【摘要】:住房問(wèn)題不僅是經(jīng)濟(jì)問(wèn)題,而且還是影響社會(huì)穩(wěn)定的重要民生問(wèn)題。近年來(lái),,房?jī)r(jià)過(guò)高、一路飆升,加大了解決住房問(wèn)題的難度。政府高度重視這一點(diǎn)并加大了經(jīng)濟(jì)適用房建設(shè)的力度。經(jīng)濟(jì)適用住房是指列入國(guó)家計(jì)劃,由政府組織房地產(chǎn)開發(fā)企業(yè)或者集資建房單位建造,向城鎮(zhèn)中低收入家庭以低價(jià)出售的住房。它不僅具有經(jīng)濟(jì)性,同時(shí)還具有社會(huì)保障性和適用性的特點(diǎn)。但是想要使百姓真正的住上能負(fù)擔(dān)的房子,單靠政府加大力度建設(shè)是不夠的;谝酝(jīng)濟(jì)適用房建設(shè)的經(jīng)驗(yàn)來(lái)看,由于管理不到位而造成的成本失控是很常見的,因此既要減輕政府的負(fù)擔(dān)又能解決住房問(wèn)題的有效途徑,就是在經(jīng)濟(jì)適用房項(xiàng)目建設(shè)過(guò)程中對(duì)其進(jìn)行有效的成本控制。 本文以湛江市X經(jīng)濟(jì)適用房為研究對(duì)象,從我國(guó)現(xiàn)行的建設(shè)項(xiàng)目中存在成本失控問(wèn)題出發(fā),深入研究了現(xiàn)有的成本控制理論,結(jié)合經(jīng)濟(jì)適用房項(xiàng)目的特點(diǎn),提出了在基于掙得值分析法控制項(xiàng)目成本的方案。主要做了以下幾方面的研究工作: 1、以湛江市X經(jīng)濟(jì)適用房的項(xiàng)目成本為研究對(duì)象,深入的分析了湛江市X經(jīng)濟(jì)適用房的成本構(gòu)成,并對(duì)項(xiàng)目建設(shè)過(guò)程中,造成湛江市X經(jīng)濟(jì)適用房成本浪費(fèi)的原因進(jìn)行了分析。 2、分析了湛江市X經(jīng)濟(jì)適用房成本控制的依據(jù)和原則,并對(duì)影響湛江市X經(jīng)濟(jì)適用房項(xiàng)目成本控制的因素進(jìn)行了分析,研究了目前A集團(tuán)在湛江市X經(jīng)濟(jì)適用房的建設(shè)過(guò)程中采用的成本控制的方法。 3、對(duì)湛江市X經(jīng)濟(jì)適用房建立利用掙得值分析法進(jìn)行成本控制的體系,并在湛江市X經(jīng)濟(jì)適用房的建設(shè)過(guò)程中選擇某月作為實(shí)例進(jìn)行應(yīng)用。 本文的研究?jī)?nèi)容是基于掙得值分析法控制湛江市X經(jīng)濟(jì)適用房建設(shè)成本,也就是在將事前的成本預(yù)算與完工某個(gè)時(shí)間點(diǎn)的已完成工作量的成本預(yù)算和實(shí)際的成本進(jìn)行對(duì)邊,找出成本和進(jìn)度的偏差,并對(duì)偏差進(jìn)行分析,找出產(chǎn)生偏差的原因,提出相應(yīng)的措施。
[Abstract]:Housing is not only an economic problem, but also an important livelihood issue affecting social stability. In recent years, housing prices have soared. The difficulty of solving the housing problem has been increased. The government attaches great importance to this and has increased the strength of the construction of affordable housing. Affordable housing refers to inclusion in the national plan. Housing, which is built by real estate development enterprises or housing units funded by the government and sold to low- and middle-income families in cities and towns, is not only economical. At the same time, it also has the characteristics of social security and applicability. But to make the people live in affordable houses, it is not enough to rely on the government to strengthen the construction. Based on the experience of comfortable housing construction in the past. It is very common to lose control of the cost caused by inadequate management, so it is necessary to reduce the burden on the government and an effective way to solve the housing problem. Is in the economical and applicable housing project construction process to carry on the effective cost control to it. This paper takes X comfortable housing in Zhanjiang as the research object, starting from the cost runaway problem existing in the current construction projects in China, deeply studies the existing cost control theory and combines the characteristics of comfortable housing project. The project cost control scheme based on earned value analysis is put forward. The main research work is as follows: 1. Taking the project cost of X comfortable housing in Zhanjiang as the research object, the paper deeply analyzes the cost composition of X comfortable housing in Zhanjiang, and analyzes the construction process of the project. The causes of cost waste of X comfortable housing in Zhanjiang City are analyzed. 2. The paper analyzes the basis and principle of cost control of X economical housing in Zhanjiang city, and analyzes the factors that affect the cost control of X economical housing project in Zhanjiang city. The cost control methods used by A Group in the construction of X comfortable housing in Zhanjiang City are studied. 3. Establish the cost control system of the X economical housing in Zhanjiang, and choose a month as an example to carry on the application in the construction process of the X economy suitable house in Zhanjiang. The research content of this paper is based on earning value analysis to control the construction cost of X comfortable housing in Zhanjiang. That is to say, the cost budget in advance is compared with the cost budget and actual cost of the completed workload at a certain point in time to find out the deviation of cost and schedule, and analyze the deviation. Find out the cause of the deviation and put forward the corresponding measures.
