【摘要】：文化是一個民族和國家賴以生存發(fā)展的重要根基，是國家凝聚力和自信心的源泉，是國家發(fā)展和民族振興的強大力量。文化是綜合國力的重要標志，也是區(qū)別于其他民族和國家的重要標志。大力發(fā)展文化產(chǎn)業(yè)不僅有利于弘揚我國的文化，抵御外來文化的“入侵”，還可以成為我國經(jīng)濟的增長驅(qū)動輪，成為轉(zhuǎn)變經(jīng)濟發(fā)展方式，實現(xiàn)科學(xué)可持續(xù)發(fā)展的重要途徑。它還能廣泛吸納勞動力促進就業(yè)，，滿足人民群眾日益增長的精神文化需求，推動文化繁榮發(fā)展。 作為21世紀朝陽產(chǎn)業(yè)的文化產(chǎn)業(yè)其自身發(fā)展?jié)摿薮螅粩[到各國綜合國力的重要位置。從我國首次提出文化產(chǎn)業(yè)的概念，到要求大力發(fā)展文化產(chǎn)業(yè)，再到要將文化產(chǎn)業(yè)提升到戰(zhàn)略產(chǎn)業(yè)的發(fā)展高度，力爭實現(xiàn)到2020年將文化產(chǎn)業(yè)發(fā)展成為我國的支柱性產(chǎn)業(yè)的目標，整個過程無不體現(xiàn)著文化產(chǎn)業(yè)的重要性。 近幾年來我國文化產(chǎn)業(yè)的快速發(fā)展得益于國家出臺的各項政策，要實現(xiàn)文化成為我國支柱性的產(chǎn)業(yè)目標，向我國各項文化產(chǎn)業(yè)政策提出了更高的要求。由于各項文化產(chǎn)業(yè)相關(guān)政策組成的政策體系中，中央與地方、地方與地方、行業(yè)與行業(yè)等出臺的政策是否相一致、相協(xié)調(diào)無不影響著文化產(chǎn)業(yè)的發(fā)展。本文對我國現(xiàn)有的文化產(chǎn)業(yè)發(fā)展政策進行了梳理，并運用公共政策學(xué)與產(chǎn)業(yè)經(jīng)濟學(xué)等學(xué)科知識分析了文化產(chǎn)業(yè)、文化產(chǎn)業(yè)政策、文化產(chǎn)業(yè)發(fā)展政策體的概念，分析了我國現(xiàn)行文化產(chǎn)業(yè)發(fā)展政策體系存在的不足，分析借鑒了國外文化產(chǎn)業(yè)發(fā)達國家的政策經(jīng)驗做法，提出了完善我國文化產(chǎn)業(yè)發(fā)展政策體系的對策。 本文研究內(nèi)容分為五大部分：第一部分為研究綜述，對國內(nèi)外文化產(chǎn)業(yè)與產(chǎn)業(yè)政策的研究進行的梳理與歸納，第二部分為基本理論的闡述，論述了文化產(chǎn)業(yè)發(fā)展政策支持體系的概念、構(gòu)成與作用，第三部分分析了我國文化產(chǎn)業(yè)發(fā)展政策支持體系存在的問題，第四部分總結(jié)分析了國家發(fā)達文化產(chǎn)業(yè)國家的政策支持經(jīng)驗，第五部分結(jié)合第三章與第四章的分析結(jié)果，針對目前我國文化產(chǎn)業(yè)發(fā)展政策體系存在的種種問題，提出了完善對策。
[Abstract]:Culture is an important foundation for a nation and a country to survive and develop, a source of national cohesion and self-confidence, and a powerful force for national development and national rejuvenation. Culture is an important symbol of comprehensive national strength, and is also an important symbol different from other nations and countries. Vigorously developing cultural industry is not only conducive to carrying forward the culture of our country and resisting the invasion of foreign culture, but also can become the driving wheel of economic growth in our country, and become an important way to change the mode of economic development and realize scientific and sustainable development. It can also extensively absorb labor force to promote employment, meet the increasing spiritual and cultural needs of the people, and promote cultural prosperity and development. As a sunrise industry in the 21 st century, the cultural industry has great development potential and is placed in an important position of comprehensive national strength. From the concept of cultural industry put forward for the first time in our country, to the requirement of vigorously developing cultural industry, and then to the promotion of cultural industry to the development of strategic industry, we strive to achieve the goal of developing cultural industry into a pillar industry of our country by 2020. The whole process reflects the importance of cultural industry. In recent years, the rapid development of Chinese cultural industry has benefited from the various policies issued by the state. In order to achieve the goal of culture becoming the pillar of our country, higher requirements have been put forward to the various cultural industrial policies of our country. Because the policy system composed of the relevant policies of various cultural industries, central and local, local and local, industry and other policies are consistent, coordination will affect the development of cultural industry. This paper combs the existing cultural industry development policy in China, and analyzes the concept of cultural industry, cultural industry policy and cultural industry development policy body by using the knowledge of public policy and industrial economics. This paper analyzes the shortcomings of the current policy system of cultural industry development in China, analyzes the policy experiences and practices of the developed countries in foreign cultural industry, and puts forward some countermeasures to perfect the policy system for the development of cultural industry in China. The content of this paper is divided into five parts: the first part is a summary of the research, the domestic and foreign cultural industry and industrial policy research carding and induction, the second part is the basic theory elaboration. This paper discusses the concept, composition and function of the policy support system for the development of cultural industry. The third part analyzes the problems existing in the policy support system for the development of cultural industry in China. The fourth part summarizes and analyzes the policy support experience of the developed cultural industry countries. The fifth part combines the analysis results of the third chapter and the fourth chapter, aiming at the problems existing in the current policy system of the cultural industry development in our country. Put forward the perfect countermeasure.
