【摘要】：戰(zhàn)后日本住宅嚴(yán)重不足,為了解決這個(gè)問(wèn)題,日本政府頒布了多項(xiàng)政策來(lái)保證公民的住房問(wèn)題。當(dāng)日本的住宅量達(dá)到一定程度后,又探索住宅質(zhì)量的提高,目前日本公共住房建設(shè)已相對(duì)成熟。中國(guó)目前正處于保障性住房建設(shè)的探索階段,在保障性住房達(dá)到一定規(guī)模后,怎樣來(lái)提高住房質(zhì)量等等現(xiàn)在的、將來(lái)的問(wèn)題都可以借鑒日本的實(shí)踐經(jīng)驗(yàn)。 本論文主要討論了日本戰(zhàn)后住宅建設(shè)由追求住宅量的建設(shè)到追求住宅質(zhì)的建設(shè)、并進(jìn)入活用現(xiàn)代住宅的時(shí)代的變遷過(guò)程。本文同時(shí)也關(guān)注日本的住宅建設(shè)計(jì)劃、政策變遷及新的發(fā)展等內(nèi)容。另外,本文還探討了日本為住宅困難戶(如高齡者、殘障者、經(jīng)濟(jì)困難戶等)進(jìn)行的安全性公營(yíng)住宅的建設(shè)及今后的研究課題。此外,本文還簡(jiǎn)要介紹了中國(guó)的保障性住房建設(shè)的種類、現(xiàn)狀及發(fā)展方向,并從中來(lái)找出日本的建設(shè)經(jīng)驗(yàn)對(duì)我國(guó)的借鑒意義。 本論文的內(nèi)容大致分為六個(gè)方面： 第一個(gè)部分的主要內(nèi)容是對(duì)本文的選題背景與意義進(jìn)行簡(jiǎn)要陳述,系統(tǒng)梳理國(guó)內(nèi)外關(guān)于保障性住房的基本理論和學(xué)術(shù)爭(zhēng)論,并在此基礎(chǔ)上闡述本文要解決的主要問(wèn)題和本文的創(chuàng)新點(diǎn)和不足之所在。 第二個(gè)部分的主要內(nèi)容是系統(tǒng)介紹日本公營(yíng)住宅建設(shè)的基本情況,包括日本的住宅建設(shè)計(jì)劃、公營(yíng)住宅法的制定、公營(yíng)住宅建設(shè)供給方式的變遷、入住者資格限定及對(duì)新需求的處理、收入超過(guò)人群及其移交搬離、從法定限額租金到應(yīng)能應(yīng)益租金的轉(zhuǎn)變、公營(yíng)住宅與福祉政策的合作等方面。 第三個(gè)部分的主要內(nèi)容是系統(tǒng)介紹日本保障性住房建設(shè)的最近發(fā)展及其基本經(jīng)驗(yàn)。日本保障性住房建設(shè)的最近發(fā)展主要涉及到公共租賃制度的再構(gòu)建、住宅的租金補(bǔ)助制度的改革與創(chuàng)新等。日本保障性住房制度創(chuàng)新主要是從理論和政策執(zhí)行等方面來(lái)闡述。 第四部分的主要內(nèi)容是簡(jiǎn)要介紹中國(guó)保障性住房的基本現(xiàn)狀,包括中國(guó)保障性住房建設(shè)現(xiàn)狀、以及保障性住房發(fā)展的方向。在系統(tǒng)總結(jié)日本保障性住房建設(shè)的基本經(jīng)驗(yàn)的基礎(chǔ)上,提出了我國(guó)保障性住房發(fā)展的基本方向 第六個(gè)部分是結(jié)語(yǔ)部分,主要是總結(jié)本研的研究發(fā)現(xiàn)以及指出本文存在的不足和下一步需要繼續(xù)研究的方向。
[Abstract]:In order to solve the serious shortage of housing in postwar Japan, the Japanese government issued several policies to guarantee the housing problem of its citizens. When the amount of housing in Japan has reached a certain degree, the improvement of housing quality has been explored. At present, the construction of public housing in Japan has been relatively mature. At present, China is in the exploratory stage of the construction of affordable housing. How to improve the housing quality after the affordable housing has reached a certain scale can be used for reference in Japan's practical experience in the future. This paper mainly discusses the changing process of Japan's post-war housing construction from the pursuit of housing quantity to the pursuit of housing quality, and into the era of living modern housing. This paper also focuses on Japan's housing construction plan, policy changes and new developments. In addition, this paper also discusses the construction and future research topics of public housing in Japan for housing hardship households (such as the elderly, the disabled, the economically challenged households, etc.). In addition, this paper also briefly introduces the types, present situation and development direction of the construction of indemnificatory housing in China, and finds out the significance of Japan's construction experience to our country. The content of this thesis is divided into six aspects: The first part of the main content is a brief description of the background and significance of this topic, systematically combing the basic theory and academic debate on affordable housing at home and abroad. On the basis of this, the main problems to be solved and the innovation and shortcomings of this paper are expounded. The second part of the main content is a systematic introduction to the basic situation of public housing construction in Japan, including the housing construction plan in Japan, the formulation of public housing law, and the changes in the supply mode of public housing construction. The eligibility limits and new needs of occupants, income over the population and their transfer out, from the statutory rent ceiling to should be able to benefit rent changes, public housing and welfare policy cooperation, and so on. The third part is a systematic introduction to the recent development and basic experience of affordable housing construction in Japan. The recent development of indemnificatory housing construction in Japan mainly involves the reconstruction of public rental system and the reform and innovation of housing rental subsidy system. The innovation of Japanese indemnificatory housing system is mainly explained from the aspects of theory and policy implementation. The fourth part of the main content is a brief introduction of the basic status of affordable housing in China, including the construction of affordable housing in China, as well as the direction of the development of affordable housing. On the basis of summing up the basic experience of the construction of indemnificatory housing in Japan, this paper puts forward the basic direction of the development of the indemnificatory housing in China. The sixth part is the conclusion, mainly summarizes the research findings and points out the shortcomings of this paper and the direction of further research.
