【摘要】：清軍攻入北京后,在內(nèi)城實(shí)行住房國(guó)有分配制度,在外城仍然延續(xù)著商品房市場(chǎng)制度。國(guó)有分配制度不斷受到市場(chǎng)的沖擊,得到住房的旗人也深深地被市場(chǎng)所誘惑。在房?jī)r(jià)方面,內(nèi)城房?jī)r(jià)是政府定價(jià)與市場(chǎng)價(jià)格相輔相成,官房?jī)r(jià)格由政府主導(dǎo),民間私房?jī)r(jià)格以市場(chǎng)來(lái)調(diào)控;外城則完全是由市場(chǎng)價(jià)格機(jī)制進(jìn)行調(diào)節(jié)。這種雙軌制最終以政府放棄國(guó)有制而崩潰。清朝二百多年來(lái)的京城房地產(chǎn)發(fā)展軌跡表明不論是政府控制住房分配的制度,還是完全依靠房產(chǎn)市場(chǎng)調(diào)節(jié)的機(jī)制,都不能獨(dú)立解決住房不均的問(wèn)題。
[Abstract]:After the Qing army invaded Beijing, the state-owned distribution system of housing was implemented in the inner city, and the commercial housing market system continued in the outer city. The state-owned distribution system was constantly impacted by the market. In terms of house price, the price of house in inner city is the supplement of government price and market price, the price of government house is dominated by the government, and the price of private house is regulated by the market. The outside city is completely regulated by the market price mechanism. This two-track system finally collapsed when the government gave up state ownership. The development track of the real estate in Beijing over 200 years in the Qing Dynasty shows whether it is the system of government controlling the distribution of housing. . Or completely rely on the housing market regulation mechanism, can not independently solve the problem of housing inequality.
