【摘要】：對外援助和開發(fā)合作是我國推進(jìn)"一帶一路"建設(shè)的兩個重要支柱。當(dāng)前,我國對外援助和開發(fā)合作體系相對獨(dú)立,協(xié)同發(fā)力不夠,缺乏與"一帶一路"對接的總體戰(zhàn)略,管理體系滯后,難以在"一帶一路"建設(shè)中發(fā)揮更大作用。對此,應(yīng)加強(qiáng)頂層設(shè)計,以對外援助為主要手段,促進(jìn)政策溝通和民心相通,以開發(fā)合作為主要方式,推進(jìn)設(shè)施聯(lián)通和產(chǎn)業(yè)投資。
[Abstract]:Foreign assistance and development cooperation are two important pillars for China to promote the construction of Belt and Road Initiative. At present, China's foreign aid and development cooperation system is relatively independent, not enough coordination, lack of the overall strategy of docking with "Belt and Road Initiative", the management system lags behind, and it is difficult to play a greater role in the construction of "Belt and Road Initiative". In this regard, we should strengthen the top-level design, take foreign assistance as the main means, promote policy communication and people-to-people communication, take development cooperation as the main way, and promote facility connectivity and industrial investment.
