【摘要】：推進(jìn)收入分配改革是縮小收入分配差距的重要戰(zhàn)略部署。目前,我國推進(jìn)收入分配改革面臨:把握好初次分配與再分配的邊界;處理加快經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變與收入分配改革關(guān)系;彌合城鄉(xiāng)差別、產(chǎn)業(yè)差異和區(qū)域差距;應(yīng)對全球化、信息化、城市化和老齡化新挑戰(zhàn)等問題。通過對比各國和地區(qū)推進(jìn)收入分配改革的歷史經(jīng)驗(yàn)和教訓(xùn)表明,我國的收入分配改革:首先,應(yīng)將建立新型的成熟市場經(jīng)濟(jì)體制作為推進(jìn)收入分配改革的制度保障;其次,主動應(yīng)對經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變所致的收入擴(kuò)大,明確"限高"、"育中"、"保低"的收入分配改革終極目標(biāo);再次,將均等化的收入分配改革路線作為彌合我國各類收入分配差距的基本立足點(diǎn);最后,全面分析全球化、信息化、城市化和老齡化的沖擊,借鑒各國做法,制定推進(jìn)收入分配改革的策略。
[Abstract]:To promote the reform of income distribution is an important strategic plan to narrow the gap of income distribution. At present, facing to promote the reform of income distribution in China: a good grasp of the initial distribution and redistribution of boundary treatment; accelerate the transformation of economic development mode and the reform of income distribution relations; to bridge the differences between urban and rural areas, industry differences and regional disparities; globalization, informatization, city and aging new challenges. Through the comparison of various countries and regions to promote the reform of income distribution of the historical experience and lessons that the reform of income distribution in China: first of all, should be the establishment of a mature market economy model as a security system to promote the reform of income distribution; secondly, by changing the mode of economic development initiative to expand revenue, clear "high limit", "education", "the ultimate goal of maintaining low" income distribution reform; thirdly, the equalization of income distribution reform route as China's various types of closed bridge Finally, we will comprehensively analyze the impact of globalization, informatization, urbanization and aging, and draw lessons from various countries' practices to formulate strategies for advancing the reform of income distribution.
