中國的海外文化投資探析

【摘要】:當今世界,隨著經(jīng)濟全球化進程的不斷加速,國家與國家之間的交流已不局限于政治、經(jīng)濟、軍事,文化交流成為國際交往中的重要一環(huán),由此產(chǎn)生的國際文化貿(mào)易也取得了長足發(fā)展。另一方面,越來越多的國家開始認識到文化作為國家實力中的“軟實力”所處的重要戰(zhàn)略地位。因此,如何發(fā)展自身文化產(chǎn)業(yè),并不斷推動本國文化“走出去”已成為國家發(fā)展中的重要課題之一。近年來,我國在發(fā)展文化對外貿(mào)易的進程中,越來越重視文化的海外投資,并且呈現(xiàn)出從政府行為向企業(yè)化運作轉變的趨勢,本文將海外文化投資從國際文化貿(mào)易中獨立出來進行了具體的定義和研究,并對我國的海外文化投資發(fā)展提出了建議。以文化的對外宣傳、國際間文化交流和國際文化貿(mào)易為主要形式的文化產(chǎn)業(yè)“走出去”戰(zhàn)略,既是我國促進文化產(chǎn)業(yè)結構優(yōu)化、轉變經(jīng)濟增長方式的重要舉措,也是提升我國的國際影響力,推動文化對外交流的重要手段,近年來越來越受到政府重視,同時也出現(xiàn)了許多致力于文化產(chǎn)業(yè)進軍海外的重點文化企業(yè)。在政府和民間企業(yè)的共同發(fā)力下,我國的文化出口模式已從早期單一的直接輸出文化產(chǎn)品和服務,向海外文化投資的形式轉變。這其中既有政府主導的合作項目,也有文化企業(yè)直接出資并購,成為我國的海外文化貿(mào)易中一股新生力量。我國的文化海外投資與國際文化強國相比,尚處于起步和探索階段,本文在例舉和分析了美國、法國和韓國海外文化投資概況,總結其有益的經(jīng)驗和啟示后,對我國較具典型意義的幾項海外文化投資實例具體進行分析,從制度建設、資金來源、品牌建設等幾方面分析我國文化海外投資中存在的問題和不足。針對這些問題,文章在最后從完善投資制度體系,明確投資方向和投資主體,打造知名文化品牌,科學評估投資效果,創(chuàng)新投資及管理方式等幾方面對我國的文化海外投資提出了對策和建議。
[Abstract]:In today's world, with the acceleration of the process of economic globalization, the exchanges between countries are no longer confined to politics, economy, military and cultural exchanges, which have become an important part of international exchanges. As a result, international cultural trade has made great progress. On the other hand, more and more countries begin to realize the important strategic position of culture as "soft power" in national power. Therefore, how to develop its own cultural industry and constantly promote its own culture "going out" has become one of the important topics in the national development. In recent years, in the process of developing foreign trade of culture, our country has paid more and more attention to the overseas investment of culture, and has shown the trend of changing from government behavior to enterprise operation. This paper makes a concrete definition and research on the overseas cultural investment from the international cultural trade, and puts forward some suggestions for the development of our country's overseas cultural investment. The "going out" strategy of cultural industry, which takes the main forms of cultural propaganda, international cultural exchange and international cultural trade as the main form, is an important measure to promote the optimization of the cultural industrial structure and to change the mode of economic growth in China. It is also an important means to enhance our country's international influence and promote cultural exchange with foreign countries. In recent years, more and more attention has been paid by the government. At the same time, there have been many key cultural enterprises devoted to overseas cultural industry. With the joint efforts of the government and private enterprises, China's cultural export mode has changed from a single direct export of cultural products and services to the form of overseas cultural investment. There are government-led cooperation projects and direct investment and acquisition of cultural enterprises, which has become a new force in China's overseas cultural trade. Compared with the international cultural power, the overseas investment of our country is still in the beginning and exploring stage. This paper gives an example and analyses the general situation of overseas cultural investment in the United States, France and South Korea, and summarizes its beneficial experience and enlightenment. This paper analyzes several examples of overseas cultural investment with typical significance in China, and analyzes the problems and shortcomings of overseas investment in Chinese culture from the aspects of system construction, capital source, brand construction and so on. In view of these problems, the article finally from consummates the investment system, the clear investment direction and the investment main body, creates the well-known cultural brand, the scientific appraisal investment effect, This paper puts forward some countermeasures and suggestions on Chinese cultural overseas investment from the aspects of innovative investment and management mode.
