【摘要】:創(chuàng)新是我國(guó)的五大發(fā)展理念之一,也是我國(guó)經(jīng)濟(jì)發(fā)展的內(nèi)在驅(qū)動(dòng)力,建設(shè)創(chuàng)新型國(guó)家是我國(guó)新時(shí)期的重要戰(zhàn)略目標(biāo),但是創(chuàng)新的關(guān)鍵在于建立以企業(yè)為目標(biāo),市場(chǎng)為導(dǎo)向,產(chǎn)學(xué)研相結(jié)合的技術(shù)創(chuàng)新體系。產(chǎn)學(xué)研合作是實(shí)現(xiàn)國(guó)家創(chuàng)新的基本途徑,因此產(chǎn)學(xué)研合作的順利運(yùn)行是國(guó)家創(chuàng)新體系得以運(yùn)行的基礎(chǔ)和前提條件。產(chǎn)學(xué)研合作是產(chǎn)業(yè)、高校和學(xué)研機(jī)構(gòu)基于各自優(yōu)勢(shì)的基礎(chǔ)上進(jìn)行資源共享,彼此相互作用,共擔(dān)風(fēng)險(xiǎn),共享創(chuàng)新成果,使得整體利益超過(guò)部分利益之和的合作過(guò)程。我國(guó)目前產(chǎn)學(xué)研合作形式雖然很多,但是大都停留在科技成果轉(zhuǎn)移方式和項(xiàng)目委托開(kāi)發(fā)方式,這些單方向、淺層次的合作方式無(wú)法掩蓋產(chǎn)學(xué)研合作成功率低、合作形式大于內(nèi)容的事實(shí),并沒(méi)有從根本上起到提高科技成果產(chǎn)業(yè)化。究其根本原因是,我國(guó)產(chǎn)學(xué)研大多都是以短期化,臨時(shí)性合作為主,以項(xiàng)目為合作目的,僅限于項(xiàng)目層面,一旦項(xiàng)目完成意味著合作終止,結(jié)合的方式單一,深度,廣度和效度不夠。另外,大學(xué)和科研機(jī)構(gòu)是技術(shù)供給方,企業(yè)為技術(shù)需求方,然而技術(shù)供給方和需求方由于價(jià)值取向的不同,彼此嚴(yán)重脫節(jié)。因此,高校和科研機(jī)構(gòu)的大量科研成果得不到轉(zhuǎn)化,導(dǎo)致閑置一旁被浪費(fèi),企業(yè)又不能從高校和科研機(jī)構(gòu)中獲得所需的技術(shù)成果,缺乏競(jìng)爭(zhēng)力,很難在激烈的市場(chǎng)競(jìng)爭(zhēng)中立足。這些現(xiàn)象的根源是當(dāng)下產(chǎn)學(xué)研合作的結(jié)合方式僅僅局限于高校和科研機(jī)構(gòu)單方向的科技成果轉(zhuǎn)移和企業(yè)將項(xiàng)目單方向委托給高校和科研機(jī)構(gòu)。針對(duì)目前產(chǎn)學(xué)研合作的現(xiàn)狀,本文從管理學(xué)中的組織視角和組織與邊界關(guān)系層面出發(fā),為產(chǎn)學(xué)研合作提供一種新的研究思路。通過(guò)對(duì)產(chǎn)學(xué)研合作組織適用邊界即創(chuàng)新能力邊界演化的影響因素進(jìn)行歸納,分析歸納得到兩個(gè)關(guān)鍵影響因素,資源共享水平和相互作用力。在借鑒社會(huì)學(xué)中個(gè)人不同觀點(diǎn)演化思想的基礎(chǔ)上,構(gòu)建了關(guān)于產(chǎn)學(xué)研合作組織創(chuàng)新能力邊界的演化模型,通過(guò)對(duì)能力邊界運(yùn)動(dòng)軌跡的分析得到基礎(chǔ)的組合機(jī)制,風(fēng)險(xiǎn)分擔(dān)機(jī)制和利益分配機(jī)制,最后結(jié)合實(shí)際案例即長(zhǎng)春工業(yè)大學(xué)和吉林化纖集團(tuán)之間建立的產(chǎn)學(xué)研合作進(jìn)行分析,將理論與實(shí)踐相結(jié)合,為今后產(chǎn)學(xué)研合作研究提供一些新的方向和依據(jù)。
[Abstract]:Innovation is one of the five major development ideas of our country and the internal driving force of our country's economic development. Building an innovative country is an important strategic goal in the new period of our country. But the key to the innovation is to establish a new system of technology based on the enterprise as the goal, the market oriented and the combination of production, learning and research. Therefore, the smooth operation of the cooperation between production, learning and research is the basis and prerequisite for the operation of the national innovation system. The cooperation of production, learning and research is an industry, and the institutions of higher learning and research and research institutions share resources on the basis of their respective advantages, interact with each other, share risks, share the results of innovation, and make the overall interests more than part of the benefits. Although there are many forms of production, school and research cooperation in China at present, most of them remain in the mode of transfer of scientific and technological achievements and the way of project entrustment. These single direction and shallow cooperation can not cover the fact that the success rate of the cooperation is low, the form of cooperation is greater than the content, and it does not fundamentally improve the industrialization of scientific and technological achievements. The fundamental reason is that most of the domestic research and research institutes are mainly short-term and temporary cooperation. The project is the goal of cooperation and is limited to the project level. Once the project is completed, the cooperation is terminated and the combination mode is single, the depth, the breadth and validity are not enough. In addition, the universities and scientific research institutions are the technical suppliers and the enterprises are the technology demand side. The technology supplier and the demand side are disjointed seriously because of the different value orientation. Therefore, a large number of scientific research achievements of universities and scientific research institutions can not be transformed, which leads to waste of idle side, and the enterprises can not obtain the necessary technical achievements from universities and scientific research institutions, lack the competitiveness, and it is difficult to stand in the fierce market competition. The root of some of the phenomena is that the combination of production, learning and research cooperation is limited to the transfer of scientific and technological achievements in a single direction by universities and scientific research institutions and the enterprises to entrust a single direction to universities and scientific research institutions. The research and research cooperation provides a new way of thinking. Through the induction of the factors affecting the boundary evolution of the production, learning and research cooperation organization, that is, the boundary evolution of innovation ability, two key factors, the level of resource sharing and the interaction force are analyzed and summed up. The evolution model of the innovation ability boundary of the cooperative organization of industry, education and research institutes, through the analysis of the track of the ability boundary, the combination mechanism, the risk sharing mechanism and the benefit distribution mechanism are obtained. Finally, the analysis of the cooperation between the Changchun University of Technology and the Jilin chemical fiber group is carried out in combination with the actual case, which combines the theory with the practice. All of these will provide some new directions and basis for future research on industry university research cooperation.
