【摘要】：政策評(píng)估是政策科學(xué)研究的一個(gè)重要問(wèn)題。自2009年以來(lái),國(guó)務(wù)院先后批準(zhǔn)在中關(guān)村、東湖、張江示范區(qū)和合蕪蚌試驗(yàn)區(qū)開(kāi)展政策試點(diǎn),鑒于試點(diǎn)政策對(duì)中國(guó)科技體制改革的重要作用,本文以試點(diǎn)政策為評(píng)估對(duì)象,重點(diǎn)評(píng)估了其中12項(xiàng)已推廣政策的政策成效,分析政策落地與推廣中出現(xiàn)的問(wèn)題與障礙,并提出進(jìn)一步完善建議。
[Abstract]:Policy evaluation is an important issue in policy science research.Since 2009, the State Council has approved the policy pilot in Zhongguancun, Donghu and Zhangjiang demonstration areas. In view of the important role of the pilot policy in the reform of China's science and technology system, this paper takes the pilot policy as the evaluation object.This paper mainly evaluates the policy effect of 12 popularized policies, analyzes the problems and obstacles in the process of policy landing and promotion, and puts forward some suggestions for further improvement.
