【摘要】：眾創(chuàng)政策是獲取區(qū)域綜合競(jìng)爭(zhēng)力和提升國際競(jìng)爭(zhēng)優(yōu)勢(shì)的重要因素,而提升區(qū)域眾創(chuàng)能力不僅需要加大眾創(chuàng)資源投入,更需注重眾創(chuàng)政策效率提升。本文基于我國29個(gè)省、市2015年的截面數(shù)據(jù),運(yùn)用DEA模型構(gòu)建我國眾創(chuàng)政策效率評(píng)價(jià)框架,實(shí)證分析我國眾創(chuàng)政策對(duì)于創(chuàng)新創(chuàng)業(yè)效率的影響。研究發(fā)現(xiàn),29個(gè)省、市的眾創(chuàng)政策在綜合效率和規(guī)模收益方面存在顯著差異;從規(guī)模收益值來看,我國眾創(chuàng)政策在各地區(qū)存在著不平衡性,一些地區(qū)眾創(chuàng)政策資源還未被完全挖掘,存在投入資源浪費(fèi)現(xiàn)象;90%以上省、市眾創(chuàng)政策效率未能達(dá)到規(guī)模有效性,本文據(jù)此提出改進(jìn)區(qū)域眾創(chuàng)政策的相關(guān)建議。
[Abstract]:The policy of mass innovation is an important factor to obtain the comprehensive competitiveness of the region and enhance the international competitive advantage, and to enhance the ability of regional innovation requires not only to increase the investment of resources, but also to pay attention to the efficiency of the policy of mass innovation. Based on the cross-section data of 29 provinces and cities in China in 2015, this paper uses DEA model to construct the evaluation framework of public innovation policy efficiency in China, and empirically analyzes the impact of public innovation policy on innovation and entrepreneurship efficiency in China. It is found that there are significant differences in comprehensive efficiency and scale income in the policies of mass innovation in 29 provinces and cities. From the point of view of scale income value, there is imbalance in the policy of mass innovation in various regions, some areas of public innovation policy resources have not been fully excavated, there is a waste of investment resources; In more than 90% provinces, the efficiency of municipal innovation policy has not reached scale effectiveness. Based on this, this paper puts forward some suggestions to improve the regional mass innovation policy.
