【摘要】：創(chuàng)業(yè)生態(tài)系統(tǒng)是一個具有共生關(guān)系的“生態(tài)系統(tǒng)”,創(chuàng)業(yè)活動相關(guān)的各機(jī)構(gòu)在系統(tǒng)中協(xié)同發(fā)展、共同促進(jìn)創(chuàng)業(yè)活動。但目前我國創(chuàng)業(yè)生態(tài)系統(tǒng)運行還存在諸多問題,創(chuàng)業(yè)活動支持力度不足、創(chuàng)業(yè)企業(yè)價值創(chuàng)造不夠、系統(tǒng)運行穩(wěn)定性不高等,使系統(tǒng)運行中面臨失衡的風(fēng)險。在“大眾創(chuàng)業(yè),萬眾創(chuàng)新”的時代背景下,創(chuàng)業(yè)企業(yè)如何運用系統(tǒng)資源及環(huán)境,提高創(chuàng)業(yè)生態(tài)系統(tǒng)的穩(wěn)定性,成為創(chuàng)業(yè)生態(tài)系統(tǒng)領(lǐng)域有待研究的重要課題,但梳理現(xiàn)有文獻(xiàn),關(guān)于創(chuàng)業(yè)生態(tài)系統(tǒng)穩(wěn)定性的相關(guān)研究較少�；诖�,本文提出了創(chuàng)業(yè)生態(tài)系統(tǒng)穩(wěn)定性評估研究的課題,構(gòu)建了創(chuàng)業(yè)生態(tài)系統(tǒng)穩(wěn)定性的評估指標(biāo)體系,并從提高創(chuàng)業(yè)生態(tài)系統(tǒng)穩(wěn)定性的角度為創(chuàng)業(yè)活動提供決策依據(jù)。首先,本文借鑒相關(guān)理論和已有文獻(xiàn),闡釋了創(chuàng)業(yè)生態(tài)系統(tǒng)的構(gòu)成及運行機(jī)制,界定了創(chuàng)業(yè)生態(tài)系統(tǒng)穩(wěn)定性的內(nèi)涵及特征,確定了創(chuàng)業(yè)生態(tài)系統(tǒng)穩(wěn)定性的影響因素:結(jié)構(gòu)因素、功能因素及環(huán)境因素。其次,本文在文獻(xiàn)研究和專家咨詢的基礎(chǔ)上,構(gòu)建了創(chuàng)業(yè)生態(tài)系統(tǒng)穩(wěn)定性的評估指標(biāo)體系:結(jié)構(gòu)性指標(biāo)、功能性指標(biāo)、環(huán)境類指標(biāo)3個一級指標(biāo)以及創(chuàng)業(yè)企業(yè)種群結(jié)構(gòu)、支持機(jī)構(gòu)種群結(jié)構(gòu)、系統(tǒng)支持力度、系統(tǒng)貢獻(xiàn)價值、政策環(huán)境、經(jīng)濟(jì)環(huán)境、社會環(huán)境7個二級指標(biāo);其中,系統(tǒng)支持力度指標(biāo)占綜合穩(wěn)定性權(quán)重最大,功能穩(wěn)定性是影響系統(tǒng)綜合穩(wěn)定性的主導(dǎo)因素。再次,本文采用層次分析法及模糊綜合評價法設(shè)定評估模型,實證研究了北京、天津、上海等16個城市2012年高新技術(shù)企業(yè)創(chuàng)業(yè)生態(tài)系統(tǒng)的穩(wěn)定性;研究發(fā)現(xiàn):多數(shù)城市功能穩(wěn)定性水平最低、結(jié)構(gòu)穩(wěn)定性次之,而環(huán)境穩(wěn)定性水平最高;各城市系統(tǒng)綜合穩(wěn)定性處于較低狀態(tài),總體差異較小,而結(jié)構(gòu)穩(wěn)定性是造成各城市綜合穩(wěn)定性差異的主要原因。最后,針對創(chuàng)業(yè)生態(tài)系統(tǒng)穩(wěn)定運行中存在的問題,本文建議從完善創(chuàng)業(yè)優(yōu)惠政策、提高企業(yè)資源整合能力、價值創(chuàng)造能力、完善創(chuàng)業(yè)教育體系等方面,提高創(chuàng)業(yè)生態(tài)系統(tǒng)的穩(wěn)定性。
[Abstract]:Entrepreneurial ecosystem is an ecosystem with symbiotic relationship. However, there are still many problems in the operation of entrepreneurial ecosystem in our country, such as insufficient support for entrepreneurial activities, insufficient value creation of entrepreneurial enterprises and low stability of system operation, which makes the system face the risk of imbalance in operation. Under the background of "Mass Entrepreneurship, Mass Innovation", how to use system resources and environment to improve the stability of entrepreneurial ecosystem has become an important subject to be studied in the field of entrepreneurial ecosystem. There are few studies on the stability of entrepreneurial ecosystem. Based on this, this paper puts forward the research on the evaluation of entrepreneurial ecosystem stability, constructs the evaluation index system of entrepreneurial ecosystem stability, and provides the decision basis for entrepreneurial activities from the point of view of improving the stability of entrepreneurial ecosystem. First of all, based on the relevant theories and existing literature, this paper explains the composition and operation mechanism of entrepreneurial ecosystem, defines the connotation and characteristics of entrepreneurial ecosystem stability, and determines the influencing factors of entrepreneurial ecosystem stability: structural factors. Functional and environmental factors. Secondly, on the basis of literature research and expert consultation, this paper constructs the evaluation index system of entrepreneurial ecosystem stability: structural index, functional index, environmental index and entrepreneurial enterprise population structure. Population structure, system support, system contribution value, policy environment, economic environment and social environment are the seven secondary indicators, among which, the weight of system support is the largest. Functional stability is the dominant factor affecting the comprehensive stability of the system. Thirdly, using AHP and fuzzy comprehensive evaluation method to set up evaluation model, the paper empirically studies the stability of high-tech enterprise start-up ecosystem in 16 cities such as Beijing, Tianjin and Shanghai in 2012. It is found that most cities have the lowest level of functional stability, followed by structural stability, and the highest level of environmental stability. The structural stability is the main reason for the difference of the comprehensive stability of different cities. Finally, in view of the problems existing in the stable operation of the entrepreneurial ecosystem, this paper proposes to improve the preferential policies for entrepreneurship, improve the ability of enterprise resources integration, create value, and improve the entrepreneurship education system. Improve the stability of the entrepreneurial ecosystem.
