房地產(chǎn)企業(yè)多項(xiàng)目采購(gòu)管理及績(jī)效評(píng)價(jià)研究

【摘要】:隨著房地產(chǎn)市場(chǎng)競(jìng)爭(zhēng)的加劇,房地產(chǎn)業(yè)將逐漸通過(guò)兼并和擴(kuò)張進(jìn)入規(guī);\(yùn)作,實(shí)行跨區(qū)域多項(xiàng)目同時(shí)開(kāi)發(fā),房地產(chǎn)企業(yè)的采購(gòu)管理,特別是對(duì)于多項(xiàng)目采購(gòu)管理決策水平的高低對(duì)整個(gè)企業(yè)的運(yùn)營(yíng)績(jī)效、盈利能力和核心競(jìng)爭(zhēng)力都有舉足輕重的影響。如何對(duì)房地產(chǎn)企業(yè)進(jìn)行多項(xiàng)目采購(gòu)管理和實(shí)施績(jī)效評(píng)價(jià),對(duì)我國(guó)房地產(chǎn)開(kāi)發(fā)企業(yè)具有很現(xiàn)實(shí)的研究意義。 本文將供應(yīng)鏈管理理論運(yùn)用到房地產(chǎn)行業(yè)的企業(yè)采購(gòu)中,通過(guò)供應(yīng)鏈理論特有的優(yōu)勢(shì)來(lái)指導(dǎo)房地產(chǎn)企業(yè)多項(xiàng)目的采購(gòu)管理,并提出企業(yè)在基于供應(yīng)鏈的多項(xiàng)目采購(gòu)管理模式,實(shí)施集中采購(gòu)和分散采購(gòu)相結(jié)合的采購(gòu)策略,并與供應(yīng)商建立長(zhǎng)期的戰(zhàn)略伙伴關(guān)系。 首先,在緒論部分通過(guò)闡述傳統(tǒng)的企業(yè)在采購(gòu)管理中出現(xiàn)的弊端、房地產(chǎn)企業(yè)跨區(qū)域多項(xiàng)目發(fā)展的需要以及加強(qiáng)采購(gòu)管理的必要性,,提出房地產(chǎn)企業(yè)加強(qiáng)多項(xiàng)目采購(gòu)管理的具有很重要的現(xiàn)實(shí)意義。 其次,介紹了供應(yīng)鏈、供應(yīng)鏈管理的基本理論以及工程項(xiàng)目采購(gòu)管理理論,通過(guò)說(shuō)明房地產(chǎn)企業(yè)多項(xiàng)目采購(gòu)管理的現(xiàn)狀,并介紹基于供應(yīng)鏈的多項(xiàng)目采購(gòu)管理模式的優(yōu)勢(shì),說(shuō)明基于供應(yīng)鏈的采購(gòu)模式的必要性。 再次,詳細(xì)闡述了企業(yè)采購(gòu)的方式,提出了集中采購(gòu)和分散采購(gòu)相結(jié)合的混合采購(gòu)模式,針對(duì)房地產(chǎn)行業(yè)供應(yīng)商管理問(wèn)題,提出與供應(yīng)商建立長(zhǎng)期的戰(zhàn)略合作伙伴的策略。 另外,對(duì)基于供應(yīng)鏈的多項(xiàng)目采購(gòu)管理模式進(jìn)行有效的績(jī)效管理和評(píng)價(jià),通過(guò)引進(jìn)平衡計(jì)分卡,確定多項(xiàng)目績(jī)效評(píng)估的指標(biāo)體系,最后通過(guò)運(yùn)用定性和定量的方法來(lái)評(píng)價(jià)多項(xiàng)目采購(gòu)的績(jī)效,為房地產(chǎn)企業(yè)的多項(xiàng)目采購(gòu)管理提供理論上的幫助。 最后,分析企業(yè)在多項(xiàng)目采購(gòu)績(jī)效評(píng)價(jià)上面出現(xiàn)問(wèn)題,提出了可行的建議和對(duì)策,為房地產(chǎn)企業(yè)采購(gòu)管理提供解決問(wèn)題的方法。 本文試圖探討一種適應(yīng)于房地產(chǎn)企業(yè)多項(xiàng)目開(kāi)發(fā)的采購(gòu)管理模式和績(jī)效評(píng)價(jià)方法,并對(duì)正在探索多項(xiàng)目管理的房地產(chǎn)企業(yè)提供理論支持。
[Abstract]:With the intensification of the competition in the real estate market, the real estate industry will gradually enter into large-scale operation through merger and expansion, and carry out cross-regional and multi-project development at the same time, and the procurement management of the real estate enterprises. Especially, the decision level of multi-project purchasing management has an important influence on the operation performance, profitability and core competitiveness of the whole enterprise. Real estate development enterprises in China have a very practical significance of research. This paper applies the supply chain management theory to the enterprise procurement in the real estate industry, through the unique advantages of the supply chain theory to guide the multi-project procurement management of the real estate enterprises, and puts forward the multi-project procurement management model based on the supply chain. Implement centralized and decentralized purchasing strategies and establish long-term strategic partnerships with suppliers. First of all, in the introduction part, through expounding the malpractice of the traditional enterprise in the procurement management, the need of the development of the real estate enterprise across regions and projects, and the necessity of strengthening the procurement management, It is of great practical significance for real estate enterprises to strengthen the multi-project purchasing management. Secondly, the supply chain, the basic theory of supply chain management and the theory of project procurement management are introduced. By explaining the current situation of multi-project procurement management in real estate enterprises, the advantages of multi-project procurement management model based on supply chain are introduced. Explain the necessity of supply chain-based purchasing model. Thirdly, the paper expatiates on the way of enterprise purchasing, puts forward the mixed purchasing mode of combination of centralized procurement and decentralized procurement, and puts forward the strategy of establishing long-term strategic partners with suppliers in view of the problem of supplier management in real estate industry. In addition, the multi-project purchasing management model based on supply chain is effectively managed and evaluated, and the index system of multi-project performance evaluation is determined through the introduction of balanced scorecard. In the end, we use qualitative and quantitative methods to evaluate the performance of multi-project procurement, and provide theoretical help for multi-project purchasing management of real estate enterprises. Finally, the paper analyzes the problems in the performance evaluation of multi-project procurement, and puts forward some feasible suggestions and countermeasures to solve the problem for the procurement management of real estate enterprises. This paper attempts to explore a procurement management model and performance evaluation method suitable for multi-project development of real estate enterprises, and provide theoretical support to the real estate enterprises that are exploring multi-project management.
