【摘要】：作為最早推行長(zhǎng)期照護(hù)制度、護(hù)理成本最高的國(guó)家,荷蘭50年來(lái)一直進(jìn)行改革完善。通過(guò)醫(yī)療費(fèi)用、社會(huì)支持和長(zhǎng)期照護(hù)三個(gè)特殊法案的建立,荷蘭養(yǎng)老護(hù)理服務(wù)制度從原來(lái)的醫(yī)療保險(xiǎn)制度內(nèi)相對(duì)獨(dú)立的一部分,發(fā)展為醫(yī)療護(hù)理和養(yǎng)老服務(wù)兩大部分的模式。醫(yī)療改革是長(zhǎng)期照護(hù)改革的基礎(chǔ),更好實(shí)現(xiàn)了醫(yī)護(hù)融合;長(zhǎng)期照護(hù)理念更強(qiáng)調(diào)個(gè)人責(zé)任,養(yǎng)老成為地方政府主要責(zé)任;醫(yī)療和養(yǎng)老照護(hù)的非營(yíng)利性機(jī)構(gòu)服務(wù)以及廣泛的社會(huì)參與更是制度建立和改革的基礎(chǔ)。
[Abstract]:As the first country to implement the long-term care system and the highest nursing costs, the Netherlands has been reforming and perfecting for 50 years. Through the establishment of three special bills on medical expenses, social support and long-term care, The Dutch old-age care service system has developed from a relatively independent part of the original medical insurance system to two major modes of medical care and old-age service. Medical reform is the basis of long-term care reform and better realization of medical care integration; The concept of long-term care emphasizes the individual responsibility, the old-age care becomes the main responsibility of the local government, and the non-profit services of medical care and old-age care, as well as extensive social participation, are the basis of the establishment and reform of the system.
