【摘要】：風(fēng)險(xiǎn)投資通過(guò)為創(chuàng)業(yè)企業(yè)提供資本支持和管理服務(wù)，，成為了支持企業(yè)技術(shù)創(chuàng)新的強(qiáng)大動(dòng)力，這對(duì)于推動(dòng)一國(guó)的科技創(chuàng)新以及經(jīng)濟(jì)發(fā)展都起到了巨大的作用。我國(guó)引入風(fēng)險(xiǎn)投資已有20余年的歷史了，但仍然處于發(fā)展緩慢的初級(jí)階段。與美國(guó)、以色列國(guó)家相比，不管從風(fēng)險(xiǎn)投資機(jī)構(gòu)的數(shù)量上還是規(guī)模上都還存在很大差距。由于風(fēng)險(xiǎn)投資具有較高的風(fēng)險(xiǎn)，僅僅依靠市場(chǎng)化將會(huì)面臨市場(chǎng)失靈。我國(guó)當(dāng)前風(fēng)險(xiǎn)投資主要集中在投資成長(zhǎng)期或成熟期創(chuàng)業(yè)企業(yè)。這將會(huì)導(dǎo)致暫時(shí)處于種子期和初創(chuàng)期的創(chuàng)業(yè)企業(yè)通常得不到資金需求，這將直接阻礙科技實(shí)用性發(fā)展。風(fēng)險(xiǎn)投資發(fā)達(dá)的國(guó)家和地區(qū)的政府都會(huì)通過(guò)設(shè)立政策性風(fēng)險(xiǎn)投資引導(dǎo)基金來(lái)引導(dǎo)民間資金設(shè)立商業(yè)性風(fēng)險(xiǎn)投資基金，由此促成風(fēng)險(xiǎn)投資的形成，并引導(dǎo)私營(yíng)部門(mén)投資者將資金投向暫時(shí)處于種子期或初創(chuàng)期的企業(yè)。因此，進(jìn)行政府引導(dǎo)基金運(yùn)作機(jī)制的研究，具有非常重要的理論及現(xiàn)實(shí)意義。本文就蘇州市政府風(fēng)險(xiǎn)投資引導(dǎo)基金運(yùn)作機(jī)制展開(kāi)了研究。
[Abstract]:Venture investment, by providing capital support and management services for the enterprise, has become a powerful driving force to support the technological innovation of the enterprise. It has played a great role in promoting the scientific and technological innovation and economic development of a country. China has been introducing venture capital for more than 20 years, but it is still in the primary stage of slow development. There is still a big gap between the countries of Israel and the number and size of the venture capital institutions. Because the risk investment has high risk, it will face the market failure only by the market. The current venture investment in China is mainly concentrated on the growth period or the mature enterprise. This will lead to a temporary position. The venture enterprises in the seed period and the initial stage usually do not get the capital demand, which will directly obstruct the practical development of science and technology. The governments of the countries and regions of the developed countries and regions will guide the non-governmental funds to establish the commercial venture capital fund by setting up the policy oriented venture investment guidance fund, thus contributing to the formation of the venture capital and guiding the formation of the venture investment. Private sector investors invest money in enterprises that are temporarily in the seed period or start-up period. Therefore, it is of great theoretical and practical significance to carry out the research on the operation mechanism of government guidance fund. This paper has carried out a study on the operation mechanism of the venture investment guidance fund of Suzhou municipal government.
