【摘要】：在領(lǐng)導干部自然資源資產(chǎn)離任審計現(xiàn)代化過程中,存在審計汲取能力不足、缺乏審計共識、制度建構(gòu)不健全、公民參與不足和組織體制內(nèi)部權(quán)責不明等問題。推進自然資源資產(chǎn)離任審計現(xiàn)代化,關(guān)鍵是要結(jié)合現(xiàn)存問題與風險,從制度化、民主化、高效化和協(xié)調(diào)化等方面完善審計體系和提高審計能力。
[Abstract]:In the process of audit modernization of leading cadres leaving their natural resources assets, there are some problems, such as insufficient audit absorption ability, lack of audit consensus, imperfect system construction, insufficient citizen participation and unclear internal rights and responsibilities of the organizational system. To promote the modernization of outgoing audit of natural resources assets, the key is to perfect the audit system and improve the audit ability from the aspects of institutionalization, democratization, high efficiency and coordination, combined with the existing problems and risks.
