我國(guó)推行住房反向抵押貸款的影響因素研究

【摘要】:2013年9月13日,國(guó)務(wù)院印發(fā)了《關(guān)于加快發(fā)展養(yǎng)老服務(wù)業(yè)的若干意見》一文,在文章中指出了我國(guó)要“開展住房反向抵押貸款養(yǎng)老保險(xiǎn)試點(diǎn)”,并計(jì)劃于2014年上半年進(jìn)行試行推廣。這一舉動(dòng),引發(fā)了輿論的一系列關(guān)注。所謂“住房反向抵押貸款養(yǎng)老保險(xiǎn)”在國(guó)際上并不是什么新鮮事,簡(jiǎn)單來(lái)講,,就是“以房養(yǎng)老”模式,指老年人將自己的房產(chǎn)抵押給銀行、保險(xiǎn)等金融機(jī)構(gòu),從而獲得一定數(shù)額養(yǎng)老金的養(yǎng)老方式,而在老人去世后,金融機(jī)構(gòu)將收回抵押住房的使用權(quán)。這一方式已經(jīng)成為世界上許多國(guó)家養(yǎng)老制度的重要補(bǔ)充機(jī)制。本文就是在這一前提下展開研究的。 本文分為六個(gè)部分,在緒論中,本文對(duì)我國(guó)開展住房反向抵押貸款的背景進(jìn)行了介紹,并梳理了國(guó)內(nèi)外對(duì)于住房反向抵押貸款的研究現(xiàn)狀,總結(jié)提出了可能的研究方向。 第一章從住房反向抵押貸款提出的重要前提——人口老齡化出發(fā),分析了我國(guó)現(xiàn)階段老齡化的現(xiàn)狀及影響,提出住房反向抵押貸款是解決養(yǎng)老問題的重要方式之一;并在最后回顧了住房反向抵押貸款的理論依據(jù)。這一章為其后各章提供了研究的背景及理論支撐。 第二章則從國(guó)際上的先進(jìn)經(jīng)驗(yàn)出發(fā),主要總結(jié)了美國(guó)、加拿大、英國(guó)、日本、新加坡的住房反向抵押貸款的發(fā)展模式,并總結(jié)分析了我國(guó)與西方發(fā)達(dá)國(guó)家推行住房反向抵押貸款環(huán)境的異同,以期對(duì)住房反向抵押貸款在我國(guó)的推行提出一點(diǎn)啟示。 第三章主要從我國(guó)推行住房反向抵押貸款的迫切性及可行性出發(fā),分析了我國(guó)推行住房反向抵押貸款的意義及主要影響因素,并得出結(jié)論:住房反向抵押貸款的推行,在我國(guó)具有一定的現(xiàn)實(shí)土壤。 第四章運(yùn)用統(tǒng)計(jì)學(xué)的方法,針對(duì)第三章中提出的影響因素進(jìn)行統(tǒng)計(jì)分析,得出我國(guó)推行住房反向抵押貸款的梯度發(fā)展策略。 第五章對(duì)于全文進(jìn)行總結(jié),首先提出我國(guó)在推行住房反向抵押貸款的過程中還可能面臨的障礙,而后結(jié)合之前的影響因素分析,提出了相應(yīng)的對(duì)策建議。
[Abstract]:On September 13 , 2013 , the State Council issued a number of opinions on speeding up the development of the old - age service industry . In the article , the State Council issued a series of concerns about accelerating the development of the old - age pension service industry . In the first half of 2014 , the State Council pointed out a series of concerns of public opinion .
This paper is divided into six parts , in the introduction , this paper introduces the background of the housing reverse mortgage loan in our country , and sorts out the research situation of the home and abroad research on the reverse mortgage loan at home and abroad , and summarizes the possible research direction .
Chapter One analyzes the current situation and influence of aging in our country from the important precondition of housing reverse mortgage loan , and puts forward that housing reverse mortgage loan is one of the important ways to solve the old - age problem .
Finally , the paper reviews the theoretical basis of the housing reverse mortgage loan . This chapter provides the background and theoretical support of the research in the subsequent chapters .
The second chapter summarizes the development model of the housing reverse mortgage loan in the United States , Canada , Britain , Japan and Singapore , and summarizes the similarities and differences between China and the developed countries in implementing the housing reverse mortgage loan environment , with a view to giving a little inspiration to the implementation of the housing reverse mortgage loan in our country .
Chapter three analyzes the significance and main influencing factors of the housing reverse mortgage loan in our country , and concludes that the implementation of the housing reverse mortgage loan has some realistic soil in our country .
The fourth chapter applies the statistical method to analyze the influencing factors mentioned in the third chapter , and obtains the strategy of developing the gradient development of the housing reverse mortgage loan in China .
The fifth chapter summarizes the whole text , first puts forward the obstacles that the country may face in the course of implementing the housing reverse mortgage loan , and then analyzes the influencing factors before it , and puts forward the corresponding countermeasures .
