公共租賃住房土地支持政策研究

【摘要】:公共租賃住房是我國(guó)住房保障體系的重要組成部分,加快建設(shè)公共租賃住房是我國(guó)“十二五”期間住房保障工作的重點(diǎn),這對(duì)于解決我國(guó)中低收入人群的住房困難、促進(jìn)社會(huì)和諧穩(wěn)定具有十分重要的作用。我國(guó)在開(kāi)展公共租賃住房建設(shè)的同時(shí),針對(duì)各地公共租賃住房建設(shè)過(guò)程中出現(xiàn)的困難進(jìn)行了大量的實(shí)踐探索和政策研究。土地支持政策是保證公共租賃住房可持續(xù)建設(shè)運(yùn)營(yíng)最重要的支持政策之一,也是社會(huì)普遍關(guān)注的熱點(diǎn)問(wèn)題,本文主要就如何利用土地政策支持公共租賃住房建設(shè)進(jìn)行深入研究。 分析我國(guó)公共租賃住房相關(guān)的土地支持政策,本文發(fā)現(xiàn)目前我國(guó)公共租賃住房土地供應(yīng)過(guò)程中出現(xiàn)的問(wèn)題主要有兩個(gè),第一是公共租賃住房項(xiàng)目用地選址不合理,第二是土地補(bǔ)貼對(duì)公共租賃住房建設(shè)支持不到位。本文主要針對(duì)這兩個(gè)問(wèn)題,從建設(shè)用地選址、土地供應(yīng)價(jià)格和土地規(guī)劃激勵(lì)措施三個(gè)角度進(jìn)行相應(yīng)的分析和計(jì)算。 首先,本文提出了公共租賃住房用地選址的評(píng)價(jià)方法并對(duì)北京市24個(gè)公共租賃住房項(xiàng)目選址進(jìn)行了綜合評(píng)價(jià)打分;接著,針對(duì)土地補(bǔ)貼資金不到位的情況,從政府承擔(dān)機(jī)會(huì)成本的角度建立計(jì)算模型,確定政府土地供應(yīng)價(jià)格優(yōu)惠幅度,并結(jié)合實(shí)際案例進(jìn)行計(jì)算分析;之后,,本文提出合理利用規(guī)劃激勵(lì)措施可以有效促進(jìn)公共租賃住房建設(shè),具體的做法主要包括在配建項(xiàng)目中采用容積率獎(jiǎng)勵(lì)措施和在集中建設(shè)公共租賃住房項(xiàng)目中允許規(guī)劃建設(shè)一定比例的商業(yè)配套的措施,并建立了相應(yīng)的計(jì)算分析方法。 本文研究的主要結(jié)論有兩個(gè),第一,重視公共租賃住房項(xiàng)目的用地選址,一方面確保對(duì)被保障人群住房保障作用的實(shí)際發(fā)揮,另一方面保證項(xiàng)目入住率,確保項(xiàng)目能夠獲得穩(wěn)定的經(jīng)營(yíng)收入;第二,土地補(bǔ)貼是政府對(duì)公共租賃住房最重要的補(bǔ)貼政策之一,有效的土地補(bǔ)貼措施將顯著改善項(xiàng)目的財(cái)務(wù)評(píng)價(jià)效果。 本文的研究深入探討了公共租賃住房土地支持政策的關(guān)鍵措施,給地方政府進(jìn)行土地政策設(shè)計(jì)提供依據(jù),完善了公共租賃住房土地政策的理論研究,也為我國(guó)公共租賃住房的實(shí)踐操作提供了重要參考。
[Abstract]:Public rental housing is an important part of the housing security system in China. Speeding up the construction of public rental housing is the focus of housing security work during the 12th Five-Year Plan period, which will solve the housing difficulties of low and middle-income people in China. Promoting social harmony and stability has a very important role. With the development of public rental housing construction in China, a great deal of practical exploration and policy research have been carried out in view of the difficulties in the process of public rental housing construction. Land support policy is one of the most important supporting policies to ensure the sustainable construction and operation of public rental housing. It is also a hot issue of social concern. This paper mainly focuses on how to use land policy to support the construction of public rental housing. Based on the analysis of land support policies related to public rental housing in China, this paper finds that there are two main problems in the process of land supply of public rental housing in China. The first one is that the location of land for public rental housing projects is unreasonable. Second, land subsidies for public rental housing construction support is not in place. Aiming at these two problems, this paper analyzes and calculates the construction land location, the price of land supply and the incentive measures of land planning. First of all, this paper puts forward the evaluation method of public rental housing site selection and makes a comprehensive evaluation of 24 public rental housing projects in Beijing. Then, aiming at the situation that land subsidy funds are not in place, From the angle of opportunity cost, the calculation model is established to determine the preferential margin of government land supply price, and the calculation and analysis are carried out in combination with actual cases. This paper proposes that reasonable use of planning incentives can effectively promote the construction of public rental housing. The specific measures include the use of volume rate incentive measures in the allocation project and the measures of allowing the planning and construction of a certain proportion of commercial supporting measures in the centralized construction of public rental housing projects, and the corresponding calculation and analysis methods are established. The main conclusions of this paper are as follows: first, to attach importance to the site selection of public rental housing projects, on the one hand, to ensure the actual play of the housing security role of the protected population, on the other hand, to ensure the occupancy rate of the projects. Second, land subsidy is one of the most important subsidy policies for public rental housing. Effective land subsidy measures will significantly improve the financial evaluation effect of the project. The research of this paper deeply discusses the key measures of land support policy of public rental housing, provides the basis for the local government to design the land policy, and consummates the theoretical research of the land policy of public rental housing. It also provides an important reference for the practice of public rental housing in China.
