【摘要】：科技型中小企業(yè)支持政策的需求與供給存在差異,執(zhí)行效果與政策設計預期也有背離,亟需認識與理解這些矛盾的現(xiàn)象及其背后的原因。對科技型中小企業(yè)要素完善與運行優(yōu)化的"政策內(nèi)涵—政策功能—政策目標"傳導機制進行研究,通過中央政府與地方政府兩層科技型中小企業(yè)支持政策文件探討存在的問題;運用博弈思想對我國科技型中小企業(yè)的政策供給、政策執(zhí)行、政策尋租及政策爭取等給予探討與解釋;提出科技型中小企業(yè)支持政策設計與實施上還需要從系統(tǒng)設計、執(zhí)行強化、協(xié)同機制及效果評價4個方面加以完善。
[Abstract]:The demand and supply of the support policy for small and medium-sized technological enterprises are different, and the effect of implementation deviates from the expectation of policy design. It is urgent to understand and understand the phenomena of these contradictions and the reasons behind them. The transmission mechanism of "policy intension, policy function and policy objective", which is the perfection and optimization of the elements of science and technology small and medium-sized enterprises (SMEs), is studied. Through the central government and the local government two levels of science and technology SMEs support policy documents to explore the existing problems, using the game theory to our country science and technology small and medium-sized enterprises policy supply, policy implementation, This paper discusses and explains the policy rent-seeking and policy striving, and points out that the design and implementation of supporting policy for small and medium-sized technological enterprises need to be perfected from four aspects: system design, execution strengthening, cooperative mechanism and effect evaluation.
