【摘要】：以現(xiàn)行的藥品集中采購規(guī)制為背景,構(gòu)建雙寡頭競(jìng)爭(zhēng)制藥企業(yè)與政府主導(dǎo)的集中采購平臺(tái)間的雙邊納什議價(jià)博弈模型,研究制藥企業(yè)的定價(jià)策略、制藥企業(yè)和集中采購平臺(tái)的利潤分配機(jī)制以及制藥企業(yè)集中采購參與意愿的關(guān)鍵影響因素,探討集中采購規(guī)制對(duì)藥品價(jià)格、醫(yī)療機(jī)構(gòu)采購成本、制藥企業(yè)利潤和藥品市場(chǎng)配置效率的影響,得到如下主要研究結(jié)論:第一,集中采購規(guī)制能夠降低藥品的采購價(jià)格和醫(yī)療機(jī)構(gòu)的采購成本,但不一定能夠提高藥品市場(chǎng)的配置效率;第二,若提高集中采購效率或適當(dāng)降低議價(jià)能力,將有助于提高制藥企業(yè)的集中采購參與意愿,但若競(jìng)爭(zhēng)對(duì)手主動(dòng)提高集中采購效率或降低議價(jià)能力,將會(huì)降低制藥企業(yè)的集中采購參與意愿。第三,議價(jià)能力強(qiáng)的制藥企業(yè)不一定總是獲得高利潤,企業(yè)最終的利潤受到企業(yè)自身及競(jìng)爭(zhēng)對(duì)手的議價(jià)能力、集中采購效率的共同影響;第四,集中采購規(guī)制并非總是損害制藥企業(yè)的利潤,在一定條件下,集中采購規(guī)制能實(shí)現(xiàn)兩家制藥企業(yè)的"雙贏"。本研究對(duì)提高制藥企業(yè)集中采購參與意愿,促進(jìn)制藥企業(yè)和集中采購平臺(tái)間的協(xié)作,發(fā)揮集中采購優(yōu)勢(shì),提高藥品市場(chǎng)的配置效率具有現(xiàn)實(shí)意義。
[Abstract]:Under the background of the current centralized drug procurement regulation, this paper constructs a bilateral Nash bargaining game model between the duopoly competitive pharmaceutical enterprises and the government-led centralized procurement platform, and studies the pricing strategy of pharmaceutical enterprises. The profit distribution mechanism of pharmaceutical enterprises and centralized purchasing platform and the key factors of pharmaceutical enterprises' willingness to participate in centralized procurement are discussed, and the effects of centralized procurement regulation on drug prices and procurement costs of medical institutions are discussed. The main conclusions are as follows: first, centralized purchasing regulation can reduce the purchasing price of drugs and the purchasing cost of medical institutions. But it does not necessarily improve the allocation efficiency of the pharmaceutical market; second, if the efficiency of centralized procurement is increased or the bargaining power is reduced appropriately, it will help to increase the willingness of pharmaceutical enterprises to participate in centralized procurement. However, if the competitors take the initiative to improve the efficiency of centralized procurement or reduce bargaining power, it will reduce the willingness of pharmaceutical enterprises to participate in centralized procurement. Third, pharmaceutical enterprises with strong bargaining power do not always obtain high profits. The final profits of the enterprises are influenced by the bargaining power of the enterprises themselves and their competitors and the centralized purchasing efficiency. Fourth, Centralized procurement regulation is not always harmful to the profit of pharmaceutical enterprises. Under certain conditions, centralized procurement regulation can achieve "win-win" for two pharmaceutical enterprises. This study is of practical significance to improve the willingness of pharmaceutical enterprises to participate in centralized procurement, to promote the collaboration between pharmaceutical enterprises and centralized procurement platforms, to bring into play the advantages of centralized procurement, and to improve the efficiency of drug market allocation.
