DG市公共文化服務(wù)產(chǎn)品供應(yīng)鏈研究

【摘要】:公共文化服務(wù)是政府公共服務(wù)的重要內(nèi)容。由于我國(guó)的公共文化服務(wù)體系建設(shè)起步晚,現(xiàn)有的管理模式、產(chǎn)品供給、服務(wù)水平都存在與廣大群眾文化需求不相適應(yīng)之處。 DG市是我國(guó)改革開放的前沿陣地,經(jīng)濟(jì)、文化繁榮發(fā)展,公共文化服務(wù)水平位居全國(guó)前列,但是,與體系化建設(shè)的目標(biāo)和要求相比,公共文化服務(wù)仍然有較大的發(fā)展空間。作者長(zhǎng)期在基層文化戰(zhàn)線工作,以前對(duì)基層公共文化服務(wù)及其產(chǎn)品提供只是埋頭苦干而沒(méi)有從理論層面尋找規(guī)律,在學(xué)習(xí)了王愛(ài)虎老師的《供應(yīng)鏈管理》課程后受到啟發(fā),并學(xué)以致用,用理論指導(dǎo)實(shí)踐。 本文嘗試把多用于制造業(yè)和服務(wù)業(yè)領(lǐng)域的供應(yīng)鏈管理方法,運(yùn)用到公共文化服務(wù)業(yè)的研究中去,以DG市公益性公共文化服務(wù)為主要內(nèi)容,對(duì)該市過(guò)去較為零散的經(jīng)驗(yàn)做法進(jìn)行全面總結(jié)、提升。同時(shí),通過(guò)深入開展基于供應(yīng)鏈的公共文化服務(wù)產(chǎn)品設(shè)計(jì),從內(nèi)容、形式、管理三大方面,提出了進(jìn)一步提高公共文化服務(wù)水平的創(chuàng)新舉措,基本形成了“需求調(diào)查——資源整合——加工推廣——滿足群眾需求——績(jī)效評(píng)估”產(chǎn)品供應(yīng)鏈條,有效地保障了廣大群眾的基本文化權(quán)益。從而回答困繞我們的公共文化服務(wù)為什么要辦,為誰(shuí)辦,怎么辦的現(xiàn)實(shí)問(wèn)題,找到基層發(fā)展公共文化服務(wù)產(chǎn)品的新路徑。
[Abstract]:The public cultural service is the important content of the government public service, because the construction of the public cultural service system of our country starts late, the existing management mode, the product supply, the service level all have the place which does not adapt to the masses' cultural demand. DG is the front position of China's reform and opening up, economic and cultural prosperity and development, the level of public cultural services in the forefront of the country, but compared with the objectives and requirements of systematization construction, The author has been working on the grass-roots cultural front for a long time. In the past, the author only worked hard to provide public cultural services and their products at the grass-roots level, but did not look for the laws from the theoretical level. After studying teacher Wang Aihu's "supply chain Management" course, it was inspired, and applied to practice with theory. This paper attempts to apply the supply chain management method, which is mostly used in the field of manufacturing and service industry, to the research of public cultural service industry, taking the public welfare public cultural service of DG as the main content. Through a comprehensive summary and promotion of the city's scattered past experience and practices, at the same time, through the in-depth development of the design of public cultural service products based on the supply chain, there are three major aspects: content, form, and management. The innovative measures to further improve the level of public cultural services are put forward, which basically form the product supply chain of "demand investigation-resources integration-processing promotion-meeting the needs of the masses-performance evaluation". It effectively protects the basic cultural rights and interests of the masses, and thus answers the practical question of why, for whom and what to do, and finds a new way to develop public cultural service products at the grass-roots level.
