of Jiujiang county this is the background and important reasons of this topic.
This paper is divided into six chapters: the first chapter is the topic. The introduction, the second chapter is the definition and theoretical basis, the third chapter is the analysis of the leading industry in Jiujiang County, the fourth chapter is the analysis of problems, find out what are the problems leading Jiujiang County policies in the process of industrial development, the fifth chapter put forward by analysis policy suggestions and countermeasures. The sixth chapter is the conclusion and outlook.
Through the analysis and research of the theory and practice, and finally puts forward how to construct the system of county government policies related to leading industry selection, from optimizing investment environment, land policy, tax preferential policy, financing policy, the seven aspects of environmental protection requirements for the explanation of the design, to a full range of design choices for the county's economic development policy system the leading industry and provide reference.
