【摘要】：世界碳排放量在持續(xù)增長，我國近年來的經濟增長消耗了大量的化石能源，伴隨而來的是二氧化碳排放量的巨大增加。在這樣的背景之下，本論文研究了國外的碳排放交易市場，包括芝加哥的氣候交易所、新南威爾士的溫室氣體減排體系、歐盟的碳排放交易體系和區(qū)域溫室氣體減排行動，總結了值得我國借鑒的經驗，碳排放市場的建立要有完善的法律法規(guī)作為保障，并且要充分利用市場的作用。其次，本文利用宏觀分析和微觀分析論述了碳排放市場交易形成的機制，梳理了我國碳排放交易市場的現狀，發(fā)現了我國碳排放交易市場發(fā)展的優(yōu)勢是政策支持和市場潛力巨大，但是也面臨融資、制度建設、技術和人才方面的問題。再次，從時間角度來看，我國的碳排放市場的發(fā)展路徑應該是從省內交易到省際交易，最后發(fā)展到全國性的市場；從區(qū)域角度來看，本文利用聚類分析方法，把分散的省內的碳排放市場整合為大的區(qū)域性的碳排放市場；從內容來看，包含交易主體、對象、平臺、規(guī)則、結算、監(jiān)管和保障七個部分，論文還利用Black-Scholes期權定價模型研究碳排放交易產品的定價問題。最后，，論文對于我國的未來碳排放交易市場提出來了要完善相關法律法規(guī)、充分利用市場作用、加大融資力度、積極創(chuàng)新、重視相關人才培養(yǎng)和技術進步的政策建議。
[Abstract]:World carbon emissions continue to grow, China's economic growth in recent years has consumed a large number of fossil energy, accompanied by a huge increase in carbon dioxide emissions. This paper studies the carbon emissions trading markets in foreign countries, including the climate exchange in Chicago, the greenhouse gas emission reduction system in New South Wales, the carbon emissions trading system in the European Union and the regional greenhouse gas emission reduction actions. Summarized the experience that our country should learn from, the establishment of the carbon emission market should have the perfect laws and regulations as the safeguard, and should make full use of the role of the market. Secondly. This paper discusses the formation mechanism of carbon emissions market trading by macro and micro analysis, and combs the current situation of carbon emissions trading market in China. Found that China's carbon emissions trading market development advantage is the policy support and market potential, but also faced with financing, institutional construction, technology and human resources. Again, from a time point of view. The development path of China's carbon emission market should be from intra-provincial trade to inter-provincial trade, and finally to the national market; From the regional point of view, this paper uses the cluster analysis method to integrate the carbon emission market in the dispersed province into a large regional carbon emission market. From the content point of view, including trading body, object, platform, rules, settlement, regulation and protection of seven parts. The paper also uses Black-Scholes option pricing model to study the pricing of carbon emissions trading products. Finally. The paper puts forward some policy suggestions for the future carbon emissions trading market of our country, such as perfecting relevant laws and regulations, making full use of market function, increasing financing, actively innovating, attaching importance to the cultivation of relevant talents and technological progress.
