【摘要】：世界經(jīng)濟(jì)危機(jī)過后，為探索新一輪經(jīng)濟(jì)增長的動力，搶占我國經(jīng)濟(jì)和科技進(jìn)步的領(lǐng)先地位，重慶市大力促進(jìn)全市高新技術(shù)產(chǎn)業(yè)的快速發(fā)展。戰(zhàn)略性新興產(chǎn)業(yè)是以前沿科學(xué)技術(shù)為產(chǎn)業(yè)發(fā)展的動力源，以綠色經(jīng)濟(jì)、可持續(xù)經(jīng)濟(jì)為產(chǎn)業(yè)發(fā)展前進(jìn)方向，以產(chǎn)業(yè)市場前景良好、對經(jīng)濟(jì)社會發(fā)展推動力大、顯著調(diào)節(jié)現(xiàn)有產(chǎn)業(yè)結(jié)構(gòu)的新型產(chǎn)業(yè)。區(qū)域戰(zhàn)略性新興產(chǎn)業(yè)的增長潛力反映著區(qū)域經(jīng)濟(jì)社會的發(fā)展前景和綜合實力，是區(qū)域經(jīng)濟(jì)未來增長的首要推動力。其培育路徑主要有三條：通過對重慶市傳統(tǒng)產(chǎn)業(yè)的“高新技術(shù)化”，加速傳統(tǒng)產(chǎn)業(yè)科學(xué)技術(shù)水平，提高產(chǎn)業(yè)綜合競爭力；高度契合國家和全市對發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的實際要求，并同時增強(qiáng)產(chǎn)業(yè)競爭力和技術(shù)創(chuàng)新力；主動契合國家產(chǎn)業(yè)戰(zhàn)略性、新興性的發(fā)展要求，從各個方面增強(qiáng)重慶市產(chǎn)業(yè)的綜合實力。 本文通過對產(chǎn)業(yè)發(fā)展相關(guān)理論的梳理和引用，，從“產(chǎn)業(yè)匹配度”、“產(chǎn)業(yè)領(lǐng)先度”、“產(chǎn)業(yè)研發(fā)水平”多個層面構(gòu)建重慶戰(zhàn)略性新興產(chǎn)業(yè)的甄選評價體系。采用層次分析法測算評價指標(biāo)的主觀權(quán)重，采用熵權(quán)法測算評價指標(biāo)的客觀權(quán)重，在此基礎(chǔ)上確定各甄選指標(biāo)的復(fù)合權(quán)重。最后通過模糊綜合評價法確定各級指標(biāo)的測度值，并得到重慶戰(zhàn)略性新興產(chǎn)業(yè)綜合評價算表，以此來匹配每一類產(chǎn)業(yè)的最適培育路徑。 文章主要從以下四點展開論述和研究：一是對重慶戰(zhàn)略性新興產(chǎn)業(yè)甄選評價體系和培育路徑進(jìn)行理論分析；二是分別從“產(chǎn)業(yè)匹配度”、“產(chǎn)業(yè)領(lǐng)先度”、“產(chǎn)業(yè)研發(fā)水平”多個維度建立地方新興產(chǎn)業(yè)的綜合甄選評價體系，以界定當(dāng)前全市戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展情況和培育方向；三是針對地方不同產(chǎn)業(yè)類型構(gòu)建具體的適用路徑，為重慶市政府提供新的思考點；四是進(jìn)行評估體系的演示，以重慶市當(dāng)前著力培育的七類新興產(chǎn)業(yè)樣本數(shù)據(jù)為研究對象，檢驗本文提出的甄選評價體系和培育路徑的針對性和可操作性。文中的理論梳理和模型設(shè)計，為重慶新興產(chǎn)業(yè)的發(fā)展決策提供了新的思考角度和具體解決方法。
[Abstract]:After the world economic crisis, in order to explore the motive force of new round economic growth, occupy the leading position of our country's economy and science and technology progress. Chongqing has greatly promoted the rapid development of high-tech industries in the city. Strategic emerging industries are the power source of industry development based on frontier science and technology, green economy and sustainable economy as the direction of industrial development. The prospect of industrial market is good, and it has great impetus to the development of economy and society. The growth potential of regional strategic emerging industries reflects the development prospects and comprehensive strength of regional economy and society. It is the primary driving force for the future growth of regional economy. There are three main ways to cultivate it: to speed up the level of science and technology of traditional industry and to improve the comprehensive competitiveness of industry through the "high-tech" of traditional industry in Chongqing; It is highly in line with the actual requirements of the country and the whole city for the development of strategic emerging industries, and at the same time strengthens the competitiveness of the industry and the ability of technological innovation; In line with the strategic and emerging development requirements of national industries, the comprehensive strength of Chongqing's industries is enhanced from various aspects. Through combing and quoting the relevant theories of industrial development, this paper discusses the "industry match degree" and "industry leading degree". The selection and evaluation system of Chongqing's strategic emerging industries is constructed in "Industry R & D level". The subjective weight of evaluation index is calculated by AHP and the objective weight of evaluation index is calculated by entropy weight method. On this basis, determine the composite weight of each selection index. Finally, through the fuzzy comprehensive evaluation method to determine the measurement value of all levels of indicators, and get Chongqing strategic emerging industries comprehensive evaluation table. This is to match the optimal cultivation path for each type of industry. This paper mainly discusses and studies the following four points: first, the selection and evaluation system and cultivation path of Chongqing strategic emerging industries are analyzed theoretically; The second is to establish the comprehensive selection and evaluation system of local emerging industries from the aspects of "industry matching degree", "industry leading degree" and "industry R & D level". In order to define the current development of strategic emerging industries in the city and the direction of cultivation; The third is to build a specific applicable path for different types of local industries to provide a new thinking point for the Chongqing municipal government; The fourth is the demonstration of the evaluation system, taking the sample data of seven kinds of emerging industries in Chongqing as the research object. This paper examines the pertinence and maneuverability of the selection evaluation system and cultivation path proposed in this paper. The theoretical combing and model design in this paper provide a new thinking angle and concrete solution for the development decision of Chongqing emerging industry.
