【摘要】：產(chǎn)業(yè)集群作為頗具特色的經(jīng)濟(jì)組織形式，已經(jīng)發(fā)展成為學(xué)者關(guān)注和研究的重點(diǎn)問題。河北省縣域特色產(chǎn)業(yè)集群發(fā)展迅速，對(duì)河北省經(jīng)濟(jì)發(fā)展起到良好的推動(dòng)作用，同時(shí)，縣域特色產(chǎn)業(yè)集群企業(yè)面對(duì)眾多競(jìng)爭(zhēng)者，創(chuàng)新能力發(fā)展落后成為制約河北縣域特色產(chǎn)業(yè)集群企業(yè)應(yīng)對(duì)激烈的市場(chǎng)競(jìng)爭(zhēng)的重要因素。本文以河北省縣域特色產(chǎn)業(yè)集群為研究對(duì)象，目的在于進(jìn)一步認(rèn)識(shí)河北省縣域特色產(chǎn)業(yè)集群的創(chuàng)新模式，從而對(duì)如何提高河北省縣域特色產(chǎn)業(yè)集群的創(chuàng)新能力以探索。 首先，本文對(duì)產(chǎn)業(yè)集群和特色產(chǎn)業(yè)集群進(jìn)行綜述的基礎(chǔ)上，分析了河北縣域特色產(chǎn)業(yè)集群的發(fā)展現(xiàn)狀，結(jié)合縣域特色產(chǎn)業(yè)集群創(chuàng)新發(fā)展中創(chuàng)新能力不足的問題，對(duì)縣域特色產(chǎn)業(yè)集群內(nèi)企業(yè)的創(chuàng)新行為進(jìn)行分析，通過分析發(fā)現(xiàn)集群企業(yè)采用技術(shù)創(chuàng)新能夠提高集群企業(yè)創(chuàng)新能力，合作創(chuàng)新是集群企業(yè)進(jìn)行創(chuàng)新的有效方式，由于創(chuàng)新的風(fēng)險(xiǎn)性造成集群企業(yè)在進(jìn)行決策時(shí)的困難，由此，，提出基于共性技術(shù)的產(chǎn)業(yè)集群創(chuàng)新模式。接著，建立河北省縣域產(chǎn)業(yè)集群創(chuàng)新體系的三維模型，并分析了體系內(nèi)的組成要素。對(duì)于創(chuàng)新模型中建立研發(fā)平臺(tái)和技術(shù)推廣做了進(jìn)一步研究。其中，研發(fā)平臺(tái)由政府主導(dǎo)型、龍頭企業(yè)帶動(dòng)型和形成產(chǎn)業(yè)聯(lián)盟；接著，探索了共性技術(shù)的推廣形式和保障措施。在此基礎(chǔ)上，通過實(shí)證研究等方法對(duì)河北縣域產(chǎn)業(yè)集群創(chuàng)新模式進(jìn)行探索，結(jié)合安平縣絲網(wǎng)的聚酯網(wǎng)后處理技術(shù)開發(fā)的案例，驗(yàn)證共性技術(shù)是有效推動(dòng)產(chǎn)業(yè)集群創(chuàng)新能力的方法，而政府合作的共性技術(shù)開發(fā)能夠提高整個(gè)縣域產(chǎn)業(yè)集群的可持續(xù)發(fā)展能力。
[Abstract]:As a characteristic form of economic organization, industrial cluster has become the focus of scholars' attention and research. It plays a good role in promoting the economic development of Hebei Province, at the same time, the county characteristic industrial cluster enterprises face many competitors. The backward development of innovation ability has become an important factor that restricts the enterprises of Hebei county characteristic industry cluster to deal with the fierce market competition. This paper takes Hebei county characteristic industry cluster as the research object. The purpose of this paper is to further understand the innovation mode of Hebei county characteristic industrial cluster, and to explore how to improve the innovation ability of Hebei county characteristic industrial cluster. First of all, on the basis of summarizing the industrial cluster and the characteristic industrial cluster, this paper analyzes the present situation of the development of Hebei county characteristic industrial cluster. Combined with the lack of innovation ability in the innovation development of the county characteristic industrial cluster, this paper analyzes the innovation behavior of the enterprises in the county characteristic industrial cluster. Through the analysis, it is found that cluster enterprises can improve their innovation ability by adopting technology innovation, and cooperative innovation is an effective way for cluster enterprises to innovate. Because of the risk of innovation, it is difficult for cluster enterprises to make decision, so the innovation mode of industrial cluster based on common technology is put forward. Then, the three-dimensional model of innovation system of county industrial cluster in Hebei Province is established. Further research on the establishment of R & D platform and technology promotion in the innovation model is done. Among them, the R & D platform is led by the government, leading enterprises take the lead and form the industrial alliance. On the basis of this, the paper explores the innovation mode of Hebei county industrial cluster by means of empirical research and other methods. Combined with the case of the post-processing technology of polyester mesh in Anping County, it is proved that the common technology is the effective method to promote the innovation ability of industrial clusters. The common technology development of government cooperation can improve the sustainable development ability of the whole county industrial cluster.
