【摘要】:我國目前經(jīng)濟(jì)形勢穩(wěn)定,整體經(jīng)濟(jì)勢頭良好,處于快速發(fā)展階段,人民生活水平水平穩(wěn)步提高,居民生活用水和工業(yè)用水量逐步增大,污水處理行業(yè)迎來快速發(fā)展,處于上升期。這其中以污水處理能力擴(kuò)張迅速、處理率提高、處理量快速增大為主要表現(xiàn)形式。而隨著人口的增長,由于水資源的日益稀缺,污水處理行業(yè)的整體市場需求將呈持續(xù)擴(kuò)大的趨勢。我國作為相對缺少淡水的國家,政府從政策、法律法規(guī)建設(shè)層面大力推動水污染整治、節(jié)能減排和對水資源的循環(huán)利用等,水處理行業(yè)有強(qiáng)力的政策支撐,前景一片向好。中節(jié)能水務(wù)發(fā)展有限公司(以下簡稱中節(jié)能水務(wù))是中國節(jié)能環(huán)保集團(tuán)的全資二級子公司,專注水務(wù)板塊,是為布局水務(wù)發(fā)展、獲取更大市場份額成立的水務(wù)投資公司。按照中國節(jié)能對于中節(jié)能水務(wù)的定位,中節(jié)能水務(wù)業(yè)務(wù)著力在市政污水、大工業(yè)廢水、海水淡化、流域治理、土壤修復(fù)等業(yè)務(wù)領(lǐng)域進(jìn)行投資、建設(shè)、運(yùn)營及綜合服務(wù)。BOT(Build-Operate-Transfer,即建設(shè)-運(yùn)營-移交)模式是指國家或地方政府部門通過特許經(jīng)營權(quán)協(xié)議的形式,把公共基礎(chǔ)設(shè)施項(xiàng)目的投融資、建造、經(jīng)營和維護(hù)交付給授予簽約方。BOT模式在我國水務(wù)行業(yè)得到了較為廣泛的應(yīng)用。作為投資型水務(wù)公司,中節(jié)能水務(wù)將BOT作為主要的項(xiàng)目運(yùn)作模式,目前中節(jié)能水務(wù)下屬的中節(jié)能燕龍(北京)水務(wù)有限公司(以下簡稱燕龍公司)、中節(jié)能運(yùn)龍(北京)水務(wù)科技有限公司(以下簡稱運(yùn)龍公司)均為采用BOT模式與地方政府達(dá)成特許經(jīng)營協(xié)議成立的項(xiàng)目公司,其人力資源配置問題也隨著建設(shè)期的深入與轉(zhuǎn)入運(yùn)營產(chǎn)生了一些問題。尤其是于2014年初成立的燕龍公司,其人力資源架構(gòu)體系在建設(shè)期進(jìn)行了數(shù)輪有針對性的調(diào)整,所暴露的問題和帶來的經(jīng)驗(yàn)也為后續(xù)以BOT模式成立項(xiàng)目公司的人力資源體系搭建起到了良好的示范作用。BOT模式下,建設(shè)期、運(yùn)營期、移交期存在各自不同的用人特點(diǎn),對人員的重點(diǎn)需求各不相同。BOT項(xiàng)目建設(shè)期側(cè)重工程建設(shè)、運(yùn)營期側(cè)重運(yùn)營管理,移交期側(cè)重風(fēng)控評估。在燕龍公司從建設(shè)期到運(yùn)營期的轉(zhuǎn)變中已經(jīng)發(fā)生了人員需求側(cè)重不同的變化。本論文的研究問題,就是如何采用科學(xué)的研究方法來進(jìn)行調(diào)查和分析,對BOT項(xiàng)目公司在各個期間人員配置情況進(jìn)行最大限度的優(yōu)化,在滿足公司項(xiàng)目進(jìn)度的前提下,對人工成本、人員結(jié)構(gòu)進(jìn)行合理控制與配比。本文作者將通過閱讀人力資源、BOT投資模式、水處理行業(yè)相關(guān)文獻(xiàn);了解國內(nèi)同行業(yè)企業(yè)相關(guān)狀況;設(shè)計調(diào)查問卷;梳理公司BOT模式項(xiàng)目公司有關(guān)制度、人力資源相關(guān)信息,分析人力資源白皮書等,力求探究BOT模式下水務(wù)項(xiàng)目公司合理的人員配置結(jié)構(gòu),找到優(yōu)化方案,對于國內(nèi)水務(wù)行業(yè)BOT模式人力資源配置具有重要的參考意義。

With the growth of population and the increasing scarcity of water resources, the overall market demand of sewage treatment industry will continue to expand. As a country lacking relatively fresh water, the government vigorously promotes water pollution control, energy saving and emission reduction and recycling of water resources from the aspects of policies, laws and regulations construction. The research problem of this paper is how to use scientific research methods to investigate and analyze the BOT project company's staffing situation in each period to optimize the maximum, under the premise of satisfying the company's project progress.
