【摘要】：全面預(yù)算管理是現(xiàn)代企業(yè)制度中的重要組成部分,它能夠幫助管理者規(guī)劃和調(diào)整企業(yè)的經(jīng)營(yíng)戰(zhàn)略,提升管理水平,對(duì)企業(yè)的人力物力財(cái)力等各項(xiàng)資源進(jìn)行高效合理配置,加強(qiáng)企業(yè)內(nèi)部管理和控制,對(duì)員工的業(yè)績(jī)進(jìn)行公正的考核與評(píng)價(jià)。在當(dāng)下的知識(shí)經(jīng)濟(jì)和信息時(shí)代中,信息和數(shù)據(jù)呈爆炸性增長(zhǎng)的趨勢(shì),如何準(zhǔn)確高效地收集和處理信息,進(jìn)行深入挖掘并轉(zhuǎn)化為企業(yè)知識(shí)變得十分重要。傳統(tǒng)的預(yù)算管理手段的低效率和滯后性無(wú)法適應(yīng)新形勢(shì)下企業(yè)全面信息化的要求,企業(yè)迫切需要一套全新的預(yù)算管理系統(tǒng)來(lái)解決當(dāng)前困境。本文首先先總結(jié)了國(guó)內(nèi)外關(guān)于全面預(yù)算管理和信息集成的研究成果及理論基礎(chǔ),提出了一套以信息資源規(guī)劃(IRP)為指導(dǎo)思想,以XML為技術(shù)手段的基于信息集成的全面預(yù)算管理系統(tǒng)的構(gòu)建設(shè)想,總結(jié)出全面預(yù)算管理信息的三維模型,梳理出基于信息集成的全面預(yù)算管理系統(tǒng)架構(gòu)概覽模型,并創(chuàng)新性歸納出回顧發(fā)展戰(zhàn)略、梳理預(yù)算管理方案、厘清集成信息、設(shè)計(jì)系統(tǒng)解決方案、制訂實(shí)施推進(jìn)計(jì)劃的建設(shè)“五步驟”方法。隨后結(jié)合A集團(tuán)案例,闡述了前述方法的應(yīng)用實(shí)例,即分析A集團(tuán)目前的預(yù)算管理業(yè)務(wù)現(xiàn)狀以及相關(guān)業(yè)務(wù)系統(tǒng)的信息孤島問(wèn)題,重新梳理了A集團(tuán)預(yù)算管理的業(yè)務(wù)流程,對(duì)新系統(tǒng)的功能性和非功能性需求做了詳細(xì)的分析,進(jìn)一步明確了目前急需處理和解決的問(wèn)題。在此基礎(chǔ)上,完成了基于信息集成的全面預(yù)算管理系統(tǒng)的設(shè)計(jì),包括各子系統(tǒng)和模塊設(shè)計(jì),數(shù)據(jù)庫(kù)設(shè)計(jì),基于XML技術(shù)的、與合并報(bào)表系統(tǒng)(HFM)的信息集成設(shè)計(jì)以及系統(tǒng)平臺(tái)的設(shè)計(jì)。最后得出結(jié)論,總結(jié)了本文的貢獻(xiàn)以及研究中存在的不足,對(duì)其他集團(tuán)和企業(yè)進(jìn)行全面預(yù)算管理的信息化建設(shè)提供了參考和借鑒。
[Abstract]:Comprehensive budget management is an important part of modern enterprise system, it can help managers to plan and adjust the business strategy, improve the management level. In the current era of knowledge economy and information, the human, material and financial resources of enterprises should be allocated efficiently and reasonably, the internal management and control of enterprises should be strengthened, and the performance of employees should be assessed and evaluated fairly. Information and data show explosive growth trend, how to collect and process information accurately and efficiently. It is very important to dig deeply and transform into enterprise knowledge. The low efficiency and lag of traditional budget management can not adapt to the requirement of enterprise's comprehensive information under the new situation. Enterprises urgently need a new budget management system to solve the current dilemma. Firstly, this paper summarizes the research results and theoretical basis of comprehensive budget management and information integration at home and abroad. This paper presents an idea of constructing a comprehensive budget management system based on information integration with information resource planning (IRP) as the guiding ideology and XML as the technical means. Summed up the three-dimensional model of the overall budget management information, combed out the overall budget management system framework overview model based on information integration, and innovatively summed up the review of development strategies, combing the budget management plan. The paper clarifies the integrated information, designs the system solution, and formulates the "five steps" method to implement the advance plan. Then, the application example of the above method is illustrated with the case of A Group. Namely, it analyzes the current situation of the budget management business of A Group and the information isolated island of the related business system, and reorganizes the business process of the budget management of the A Group. The functional and non-functional requirements of the new system are analyzed in detail, and the problems urgently needed to be dealt with and solved are further clarified. On this basis, the design of a comprehensive budget management system based on information integration is completed. It includes subsystem and module design, database design, information integration design and system platform design based on XML technology and consolidated report system. Finally, the conclusion is drawn. This paper summarizes the contribution of this paper and the shortcomings of the research, and provides a reference for other groups and enterprises to carry out the information construction of overall budget management.
