【摘要】：隨著中國(guó)市場(chǎng)經(jīng)濟(jì)體制的不斷完善,新一輪國(guó)企改革浪潮正在興起。然而,根深蒂固的特權(quán)思想和屢禁不止的特權(quán)現(xiàn)象卻在阻礙著改革向縱深發(fā)展。國(guó)企特權(quán)主要有外部特權(quán)和內(nèi)部特權(quán)兩種類(lèi)型,這些特權(quán)問(wèn)題的存在既受到歷史因素的影響,又深受現(xiàn)實(shí)因素左右。在當(dāng)前中央力推國(guó)企改革的大背景下,治理國(guó)企特權(quán)思想和特權(quán)現(xiàn)象的總體思路是對(duì)外破除國(guó)企壟斷特權(quán),對(duì)內(nèi)實(shí)現(xiàn)企業(yè)治理現(xiàn)代化。具體可以采取四項(xiàng)治理措施:第一,依法依規(guī)辨別特權(quán),分類(lèi)處理特權(quán)問(wèn)題;第二,取消國(guó)企行政級(jí)別,鏟除特權(quán)滋生土壤;第三,發(fā)展國(guó)企混合經(jīng)濟(jì),打破國(guó)資壟斷格局;第四,建立現(xiàn)代企業(yè)制度,防止國(guó)有資產(chǎn)流失。
[Abstract]:With the continuous improvement of China's market economy system, a new wave of state-owned enterprises reform is rising. However, deep-rooted privilege thought and repeated prohibition of privilege are hindering the development of reform in depth. There are two types of privileges in state-owned enterprises: external privilege and internal privilege. The existence of these privileges is influenced by both historical and realistic factors. Under the background that the central government is pushing forward the reform of state-owned enterprises, the general idea of managing the phenomenon of state-owned enterprises' privileges and privileges is to break down the monopoly privileges of state-owned enterprises and to realize the modernization of enterprise governance at home. Four measures can be taken: first, to distinguish the privileges according to the rules and regulations according to law, to deal with the problems of privileges by classification; second, to abolish the administrative level of state-owned enterprises and eradicate the breeding soil of privileges; third, to develop the mixed economy of state-owned enterprises, and to break the pattern of monopoly of state capital; Fourth, establish a modern enterprise system to prevent the loss of state-owned assets.
