促進(jìn)文化產(chǎn)業(yè)發(fā)展的公共政策研究

【摘要】:當(dāng)今世界,文化產(chǎn)業(yè)已經(jīng)引起了世界各國(guó)的格外重視,成為各國(guó)扶持的重點(diǎn)對(duì)象,文化產(chǎn)業(yè)具有巨大的發(fā)展?jié)摿εc市場(chǎng)效益,國(guó)外發(fā)達(dá)國(guó)家積極出臺(tái)財(cái)政、稅收、法令等政策來為其文化產(chǎn)業(yè)的發(fā)展保駕護(hù)航,如美國(guó)、法國(guó)、日本等國(guó)。文化“軟實(shí)力”的競(jìng)爭(zhēng)愈加激烈,而文化競(jìng)爭(zhēng)的重點(diǎn)就在于文化產(chǎn)業(yè)發(fā)展的如何,因此文化產(chǎn)業(yè)所構(gòu)成的“軟實(shí)力”及其發(fā)展前景越來越為國(guó)外各國(guó)與地區(qū)重視。相比之下,我國(guó)的文化產(chǎn)業(yè)起步晚,與發(fā)達(dá)國(guó)家差距較大,我國(guó)文化市場(chǎng)潛力還沒有完全開發(fā)出來。文化產(chǎn)業(yè)是新世紀(jì)的朝陽(yáng)產(chǎn)業(yè),它的繁榮程度對(duì)我國(guó)社會(huì)主義經(jīng)濟(jì)政治的發(fā)展具有重要意義,更會(huì)增加國(guó)家“軟實(shí)力”,提升國(guó)家國(guó)際影響力,同時(shí)對(duì)國(guó)家文化安全穩(wěn)定有積極意義。 我國(guó)文化產(chǎn)業(yè)的發(fā)展實(shí)踐表明,政府所制定的文化產(chǎn)業(yè)政策在文化產(chǎn)業(yè)發(fā)展的過程中起到了重要的推動(dòng)作用,文化產(chǎn)業(yè)政策加快了文化產(chǎn)業(yè)的發(fā)展,優(yōu)化了文化產(chǎn)業(yè)結(jié)構(gòu),規(guī)范了市場(chǎng)競(jìng)爭(zhēng)秩序,同時(shí)還促進(jìn)文化企業(yè)組織結(jié)構(gòu)改革,增強(qiáng)我國(guó)文化產(chǎn)業(yè)的總體實(shí)力和中華文化的國(guó)際競(jìng)爭(zhēng)力。要制定科學(xué)的文化產(chǎn)業(yè)政策,必須從文化產(chǎn)業(yè)政策立法、政策的制定體制和實(shí)施機(jī)制、人力資源政策及的國(guó)家文化安全入手,制定合理科學(xué)的、有前瞻性的、可實(shí)施性強(qiáng)的文化產(chǎn)業(yè)政策。同時(shí)必須以科學(xué)發(fā)展觀為指導(dǎo),遵循市場(chǎng)機(jī)制、并與當(dāng)?shù)匚幕a(chǎn)業(yè)發(fā)展現(xiàn)狀結(jié)合,做到具體問題具體分析,為我國(guó)文化產(chǎn)業(yè)的快速發(fā)展保駕護(hù)航。 鑒于此,文章從扶持性公共政策的視角,通過文獻(xiàn)研究、比較分析、經(jīng)驗(yàn)借鑒等方法,對(duì)我國(guó)文化產(chǎn)業(yè)發(fā)展現(xiàn)狀、現(xiàn)行文化產(chǎn)業(yè)政策的內(nèi)容進(jìn)行分析,發(fā)現(xiàn)仍存在諸多問題,如政策缺失、無法可依現(xiàn)象仍然存在,文化產(chǎn)業(yè)政策對(duì)文化產(chǎn)業(yè)保護(hù)扶持力度較弱,文化產(chǎn)業(yè)財(cái)政稅收政策扶持力度較弱,文化產(chǎn)業(yè)政策針對(duì)性不強(qiáng)等。同時(shí),借鑒國(guó)外發(fā)達(dá)文化強(qiáng)國(guó)相關(guān)政策經(jīng)驗(yàn),如美國(guó)實(shí)行的“不干預(yù)”政策,通過完善文化法規(guī)法律,借助稅收調(diào)整與財(cái)政撥款等經(jīng)濟(jì)措施加大對(duì)文化產(chǎn)業(yè)的扶持力度;日本與韓國(guó)以文化產(chǎn)業(yè)立國(guó);法國(guó)注重完善文化立法,對(duì)文化產(chǎn)業(yè)實(shí)行稅制優(yōu)惠措施;巴西積極出臺(tái)相關(guān)政策加強(qiáng)對(duì)民俗文化的保護(hù)。在此基礎(chǔ)上,依據(jù)公共政策學(xué)等相關(guān)理論,在財(cái)政、稅收、投融資、土地供給與項(xiàng)目審批等方面提出相關(guān)支持政策,如擴(kuò)大財(cái)政支出規(guī)模,增設(shè)稅收優(yōu)惠措施,用好投融資政策,完善土地供給以及項(xiàng)目審批政策。在社會(huì)文化政策方面,采用“三位一體”策略,重視文化產(chǎn)業(yè)人才的教育培養(yǎng),促進(jìn)文化產(chǎn)業(yè)基地的建設(shè),建立健全文化產(chǎn)業(yè)政策制定和執(zhí)行的科學(xué)機(jī)制,完善文化產(chǎn)業(yè)法律法規(guī)政策,建立健全國(guó)家文化產(chǎn)業(yè)安全政策。
[Abstract]:In today's world, the cultural industry has attracted special attention from all countries in the world and has become the key object of their support. The cultural industry has enormous development potential and market benefits, and developed countries abroad have actively introduced finance and taxation. Laws and regulations to protect the development of their cultural industries, such as the United States, France, Japan and other countries. The competition of "soft power" of culture is becoming more and more fierce, and the emphasis of cultural competition lies in the development of cultural industry. Therefore, the "soft power" and its development prospect constituted by cultural industry are paid more and more attention to by foreign countries and regions. In contrast, China's cultural industry started late, and the gap between China and developed countries is large, and the potential of Chinese cultural market has not been fully developed. The cultural industry is a sunrise industry in the new century. Its prosperity is of great significance to the development of socialist economy and politics in China. It will also increase the "soft power" of the country and enhance its international influence. At the same time, it has positive significance to the national cultural security and stability. The development practice of cultural industry in our country shows that the policy of cultural industry made by the government plays an important role in promoting the development of cultural industry, and the policy of cultural industry accelerates the development of cultural industry and optimizes the structure of cultural industry. It also promotes the reform of the organizational structure of cultural enterprises and strengthens the overall strength of China's cultural industry and the international competitiveness of Chinese culture. In order to formulate a scientific cultural industry policy, we must start with the cultural industry policy legislation, the policy formulation system and the implementation mechanism, the human resources policy and the national cultural security, and formulate reasonable, scientific and forward-looking policies. The policy of culture industry that can be implemented strongly. At the same time, we must take the scientific development view as the guidance, follow the market mechanism, and combine with the present situation of the local cultural industry, so as to make concrete analysis of the concrete problems, and guarantee the rapid development of the cultural industry in our country. In view of this, the article from the perspective of supportive public policy, through literature research, comparative analysis, experience and other methods, cultural industry development in China, the content of the current cultural industry policy analysis, found that there are still many problems. Such as the lack of policy, the phenomenon can not still exist, cultural industry policy to cultural industry protection and support is weak, cultural industry financial and tax policy support is weak, cultural industry policy is not strong targeted, and so on. At the same time, we should draw lessons from the relevant policy experience of the developed cultural power in foreign countries, such as the "non-intervention" policy implemented by the United States, strengthen the support to the cultural industry through the improvement of the cultural laws and regulations, and with the help of economic measures such as tax adjustment and financial allocation. Japan and South Korea established a country with cultural industry; France paid attention to perfecting cultural legislation and implementing preferential measures of tax system for cultural industry; Brazil actively introduced relevant policies to strengthen the protection of folk culture. On this basis, according to the relevant theories of public policy science and other related theories, this paper puts forward the relevant supporting policies in the aspects of finance, taxation, investment and financing, land supply and project approval, such as expanding the scale of fiscal expenditure, adding tax preferential measures, etc. Make good use of investment and financing policy, improve land supply and project approval policy. In the aspect of social and cultural policy, we should adopt the strategy of "trinity", attach importance to the education and training of cultural industry talents, promote the construction of cultural industry base, and establish and perfect the scientific mechanism of making and implementing cultural industry policy. Improve the cultural industry laws and regulations, establish and improve the national cultural industry safety policy.
