船舶安全檢查員培訓(xùn)效果評(píng)估研究

【摘要】:隨著航運(yùn)業(yè)的快速發(fā)展,船舶安全檢查作為海事執(zhí)法部門(mén)的一項(xiàng)重要工作在保障航海安全、保護(hù)海洋環(huán)境等方面發(fā)揮了重大作用。為建設(shè)高水平的船舶安全檢查員隊(duì)伍,海事部門(mén)開(kāi)展了大量的船舶安全檢查員培訓(xùn)工作。培訓(xùn)效果評(píng)估作為培訓(xùn)工作的一個(gè)重要環(huán)節(jié),還未引起海事部門(mén)的足夠重視,培訓(xùn)效果得不到準(zhǔn)確、及時(shí)的衡量,培訓(xùn)效果評(píng)估體系亟需完善。首先,本文對(duì)國(guó)內(nèi)外相關(guān)文獻(xiàn)進(jìn)行了梳理比較,深入研究了培訓(xùn)效果評(píng)估的基礎(chǔ)理論,主要包括人力資本理論、成人學(xué)習(xí)理論和培訓(xùn)遷移理論,為本文研究奠定了理論基礎(chǔ)。其次,總結(jié)了培訓(xùn)效果評(píng)估相關(guān)研究成果,以柯克帕特里克評(píng)估模型為依據(jù),.從反應(yīng)層、學(xué)習(xí)層、行為層和結(jié)果層四個(gè)層次選取評(píng)估指標(biāo),并對(duì)各級(jí)海事局船舶安全檢查員進(jìn)行了問(wèn)卷調(diào)查;對(duì)問(wèn)卷結(jié)果采用探索性因子分析與驗(yàn)證性因子分析驗(yàn)證了問(wèn)卷的結(jié)構(gòu)效度,保障了評(píng)估指標(biāo)選取的合理性、科學(xué)性,以此構(gòu)建出船舶安全檢查員培訓(xùn)效果評(píng)估指標(biāo)體系,該體系包含培訓(xùn)課程設(shè)置、培訓(xùn)組織與實(shí)施、培訓(xùn)方法、培訓(xùn)課堂效果、學(xué)員執(zhí)法水平和團(tuán)隊(duì)績(jī)效6個(gè)一級(jí)指標(biāo)和25個(gè)二級(jí)指標(biāo)。然后,運(yùn)用層次分析法為各個(gè)指標(biāo)分配了權(quán)重,結(jié)合證據(jù)理論將該評(píng)估體系運(yùn)用到交通運(yùn)輸部海事局2016年在遼寧海事局舉辦的第三期PSC知識(shí)更新培訓(xùn)的評(píng)估中,評(píng)價(jià)結(jié)果為比較滿意,驗(yàn)證了該體系的實(shí)用性與可操作性。最后,總結(jié)了本文的研究成果,提出了未來(lái)研究的展望。盡管本研究是針對(duì)船舶安全檢查員的培訓(xùn)效果評(píng)估,但該原理與方法也廣泛適用于各教學(xué)領(lǐng)域的教學(xué)效果評(píng)估,在各高校正在全面、深入進(jìn)行教學(xué)改革的今天,本文的研究成果有著廣泛的應(yīng)用前景。
[Abstract]:With the rapid development of shipping industry, ship safety inspection, as an important work of maritime law enforcement department, has played an important role in ensuring the safety of navigation and protecting the marine environment. The maritime department has carried out a large number of training work for ship safety inspectors. As an important part of the training work, the training effectiveness assessment has not attracted enough attention from the maritime sector, and the training effect has not been accurately and timely measured. First of all, this paper combs and compares the relevant literature at home and abroad, and deeply studies the basic theory of training effect evaluation, including human capital theory, adult learning theory and training transfer theory. Secondly, the research results of training effect evaluation are summarized. Based on Kirkpatrick evaluation model, the evaluation indexes are selected from four levels: reaction layer, learning layer, behavior layer and result layer. A questionnaire survey was conducted to the marine safety inspectors at all levels, and the structural validity of the questionnaire was verified by exploratory factor analysis and confirmatory factor analysis, which ensured the reasonableness and scientificity of the evaluation index selection. The evaluation index system of training effect of ship safety inspector is constructed. The system includes training course setting, training organization and implementation, training method, training classroom effect, etc. Students' enforcement level and team performance were 6 first-level indicators and 25 second-level indicators. Then, the AHP was used to assign weights for each index. Combined with evidence theory, the evaluation system is applied to the evaluation of the third PSC knowledge updating training conducted by the Ministry of Transportation and Maritime Safety Bureau in 2016 in Liaoning Maritime Bureau. The evaluation results are satisfactory. The practicability and maneuverability of the system are verified. Finally, the research results of this paper are summarized and the prospect of future research is put forward. Although this study is aimed at evaluating the training effect of ship safety inspectors, However, this principle and method are also widely used in the teaching effect evaluation of various teaching fields. Today, the research results of this paper have a broad application prospect when the teaching reform is being carried out comprehensively and deeply in colleges and universities.
