【摘要】：中國(guó)房地產(chǎn)市場(chǎng)正進(jìn)入新的發(fā)展階段,促進(jìn)市場(chǎng)穩(wěn)定和可持續(xù)發(fā)展需要進(jìn)行宏觀定位。要使房地產(chǎn)市場(chǎng)繼續(xù)兼有滿足住房需求和拉動(dòng)經(jīng)濟(jì)增長(zhǎng)的功能,必須確定未來(lái)城鎮(zhèn)居民的人均居住面積及家庭住房套數(shù)目標(biāo),并以此為依據(jù)制定土地、財(cái)稅、金融等長(zhǎng)期性政策,建立房地產(chǎn)市場(chǎng)的供求調(diào)控制度和機(jī)制。改革完善房地產(chǎn)市場(chǎng)的供給機(jī)制,要制定房地產(chǎn)業(yè)的發(fā)展中長(zhǎng)期規(guī)劃,處理好中央與地方、總量與結(jié)構(gòu)等關(guān)系;深化房地產(chǎn)用地供應(yīng)和調(diào)控制度改革,完善招拍掛制度,化解土地財(cái)政干擾;完善房地產(chǎn)市場(chǎng)的投融資機(jī)制,擴(kuò)大房地產(chǎn)直接融資規(guī)模,推進(jìn)房地產(chǎn)信貸資產(chǎn)證券化,取消商品房預(yù)售融資制度,改善對(duì)房地產(chǎn)投融資的宏觀調(diào)控。
[Abstract]:Chinese real estate market is entering a new stage of development, promote market stability and sustainable development needs macro positioning. To make the real estate market has continued to meet the housing demand and stimulate economic growth, to determine the future of urban residents per capita housing and family housing units, and as a basis for the development of land tax. Financial and other long-term supply and demand policy, regulation and mechanism of the establishment of the real estate market. Reform and improve the supply mechanism of the real estate market, the development of the real estate industry to develop long-term planning, deal with the central and local, the amount and structure relationship; deepening land supply and regulation system reform, perfect bidding land finance system, to resolve the interference; improve the investment and financing mechanism of the real estate market, the real estate to expand the scale of direct financing, promoting the real estate securitization of credit assets, the cancellation of housing The pre sale financing system will improve the macroeconomic regulation and control of real estate investment and financing.

【正文快照】： 自從1998年住房制度改革以來(lái),中國(guó)的房地產(chǎn) 由燦立市場(chǎng)取得了高速增長(zhǎng),1999-2013年,商品房、商品住宅銷售面積年均增長(zhǎng)都為17.1%,大大超過(guò)GDP 住房有居住功能,也有投資功能;相應(yīng)地,以提和人均GDP的增速,明顯超過(guò)城鎮(zhèn)人口增速和城鎮(zhèn) 供住房為主的房地產(chǎn)市場(chǎng)既可以滿足居住需求,
