【摘要】：影響住房保障的因素比較復(fù)雜,基于空間計(jì)量模型的實(shí)證研究結(jié)果表明,我國(guó)由經(jīng)濟(jì)發(fā)展帶來(lái)的GDP規(guī)模和政府財(cái)力快速增長(zhǎng)并未有效支持財(cái)政對(duì)住房保障的投入;城鎮(zhèn)化進(jìn)程加快給住房保障問(wèn)題解決帶來(lái)了較大壓力,區(qū)域間政府住房保障財(cái)政投入競(jìng)爭(zhēng)促進(jìn)了區(qū)域間政府住房保障財(cái)政投入。今后政府需要加大財(cái)政用于保障性住房建設(shè)投入力度,建立有效的保障機(jī)制,將住房保障財(cái)政投入逐步由政治激勵(lì)向經(jīng)濟(jì)激勵(lì)轉(zhuǎn)變,統(tǒng)籌解決城鎮(zhèn)化帶來(lái)的住房保障問(wèn)題;將土地征用、房屋拆遷政策與住房保障政策相銜接,建立住房保障動(dòng)態(tài)進(jìn)出機(jī)制,將低保政策與住房保障政策相銜接。
[Abstract]:The factors affecting housing security are complex. The empirical results based on spatial econometric model show that the rapid growth of GDP and government financial resources brought by economic development has not effectively supported the financial input to housing security. The acceleration of urbanization brings great pressure to the solution of housing security problem, and the competition of regional government housing security financial investment promotes the interregional government housing security financial investment. In the future, the government needs to increase the financial investment in the construction of affordable housing, establish an effective security mechanism, gradually change the financial input of housing security from political incentives to economic incentives, and solve the housing security problems brought by urbanization; The land expropriation, the house demolition policy and the housing security policy are connected, the dynamic access mechanism of the housing security is established, and the minimum living standard policy is connected with the housing security policy.
