【摘要】：晚清以來,西方經(jīng)濟(jì)制度思想開始在近代中國(guó)傳播開來。以市政招標(biāo)制度思想為例,出于對(duì)經(jīng)濟(jì)效率和現(xiàn)代市政的追求,清末民初華界商民和政府分別在經(jīng)濟(jì)活動(dòng)和市政管理中采用了招標(biāo)制度;國(guó)民政府成立后,國(guó)民黨各級(jí)地方政府甚至掀起了利用招標(biāo)進(jìn)行市政管理的熱潮。然而,相比于西方市政招標(biāo)實(shí)踐的代表——工部局的市政招標(biāo),華界商民和政府在招標(biāo)制度確立動(dòng)機(jī)、招標(biāo)條件、監(jiān)督手段和運(yùn)行結(jié)果方面,均存在一定的差異。通過對(duì)市政招標(biāo)制度思想的比較研究發(fā)現(xiàn),西方經(jīng)濟(jì)制度思想在近代中國(guó)得到廣泛傳播和深入實(shí)踐,同時(shí)其傳播和實(shí)踐也受到動(dòng)蕩的社會(huì)、發(fā)展不平衡的經(jīng)濟(jì)和"人治"的歷史傳統(tǒng)的制約。
[Abstract]:Since the late Qing Dynasty, the western economic system thought began to spread in modern China. Taking the idea of municipal bidding system as an example, and out of the pursuit of economic efficiency and modern municipal administration, in the late Qing Dynasty and the early Republic of China, the commercial people and the government adopted the bidding system in economic activities and municipal administration respectively. KMT local governments at all levels even set off the use of bidding for municipal management upsurge. However, compared with the representative of the western municipal bidding practice-the municipal bidding of the Ministry of Industry, there are some differences between the commercial people in China and the government in establishing the motive, bidding conditions, supervision means and operating results in the bidding system. Through the comparative study of the idea of municipal bidding system, it is found that the western economic system thought has been widely spread and deeply practiced in modern China, and at the same time, its dissemination and practice have also been subjected to a turbulent society. Unbalanced development of the economy and "rule by man" of the historical tradition of constraints.
