【摘要】：自20世紀(jì)90年代起,全球經(jīng)濟(jì)社會(huì)開始發(fā)生深刻而復(fù)雜的轉(zhuǎn)變,世界經(jīng)濟(jì)一體化迅猛發(fā)展。河北省從20世紀(jì)80年代開始進(jìn)行對(duì)外投資,以期達(dá)到提高其經(jīng)濟(jì)地位的目的。然而,由于河北省的經(jīng)濟(jì)發(fā)展水平較低,且一直沒有良好的機(jī)會(huì)來(lái)助力河北企業(yè)的“走出去”,故而河北省的“走出去”戰(zhàn)略并沒有取得顯著成效。2015年兩會(huì)期間,“一帶一路”聲名鵲起,應(yīng)者云集。“一帶一路”沿線涉及國(guó)家大多為發(fā)展中國(guó)家,有迫切的城市基礎(chǔ)設(shè)施、公共物品的建設(shè)需求,從而對(duì)建材產(chǎn)品形成了巨大的有效需求。一些主要建筑材料如水泥、鋼、鐵、玻璃等,都面臨難得的發(fā)展機(jī)遇。這些行業(yè)又恰恰是河北省的優(yōu)勢(shì),“一帶一路”戰(zhàn)略給河北省企業(yè)“走出去”帶來(lái)了難得的發(fā)展機(jī)遇。2015年03月28日,國(guó)家發(fā)展與改革委員會(huì)、外交部、商務(wù)部聯(lián)合發(fā)布“一帶一路”建設(shè)的總體規(guī)劃,即《推動(dòng)共建絲綢之路經(jīng)濟(jì)帶和21世紀(jì)海上絲綢之路的愿景與行動(dòng)》(以下簡(jiǎn)稱《愿景與行動(dòng)》),《愿景與行動(dòng)》重點(diǎn)圈定18個(gè)省,明確提及28個(gè)省,河北卻成了僅有的三顆遺珠之一。雖未被納入“一帶一路”核心區(qū)域,但河北省也已明確表態(tài),將積極融入“一帶一路”建設(shè)。[1]本文以河北省“走出去”和國(guó)家“一帶一路”發(fā)展戰(zhàn)略為切入點(diǎn),研究?jī)烧呖梢园l(fā)生對(duì)接的可能性。河北省要想搭乘“一帶一路”發(fā)展快車,自身存在著哪些優(yōu)勢(shì),應(yīng)如何去利用。與此同時(shí),又有哪些挑戰(zhàn)擺在面前,應(yīng)如何去應(yīng)對(duì)克服。本文首先列明“一帶一路”戰(zhàn)略提出的背景和核心內(nèi)涵�！耙粠б宦贰睉�(zhàn)略提出后,得到了戰(zhàn)略所及沿線各區(qū)域國(guó)家和地區(qū)以及國(guó)內(nèi)相關(guān)地區(qū)的熱烈響應(yīng),各方政府都嚴(yán)陣以待,躍躍欲試,“一帶一路”發(fā)展勢(shì)頭良好。接下來(lái)本文繼續(xù)分析河北省目前“走出去”的實(shí)施情況。河北省目前觸及的對(duì)外直接投資領(lǐng)域主要包括水泥、鋼鐵、玻璃、裝備、新能源等的20余行業(yè)。從主體結(jié)構(gòu)來(lái)看,河北積極“走出去”的企業(yè)已逐漸形成了先鋒隊(duì)(省級(jí)鋼、能源等企業(yè))、中流砥柱(優(yōu)秀民營(yíng)企業(yè))、和后生力量(縣級(jí)支柱企業(yè))層次分明,結(jié)構(gòu)牢固的陣營(yíng),此結(jié)構(gòu)為河北省企業(yè)“走出去”的持續(xù)發(fā)展提供了可靠的保證。河北省高度重視自己的“走出去”事業(yè),于上世紀(jì)80年代就有了相關(guān)的發(fā)展規(guī)劃。但由于各種歷史的、國(guó)情的、自身的因素,“走出去”一直沒有很好的發(fā)展起來(lái)。比如,產(chǎn)業(yè)結(jié)構(gòu)不合理矛盾比較突出,大項(xiàng)目偏少,對(duì)于到哪些國(guó)家和地區(qū)投資拿捏不準(zhǔn),投資區(qū)域過(guò)度集中,“走出去”缺乏整體規(guī)劃,保障機(jī)制不完善,缺乏資金等狀況,都限制了河北省企業(yè)的“走出去”。[14]河北省在完善自身的基礎(chǔ)上需要一些機(jī)遇來(lái)促進(jìn)自己的發(fā)展,而“一帶一路”就是現(xiàn)實(shí)情況下最好的機(jī)遇。故而文章接下來(lái)的分析就將河北省“走出去”戰(zhàn)略和國(guó)家的“一帶一路”發(fā)展戰(zhàn)略結(jié)合在一起,具體分析河北省“走出去”在對(duì)接國(guó)家“一帶一路”發(fā)展戰(zhàn)略時(shí)的機(jī)遇,如河北省具有的優(yōu)勢(shì)產(chǎn)業(yè)——鋼鐵、水泥、玻璃等,都是“一帶一路”建設(shè)過(guò)程中所必須的原材料。面對(duì)這樣好的機(jī)遇我們應(yīng)提高全球化意識(shí),在充分認(rèn)識(shí)自身優(yōu)勢(shì)的基礎(chǔ)上不斷完善自我,盡力而為,不讓好機(jī)會(huì)擦肩而過(guò)。接下來(lái)分析與機(jī)遇并行的風(fēng)險(xiǎn)和挑戰(zhàn),如國(guó)家層面的,來(lái)自其他國(guó)家的不和諧、不友好的因素,以及企業(yè)層面的缺乏資金、缺乏經(jīng)驗(yàn)等問(wèn)題,這些問(wèn)題都應(yīng)該是國(guó)家、各級(jí)政府和企業(yè)聯(lián)合起來(lái),協(xié)同共進(jìn),共同克服。只有這樣,河北省企業(yè)才能充分發(fā)揮自身優(yōu)勢(shì),才能有效抓住機(jī)遇,實(shí)現(xiàn)自身“走出去”的健康發(fā)展。
