【摘要】：關(guān)于混合所有制經(jīng)濟的構(gòu)建,迄今理論界仍存在較大分歧。這不利于中國國有企業(yè)發(fā)展混合所有制經(jīng)濟的穩(wěn)步推進。事實上,混合所有制經(jīng)濟的發(fā)展一直伴隨著中國國有企業(yè)改革的推進。宏觀、微觀、雙重等三種視角下的混合所有制經(jīng)濟,與中國國有企業(yè)改革的早期、中期與深化等三大階段的政策取向形成了對應(yīng)齒合關(guān)系,反映了不同時期的改革重點與特征。推進國有企業(yè)混合所有制改革應(yīng)把握好以下六大關(guān)鍵問題:一是不要將混合所有制經(jīng)濟與股份制混為一談,二是避免將混合所有制經(jīng)濟簡單等同于私有化,三是要兼顧公平與效率,四是注意因地制宜、因企制宜和循序漸進,五是要消除國有壟斷,六是應(yīng)完善公司法人治理結(jié)構(gòu)。
[Abstract]:On the construction of mixed ownership economy, so far there are still great differences in the theoretical circle. This is unfavorable to the steady progress of the development of mixed ownership economy in Chinese state-owned enterprises. In fact, the development of mixed ownership economy has been accompanied by the reform of state-owned enterprises in China. The mixed ownership economy from the macro, micro and dual perspectives forms a corresponding relationship with the policy orientation in the early, middle and deepening stages of the reform of Chinese state-owned enterprises, reflecting the emphasis and characteristics of the reform in different periods. To promote the reform of mixed ownership in state-owned enterprises, we should grasp the following six key issues: first, not to confuse the mixed ownership economy with the shareholding system, and second, to avoid equating the mixed ownership economy with privatization. The third is to give consideration to fairness and efficiency, the fourth is to pay attention to local conditions, to suit measures to enterprises and step by step, the fifth is to eliminate state-owned monopolies, and sixth, to improve the corporate governance structure.
