住房反向抵押貸款在我國(guó)的操作模式研究

【摘要】:目前,我國(guó)的老齡化程度不斷加深,每個(gè)家庭里的老人所占的比例不斷變大,人們的生活質(zhì)量也隨著老人的增多而下降。與發(fā)達(dá)國(guó)家的國(guó)情不同,他們是經(jīng)濟(jì)實(shí)力雄厚之后才進(jìn)入老齡化,而現(xiàn)在我國(guó)經(jīng)濟(jì)實(shí)力還薄弱就已經(jīng)進(jìn)入了老齡化。目前,養(yǎng)老問(wèn)題已成為我國(guó)需要面臨的嚴(yán)峻問(wèn)題,所以,如何解決養(yǎng)老問(wèn)題、保障他們的生活質(zhì)量成為政府面臨的挑戰(zhàn),也是全社會(huì)共同努力的方向。雖然我國(guó)的經(jīng)濟(jì)實(shí)力有限,但由于我國(guó)住房自有化率的提高,老年人可以用屬于自己的資產(chǎn)保障自己的晚年生活。但房屋屬于不動(dòng)產(chǎn)資產(chǎn),變現(xiàn)比較困難,不像流動(dòng)資產(chǎn)一樣能夠支付老年人的日常消費(fèi),而住房反向抵押貸款模式的提出,能夠解決這一難題。 住房反向抵押貸款在我國(guó)還是一種處于初步階段的金融創(chuàng)新產(chǎn)品,雖然許多發(fā)達(dá)國(guó)家對(duì)此產(chǎn)品有許多介紹和實(shí)踐經(jīng)歷,但是由于國(guó)情的不同,直接把外國(guó)的產(chǎn)品搬到中國(guó)實(shí)施是不會(huì)成功的。我國(guó)許多的專家學(xué)者對(duì)住房反向抵押貸款模式的研究主要集中于對(duì)這種模式的闡述、國(guó)外開(kāi)展該模式的做法、我國(guó)推廣此模式的可行性等方面。本文介紹了國(guó)內(nèi)開(kāi)展此業(yè)務(wù)未成功推廣的做法,總結(jié)其中的教訓(xùn),從我國(guó)的具體情況出發(fā)闡述了住房反向抵押貸款模式在我國(guó)是可行的,并以此設(shè)計(jì)了開(kāi)展此業(yè)務(wù)的流程。本文第一章介紹了選題背景和研究意義,歸納了國(guó)內(nèi)外學(xué)者對(duì)住房反向抵押貸款研究的成果,并提出了這篇文章的研究方法、實(shí)現(xiàn)的創(chuàng)新和不足之處。第二章概述了住房反向抵押貸款的概念、特點(diǎn),并分別介紹了美國(guó)、加拿大、新加坡、日本和英國(guó)這些發(fā)達(dá)國(guó)家開(kāi)展此項(xiàng)業(yè)務(wù)的成功模式。第三章分別闡述了上海、南京、北京、哈爾濱我國(guó)的這些主要城市曾開(kāi)展住房反向抵押貸款實(shí)施的情況,從而吸取了其中的教訓(xùn)的原因,并從我國(guó)的國(guó)情方面闡述了我國(guó)開(kāi)展住房反向抵押貸款可行的原因。第四章為我國(guó)成功開(kāi)展住房反向抵押貸款業(yè)務(wù)需要經(jīng)歷的步驟和操作流程進(jìn)行了設(shè)計(jì)第五章為使住房反向抵押貸款得到大眾的認(rèn)可提出了相應(yīng)的政策建議。本文希望經(jīng)過(guò)對(duì)住房反向抵押貸款操作模式的研究為我國(guó)養(yǎng)老金的來(lái)源增加一個(gè)新的途徑,從而增強(qiáng)我國(guó)的養(yǎng)老保障制度。
[Abstract]:At present, the aging degree of our country is deepening, the proportion of the elderly in each family is increasing, and the quality of life of the people is also declining with the increase of the number of the elderly. Different from the national conditions of the developed countries, They are aging only after they have strong economic strength, and now our country's economic strength is still weak. At present, the problem of providing for the aged has become a serious problem that our country needs to face. So, how to solve the problem of providing for the aged? Guaranteeing their quality of life has become a challenge for the government and a common direction for the whole society. Although our country's economic strength is limited, due to the increase of the housing ownership rate in our country, Older people can use their own assets to secure their old age. But houses are real estate assets, so it is more difficult to realize them. Unlike current assets, they can pay for their daily consumption, and the housing reverse mortgage loan model is proposed. Be able to solve the problem. Housing reverse mortgage loan is still a kind of financial innovation product in the initial stage in China. Although many developed countries have a lot of introduction and practical experience on this product, but due to the different national conditions, It will not be successful to move foreign products directly to China. Many experts and scholars in our country mainly focus on the elaboration of this model, which is carried out abroad. The feasibility of popularizing this model in our country. This paper introduces the practice of not successfully popularizing this business in our country, summarizes the lessons from it, and expounds the feasibility of the reverse mortgage loan mode of housing in our country from the concrete situation of our country. The first chapter introduces the background and significance of the research, summarizes the research results of the domestic and foreign scholars on the reverse mortgage of housing, and puts forward the research methods of this article. In order to make the reverse mortgage of housing get the approval of the public, this paper puts forward the corresponding policy suggestion. This paper hopes to add a new way to the source of the pension through the study of the operating mode of the reverse mortgage of housing in our country. So as to strengthen our pension security system.
