【摘要】：住房政策關(guān)系到公民切身利益，更關(guān)乎社會(huì)公平與穩(wěn)定。住房政策制定是政策過程的關(guān)鍵環(huán)節(jié)，住房政策的科學(xué)性與合理性不僅直接關(guān)系到政策執(zhí)行的有效和有序，而且也為政策監(jiān)督和后期的政策評(píng)估提供了客觀標(biāo)準(zhǔn)。公民網(wǎng)絡(luò)參與是區(qū)別于傳統(tǒng)公民參與的新的政治參與方式，由于其本身具有信息技術(shù)平臺(tái)而具有了更多的優(yōu)越性。公民網(wǎng)絡(luò)參與住房政策的制定在現(xiàn)實(shí)社會(huì)具有必要性和可行性，并且在現(xiàn)實(shí)中已經(jīng)具有了初步的探索和發(fā)展。 本文旨在研究如何使公民網(wǎng)絡(luò)參與在住房政策的制定環(huán)節(jié)發(fā)揮最大的正效用，網(wǎng)絡(luò)本身的虛擬特性和數(shù)字“鴻溝”的存在，使公民網(wǎng)絡(luò)參與住房政策面臨困難，雖然網(wǎng)絡(luò)參與能最大程度反映民意，但也存在非理性狀態(tài)。 首先，本文概述了研究背景、意義、國(guó)內(nèi)外研究綜述以及研究?jī)?nèi)容等；其次，闡述了住房政策制定過程中公民網(wǎng)絡(luò)參與的相關(guān)理論基礎(chǔ)和現(xiàn)實(shí)依據(jù)以及公民網(wǎng)絡(luò)參與所具有的對(duì)政策制定的積極作用；接著，描述了公民網(wǎng)絡(luò)參與住房政策制定的現(xiàn)狀和存在的問題；然后，通過問卷調(diào)查收集數(shù)據(jù)，采用相關(guān)和回歸分析方法對(duì)公民關(guān)注度進(jìn)行分析，，得出影響關(guān)注度的幾個(gè)主要因素；在關(guān)注度分析之后，對(duì)公民網(wǎng)絡(luò)參與的途徑進(jìn)行統(tǒng)計(jì)和闡述，同時(shí)分析了影響參與績(jī)效的因素；最后，總結(jié)了本文研究的結(jié)論，并提出提高公民網(wǎng)絡(luò)參與住房政策制定的政策建議。 結(jié)論表明我國(guó)公民網(wǎng)絡(luò)參與還處在發(fā)展階段，需要政府、公民、信息技術(shù)系統(tǒng)的三方合力。最后根據(jù)存在的問題從參與主體、政策制定主體和參與環(huán)境這三個(gè)方面提出了相關(guān)對(duì)策和建議，從不同的主體和對(duì)象出發(fā)提出積極的對(duì)策，以通過公民網(wǎng)絡(luò)參與的方式促進(jìn)住房政策制定的科學(xué)化和合理化。
[Abstract]:Housing policy relates to the vital interests of citizens, but also to social equity and stability. Housing policy making is a key link in the policy process. The scientificity and rationality of housing policy not only directly relate to the effective and orderly implementation of the policy, but also provide an objective standard for policy supervision and policy evaluation in the later period. Citizen network participation is a new way of political participation, which is different from traditional citizen participation. It has more advantages because of its own information technology platform. It is necessary and feasible for the citizen network to participate in the formulation of housing policy in the real society, and has already had the preliminary exploration and the development in the reality. The purpose of this paper is to study how to make the citizen network participate in housing policy making the most positive effect, the virtual characteristic of the network itself and the existence of digital "gap", so that the citizen network participation in housing policy is facing difficulties. Although the network participation can reflect the public opinion to the greatest extent, but also exists the irrational state. First of all, this paper summarizes the research background, significance, domestic and foreign research review and research content. This paper expounds the relevant theoretical basis and practical basis of citizen network participation in the process of housing policy making and the positive effect of citizen network participation on policy making. This paper describes the current situation and existing problems of citizen network participation in housing policy making, and then through questionnaire survey to collect data, using the method of correlation and regression analysis to analyze the degree of concern of citizens, and obtains several main factors that affect the degree of attention. After analyzing the degree of concern, the paper makes statistics and elaboration on the ways of citizen network participation, and analyzes the factors that affect the performance of participation. Finally, it summarizes the conclusions of this paper. It also puts forward some policy suggestions to improve the participation of citizen network in housing policy making. The conclusion shows that the participation of citizen network in China is still in the developing stage, and needs the tripartite cooperation of government, citizen and information technology system. Finally, according to the existing problems, this paper puts forward the relevant countermeasures and suggestions from the three aspects of the participants, the policy makers and the participating environment, and puts forward the positive countermeasures from different subjects and objects. To promote the scientific and rationalization of housing policy making through the participation of citizen network.
