江西省農(nóng)戶林權抵押貸款意愿的影響因素研究

【摘要】:隨著我國林權制度改革的不斷推進和深化,林業(yè)要素市場得到迅猛發(fā)展,林農(nóng)的積極性也不斷激發(fā),但阻礙林業(yè)產(chǎn)業(yè)發(fā)展的“融資難”問題一直比較突出,從而使得林農(nóng)對資金的需求十分迫切。而林權抵押貸款的開展既能有效地解決了林農(nóng)“融資難”問題又能為金融機構開辟一條新的業(yè)務領域,提升了金融機構的經(jīng)營效益和服務水平。 本文首先對江西省林權抵押貸款的現(xiàn)狀進行了概況分析,對林權抵押貸款涉及到的構成要素和現(xiàn)有模式進行了簡要介紹。通過分析和研究,發(fā)現(xiàn)江西省林權抵押貸款存在的問題主要有:林業(yè)要素市場不健全,,抵押資產(chǎn)流轉難,森林保險推進緩慢,銀行資產(chǎn)保全難,缺乏有資質的評估機構,林權價值評估難等問題。此外,林權抵押貸款供給主要是以政策性金融為主,貸款主要傾向于資金充裕和實力雄厚的林業(yè)企業(yè)及林業(yè)大戶;毛竹林成為普通農(nóng)戶的主要抵押物,而以村為單位牽頭組織規(guī)模化的抵押貸款可以一定程度解決融資成本過大的問題。其次,通過對江西省10個樣本縣500個農(nóng)戶的實地調查,實證分析了農(nóng)戶信貸需求和林權抵押貸款需求的影響因素,為此得出以下結論:戶主年齡、林業(yè)收入占總收入的比重、家庭是否有人擔任村干部以及是否有貼息貸款對農(nóng)戶信貸需求有顯著影響;而戶主年齡、戶主受教育程度、林業(yè)收入占總收入比重、家庭林地面積、是否有貸款貼息和貸款用途是否受限制等因素會影響農(nóng)戶林權抵押貸款需求。
[Abstract]:With the continuous promotion and deepening of forest property right system reform in China, the forestry factor market has been developing rapidly, and the enthusiasm of forest farmers has been constantly stimulated, but the problem of "financing difficulty" which hinders the development of forestry industry has been prominent. As a result, forest farmers are in urgent need of capital. The development of forest right mortgage loan can not only effectively solve the problem of "financing difficulty" for forest farmers, but also open up a new business field for financial institutions, and improve the operating efficiency and service level of financial institutions. In this paper, the present situation of forest property mortgage loan in Jiangxi Province is analyzed, and the elements and existing models of forest right mortgage loan are briefly introduced in this paper. Through analysis and research, it is found that the main problems of forest property mortgage loan in Jiangxi Province are: the market of forestry elements is not perfect, the circulation of mortgage assets is difficult, the forest insurance is advancing slowly, the bank assets are difficult to preserve, and there is no qualified appraisal organization. It is difficult to evaluate the value of forest property. In addition, the supply of forest property mortgage loans is mainly based on policy finance, and loans mainly tend to forestry enterprises and large forestry enterprises with abundant funds and strong strength; bamboo forests have become the main collateral for ordinary peasant households. To some extent, the problem of excessive financing cost can be solved by taking the village as the unit leading the large-scale mortgage loan. Secondly, through the field investigation of 500 farmers in 10 sample counties of Jiangxi Province, this paper empirically analyzes the influencing factors of farmers' credit demand and forest right mortgage loan demand, and draws the following conclusions: the age of head of household, the proportion of forestry income to total income, The age of the head of household, the education level of the head of household, the proportion of forestry income to the total income, the area of the family forest land, the age of the head of household, the education level of the head of household, the proportion of forestry income to total income, the area of family forest land, Whether there is discount interest on loan and whether the use of loan is restricted will affect the demand of forest right mortgage loan.
