【摘要】：以風(fēng)險(xiǎn)投資為代表的市場(chǎng)化手段能否有效激勵(lì)新能源企業(yè)創(chuàng)新,這一問(wèn)題對(duì)于轉(zhuǎn)變中國(guó)新能源產(chǎn)業(yè)發(fā)展方式、構(gòu)建低碳安全的能源體系和市場(chǎng)導(dǎo)向的綠色技術(shù)創(chuàng)新體系、推進(jìn)綠色發(fā)展具有重要意義。本文基于新能源政府補(bǔ)貼缺口逐年擴(kuò)大的特定背景,考慮風(fēng)險(xiǎn)投資對(duì)新能源企業(yè)創(chuàng)新能力的內(nèi)在影響機(jī)制,并在吸收能力的視角下探討新能源企業(yè)的異質(zhì)性因素對(duì)風(fēng)險(xiǎn)投資作用效果的影響。結(jié)果表明,風(fēng)險(xiǎn)投資能夠顯著提升新能源企業(yè)的創(chuàng)新能力。這一激勵(lì)效應(yīng)主要通過(guò)三個(gè)機(jī)制共同實(shí)現(xiàn),分別是"資金增加效應(yīng)",即為企業(yè)的經(jīng)營(yíng)發(fā)展提供直接的資金支持;"創(chuàng)新傾向提高效應(yīng)",即提高企業(yè)研發(fā)創(chuàng)新的積極性;"股東積極主義效應(yīng)",即為企業(yè)提供多種形式的增值服務(wù)。這說(shuō)明風(fēng)險(xiǎn)投資作為一種市場(chǎng)化的資本運(yùn)作方式,在新能源產(chǎn)業(yè)的發(fā)展中發(fā)揮著重要作用。因此,從新能源產(chǎn)業(yè)的現(xiàn)狀考慮,一方面,應(yīng)當(dāng)使市場(chǎng)在資源配置中起決定性作用,實(shí)現(xiàn)新能源領(lǐng)域的要素自由流動(dòng)和企業(yè)優(yōu)勝劣汰,達(dá)到集約發(fā)展和結(jié)構(gòu)調(diào)整的目的;另一方面,需要政府更好地發(fā)揮作用,在逐步減少新能源補(bǔ)貼等直接干預(yù)的同時(shí),利用宏觀調(diào)控體系為新能源企業(yè)創(chuàng)新能力的提高創(chuàng)造良好的制度環(huán)境。本文的研究不僅對(duì)中國(guó)新能源產(chǎn)業(yè)方面的政策制定具有重要啟示,也為利用市場(chǎng)機(jī)制激勵(lì)技術(shù)創(chuàng)新提供了一定的經(jīng)驗(yàn)依據(jù)。
[Abstract]:Whether the market-oriented means, represented by venture capital, can effectively stimulate the innovation of new energy enterprises, this problem can change the development mode of China's new energy industry, construct a low-carbon and safe energy system and a market-oriented green technological innovation system. Promoting green development is of great significance. Based on the specific background that the gap of government subsidy for new energy is widening year by year, this paper considers the inherent influence mechanism of venture capital on the innovation ability of new energy enterprises. From the perspective of absorptive capacity, this paper discusses the influence of heterogeneity factors of new energy enterprises on the effect of venture capital. The results show that venture capital can significantly improve the innovation ability of new energy enterprises. This incentive effect is mainly realized through three mechanisms. They are "capital increasing effect", that is, providing direct financial support for enterprise's management and development; "innovation tendency increasing effect", that is, increasing the enthusiasm of enterprise's R & D innovation; and "shareholder positivism effect", that is, providing multiple kinds of enterprise. In the form of value-added services. This shows that venture capital, as a market-oriented capital operation mode, plays an important role in the development of new energy industry. Therefore, considering the present situation of the new energy industry, on the one hand, we should make the market play a decisive role in the allocation of resources, realize the free flow of the elements in the field of new energy and the survival of the fittest, and achieve the purpose of intensive development and structural adjustment. On the other hand, it is necessary for the government to play a better role, to gradually reduce the direct intervention such as new energy subsidies, and at the same time to create a good institutional environment for the improvement of innovation ability of new energy enterprises by using the macro-control system. The research in this paper not only has important implications for the policy making of China's new energy industry, but also provides a certain empirical basis for the use of market mechanism to stimulate technological innovation.
