我國商業(yè)銀行個(gè)人住房按揭貸款風(fēng)險(xiǎn)管理研究

【摘要】:2012年12月,中央經(jīng)濟(jì)工作會(huì)議指出,城鎮(zhèn)化是我國現(xiàn)代化建設(shè)的歷史任務(wù),也是擴(kuò)大內(nèi)需的最大潛力所在,要積極引導(dǎo)城鎮(zhèn)化健康發(fā)展,目前《全國促進(jìn)城鎮(zhèn)化健康發(fā)展規(guī)劃》也已上報(bào)國務(wù)院。在新型城鎮(zhèn)化已經(jīng)上升為國家戰(zhàn)略的宏觀背景下,國內(nèi)銀行業(yè)出于業(yè)務(wù)模式轉(zhuǎn)變的需要也掀起了一股大力發(fā)展零售業(yè)務(wù)的勢(shì)頭。在宏觀大背景和行業(yè)發(fā)展趨勢(shì)的共同推動(dòng)下,個(gè)人住房貸款業(yè)務(wù)必將得到迅速發(fā)展,成為商業(yè)銀行最主要的一塊資產(chǎn)業(yè)務(wù)和利潤來源,但隨著業(yè)務(wù)規(guī)模的擴(kuò)大及房地產(chǎn)市場(chǎng)和固定資產(chǎn)價(jià)格變動(dòng)的不確定因素增加,個(gè)人住房按揭貸款業(yè)務(wù)也將進(jìn)入一個(gè)風(fēng)險(xiǎn)暴露的高峰期,對(duì)商業(yè)銀行資產(chǎn)質(zhì)量和盈利能力帶來影響,因此通過研究個(gè)人住房按揭貸款國內(nèi)外研究現(xiàn)狀、在我國的起源和發(fā)展過程、風(fēng)險(xiǎn)分析及當(dāng)前業(yè)務(wù)模式和風(fēng)險(xiǎn)管理中存在的問題,在借鑒國外先進(jìn)經(jīng)驗(yàn)的同時(shí)充分結(jié)合我國實(shí)際情況的基礎(chǔ)上,最后從建立一套成熟完整的個(gè)人征信體系和統(tǒng)一標(biāo)準(zhǔn)的個(gè)人信用評(píng)級(jí)機(jī)制,以此促進(jìn)誠信意識(shí)的覺醒和誠信社會(huì)的形成、大力推進(jìn)我國個(gè)人住房按揭貸款證券化工作、建立和完善政府擔(dān)保制度和商業(yè)機(jī)構(gòu)保險(xiǎn)三個(gè)方面提出對(duì)應(yīng)措施和改進(jìn)方向來幫助商業(yè)銀行提高風(fēng)險(xiǎn)管理能力,以防范可能產(chǎn)生的風(fēng)險(xiǎn)具有很強(qiáng)的必要性。
[Abstract]:In December 2012, the Central Economic work Conference pointed out that urbanization is the historical task of China's modernization drive and the greatest potential for expanding domestic demand. It is necessary to actively guide the healthy development of urbanization. At present, the National Plan for the healthy Development of urbanization has also been reported to the State Council. Under the macro background that the new type of urbanization has become a national strategy, Due to the need of changing the business model, the domestic banking industry has also set off a momentum of vigorously developing the retail business. With the help of the macro background and the industry development trend, the personal housing loan business will certainly get a rapid development. It has become the most important asset business and profit source for commercial banks, but with the expansion of business scale and the uncertainty of the real estate market and fixed assets price changes, Personal housing mortgage loan business will also enter a peak period of risk exposure, which will have an impact on the asset quality and profitability of commercial banks. On the basis of the origin and development process of our country, the risk analysis and the problems existing in the current business model and risk management, on the basis of drawing lessons from the advanced experience of foreign countries and fully combining the actual situation of our country, Finally, from the establishment of a mature and complete personal credit system and a unified standard of personal credit rating mechanism, in order to promote the awareness of good faith and the formation of a credit society, we will vigorously promote the securitization of individual housing mortgage loans in China. It is necessary to establish and perfect the government guarantee system and the commercial institution insurance in order to improve the risk management ability of the commercial banks.
