【摘要】：隨著外商直接投資的逐步引入，河北省利用外商直接投資獲得了巨大的經(jīng)濟(jì)成果，并同北京、天津形成了京津冀經(jīng)濟(jì)圈。我們回頭反思，是否是只顧及了經(jīng)濟(jì)增長(zhǎng)，而忽略了環(huán)境保護(hù)。環(huán)境污染的日益嚴(yán)重是否跟外商直接投資相關(guān)呢？ 通過分析，我們發(fā)現(xiàn)，前人在研究外商直接投資對(duì)低碳經(jīng)濟(jì)發(fā)展的時(shí)候，并沒有一個(gè)確定性結(jié)論，為此本文試圖通過規(guī)范分析和實(shí)證分析，解釋FDI對(duì)低碳經(jīng)濟(jì)發(fā)展影響的原因，以期有新的突破，并為后續(xù)研究做出一點(diǎn)新的參考。文章以外商直接投資為出發(fā)點(diǎn)，通過研究近幾年的外商直接投資對(duì)環(huán)境狀況與經(jīng)濟(jì)發(fā)展的影響，從而判斷外商直接投資對(duì)河北省低碳經(jīng)濟(jì)發(fā)展存在的效應(yīng)作用。本文采用了六年的市級(jí)數(shù)據(jù)，構(gòu)造了面板數(shù)據(jù)模型，并通過混合回歸的方法，得出了研究結(jié)論。文章并運(yùn)用擴(kuò)展的IPAT方程，將外商直接投資引入到IPAT中，構(gòu)造IPATF的方程，用以測(cè)度外商直接投資對(duì)河北省二氧化碳排放量的影響。 結(jié)論表明：外商直接投資對(duì)于河北省低碳經(jīng)濟(jì)發(fā)展有著顯著的積極作用。最后在此基礎(chǔ)上，文章分別從立足省情，協(xié)調(diào)好FDI與低碳經(jīng)濟(jì)發(fā)展；調(diào)整外商直接投資產(chǎn)業(yè)結(jié)構(gòu)；大力吸引低碳能源的外商投資；吸引外商投資促進(jìn)各地區(qū)低碳經(jīng)濟(jì)平衡發(fā)展；完善低碳制度與法律保護(hù)等五個(gè)方面提出了優(yōu)化外商直接投資促進(jìn)低碳經(jīng)濟(jì)發(fā)展的建議。
[Abstract]:With the gradual introduction of foreign direct investment (FDI), Hebei Province has obtained great economic achievements by using FDI, and has formed the Beijing-Tianjin-Hebei economic circle with Beijing and Tianjin. We look back on whether economic growth has been taken into account and environmental protection ignored. Is the increasing environmental pollution related to foreign direct investment? Through the analysis, we find that the forefathers did not have a definite conclusion when studying the effect of foreign direct investment on the development of low-carbon economy. Therefore, this paper attempts to explain the causes of the impact of FDI on the development of low-carbon economy through normative analysis and empirical analysis. In order to have a new breakthrough, and for the follow-up study to make a new reference. Taking foreign direct investment as the starting point, this paper studies the influence of foreign direct investment on environment and economic development in recent years, so as to judge the effect of foreign direct investment on the development of low-carbon economy in Hebei Province. In this paper, six years of city-level data are used to construct the panel data model, and the research conclusion is drawn by the method of mixed regression. Based on the extended IPAT equation, this paper introduces foreign direct investment into IPAT and constructs the IPATF equation to measure the influence of foreign direct investment on carbon dioxide emissions in Hebei Province. The conclusion shows that FDI plays a significant role in the development of low-carbon economy in Hebei Province. On this basis, the article respectively from the situation, coordinate the development of FDI and low-carbon economy; adjust the industrial structure of foreign direct investment; vigorously attract low-carbon energy foreign investment; attract foreign investment to promote the balanced development of low-carbon economy in various regions; Improve the low-carbon system and legal protection, and put forward suggestions to optimize foreign direct investment to promote the development of low-carbon economy.
