臺灣文創(chuàng)產(chǎn)業(yè)的發(fā)展及其向大陸延伸的趨勢

【摘要】:近年以來,雖然受到國際金融危機(jī)嚴(yán)重沖擊,但中國大陸和臺灣兩岸的投資及貿(mào)易發(fā)展仍然保持著良好的發(fā)展勢頭。根據(jù)相關(guān)網(wǎng)站的信息,僅2009至2010一年,大陸企業(yè)赴臺投資已達(dá)50多家,金額為1.33億美元。2010年上半年,兩岸貿(mào)易額達(dá)819.1億美元,同比上升55.9%;同期大陸批準(zhǔn)臺商投資項目1607個,實際使用臺資14.2億美元,同比上升41.7%,均已超過危機(jī)前2008年的同期水平。 事實證明,兩岸關(guān)系的改善和發(fā)展給兩岸同胞帶來了實實在在的利益,也拓展了自身前進(jìn)的道路。因此,兩岸關(guān)系和平發(fā)展是正確的必由之路,必須堅定不移繼續(xù)向前邁進(jìn),已經(jīng)成為兩岸的主流共識。 20世紀(jì)90年代末期,由于人力成本的提高,臺灣的勞動密集型產(chǎn)業(yè)優(yōu)勢漸漸消失,特別是在世界邁入知識經(jīng)濟(jì)時代后,全球資金、人才、資源的流動以及快速工業(yè)化與都市化的趨勢影響下,臺灣的地方傳統(tǒng)產(chǎn)業(yè)在國際市場的競爭力已每況愈下。為了發(fā)揮臺灣有限資源的最大效益,創(chuàng)造新商機(jī),振興經(jīng)濟(jì),維系世世代代居民的生存與福祉,2002年5月31日,臺灣省“行政院”開始將文化創(chuàng)意產(chǎn)業(yè)發(fā)展列為“挑戰(zhàn)2008:‘國家’發(fā)展重點計劃(2002—2007)”的子計劃,透過行政力量為文化創(chuàng)意產(chǎn)業(yè)營造發(fā)展環(huán)境,推動產(chǎn)業(yè)發(fā)展。其中,鼓勵臺灣廠商到大陸發(fā)展文創(chuàng)產(chǎn)業(yè),通過兩岸競合開拓新的商機(jī),已經(jīng)成為臺灣政府扶持臺灣文創(chuàng)產(chǎn)業(yè)發(fā)展的一項重要政策。 對于兩岸合作推動臺灣文創(chuàng)產(chǎn)業(yè)發(fā)展,祖國大陸各界也已經(jīng)形成共識。2010年9月,國臺辦副主任孫亞夫在“第九屆遼寧臺灣周”開幕式上指出,大陸將進(jìn)一步大力鼓勵臺商投資,支援臺資企業(yè)轉(zhuǎn)型升級和產(chǎn)業(yè)轉(zhuǎn)移;加快各產(chǎn)業(yè)尤其是新興產(chǎn)業(yè)、金融等現(xiàn)代服務(wù)業(yè)以及科技領(lǐng)域的合作,全面提升兩岸產(chǎn)業(yè)合作水平。 2012年9月10日,以大陸海協(xié)會會長陳云林為總團(tuán)長,率海協(xié)會文創(chuàng)產(chǎn)業(yè)暨書畫藝術(shù)交流團(tuán)赴臺進(jìn)行文化交流。大陸文創(chuàng)業(yè)者、學(xué)者、園區(qū)負(fù)責(zé)人、知名書畫藝術(shù)家等人隨團(tuán)赴臺。大陸海協(xié)會會長,文化交流代表團(tuán)團(tuán)長陳云林與臺灣;鶗䲡L江丙坤呼吁兩岸共同行動,保護(hù)和發(fā)揚(yáng)中華古老文化。拳拳之心,溢于言表。 但是,由于意識形態(tài)的差異,兩岸在合作推進(jìn)文化創(chuàng)意產(chǎn)業(yè)發(fā)展的道路上還有許多政策障礙。例如,在市場準(zhǔn)入方面,大陸還將臺商視為“外資”,還未準(zhǔn)許臺商以內(nèi)資進(jìn)入大陸市場;影音書籍盜版的問題仍然嚴(yán)重,出版合約容易因政治因素改變,或于出版品審核過程中可能不予批準(zhǔn)等等。 本論文希望能夠借由兩岸文創(chuàng)產(chǎn)業(yè)合作發(fā)展的大好時機(jī),督促兩岸各方打開思路,形成共識,優(yōu)勢互補(bǔ),互利共贏,共同攜手,在世界范圍內(nèi)打造出使中華文化創(chuàng)意產(chǎn)業(yè)大放異彩的一片天地!
[Abstract]:In recent years, despite the severe impact of the international financial crisis, the development of investment and trade between mainland China and Taiwan has maintained a good momentum of development. According to the relevant websites, from 2009 to 2010 alone, more than 50 mainland enterprises have invested in Taiwan, amounting to US $133 million. In the first half of 2010, the volume of cross-strait trade reached US $81.91 billion, up 55.995% from the same period last year. In the same period, the mainland approved 1,607 Taiwan investment projects. Actual use of Taiwan $1.42 billion, up 41.7 percent from the same period last year, has exceeded the level seen in 2008 before the crisis. Facts have proved that the improvement and development of cross-strait relations have brought tangible benefits to compatriots on both sides of the strait, and also expanded their own way forward. Therefore, the peaceful development of cross-strait relations is the only way to go, and we must unswervingly continue to move forward, which has become the mainstream consensus across the straits. In the late 1990s, due to the increase in human costs, Taiwan's advantages in labor-intensive industries are gradually disappearing. Especially after the world enters the era of knowledge economy, the movement of global funds, talents and resources, as well as the trend of rapid industrialization and urbanization, The competitiveness of Taiwan's local traditional industries in the international market has gone from bad to worse. In order to maximize the benefits of Taiwan's limited resources, create new business opportunities, revitalize the economy and maintain the survival and well-being of generations of residents, on 31 May 2002, The "Executive Yuan" of Taiwan Province began to list the development of cultural and creative industries as a sub-plan of the "Challenge 2008: 'National' Development key Plan (2002-2007). Through administrative power, it created a development environment for cultural and creative industries and promoted industrial development." Among them, encouraging Taiwan manufacturers to develop cultural creation industries in the mainland and exploring new business opportunities through cross-strait cooperation have become an important policy of the Taiwan government to support the development of Taiwan's cultural creation industry. Regarding the cooperation between the two sides of the strait to promote the development of Taiwan's cultural creation industry, various circles in the mainland have also reached a consensus. In September 2010, Sun Yafu, deputy director of the Taiwan Affairs Office of the State Council, pointed out at the opening ceremony of the "Ninth Liaoning Taiwan week" that the mainland would further encourage Taiwan businessmen to invest. Supporting the transformation and upgrading of Taiwan-funded enterprises and industrial transfer; speeding up cooperation in various industries, especially emerging industries, modern service industries, such as finance, and science and technology; and comprehensively enhancing the level of industrial cooperation between the two sides of the strait. On September 10, 2012, Chen Yunlin, president of mainland China Association for Relations across the Taiwan Strait, is the head of cultural exchange in Taiwan. Mainland language entrepreneurs, scholars, park leaders, famous painting and calligraphy artists and others accompanied the group to Taiwan. Chen Yunlin and Chiang Pin-kun, director of the mainland Association for Relations across the Taiwan Strait and head of the cultural exchange delegation, called on the two sides to work together to protect and promote the ancient Chinese culture. The heart of the fight is beyond words. However, due to ideological differences, there are still many policy obstacles on the road of promoting the development of cultural and creative industries. For example, in terms of market access, the mainland also regards Taiwanese businessmen as "foreign capital" and has not yet allowed Taiwanese businessmen to enter the mainland market with domestic capital. The problem of pirated films and audio-visual books is still serious, and publishing contracts can easily be changed because of political factors. Or in the publication audit process may not be approved, and so on. This paper hopes to take advantage of the great opportunity of industrial cooperation between the two sides of the Taiwan Strait, and urge all parties on both sides of the strait to open their minds, form a common understanding, complement each other with each other's advantages, and work together for mutual benefit and win-win cooperation.
