【摘要】：隨著經(jīng)濟(jì)全球化趨勢的加快和產(chǎn)業(yè)競爭的加劇，產(chǎn)業(yè)發(fā)展進(jìn)入一個(gè)嶄新的階段，決定產(chǎn)業(yè)發(fā)展成敗的關(guān)鍵因素不再局限于生產(chǎn)成本和效率的差異，土地、資本和勞動(dòng)力等要素稟賦的不同，技術(shù)進(jìn)步，產(chǎn)品多樣性，規(guī)模經(jīng)濟(jì)，國際資本流動(dòng)以及商業(yè)環(huán)境等外在因素這些傳統(tǒng)因素。信息技術(shù)革命的開展，尤其是網(wǎng)絡(luò)經(jīng)濟(jì)的出現(xiàn)使市場競爭進(jìn)入到標(biāo)準(zhǔn)競爭階段，技術(shù)標(biāo)準(zhǔn)在強(qiáng)化競爭、促進(jìn)產(chǎn)業(yè)升級(jí)和提升產(chǎn)業(yè)國際競爭力上作用日益凸顯，成為繼傳統(tǒng)因素之后影響產(chǎn)業(yè)國際競爭力的又一重要因素。 但是，從現(xiàn)有文獻(xiàn)來看，已有相關(guān)學(xué)者研究了技術(shù)標(biāo)準(zhǔn)化和產(chǎn)業(yè)競爭力，但大多數(shù)研究集中于探討兩者之間的相互作用機(jī)理，缺乏一個(gè)統(tǒng)一的有效作用機(jī)制模型去全面評(píng)價(jià)兩者之間的關(guān)系，實(shí)證方面也只是停留在單個(gè)行業(yè)時(shí)間序列的簡單關(guān)系研究，，同時(shí)指標(biāo)選取和行業(yè)選取都存在較大的局限性。本文在前人研究的基礎(chǔ)上，將技術(shù)標(biāo)準(zhǔn)化對(duì)產(chǎn)業(yè)國際競爭力之間的作用機(jī)理統(tǒng)一于拓展的鉆石模型來進(jìn)行理論分析；然后，通過產(chǎn)業(yè)歸類分析了我國ICS十大行業(yè)的技術(shù)標(biāo)準(zhǔn)化狀況和產(chǎn)業(yè)發(fā)展?fàn)顩r；緊接著，通過這些行業(yè)2000-2011年的面板數(shù)據(jù)，利用單位根檢驗(yàn)、協(xié)整檢驗(yàn)、格蘭杰因果檢驗(yàn)和回歸分析等計(jì)量方法，對(duì)產(chǎn)業(yè)國際競爭力和技術(shù)標(biāo)準(zhǔn)化之間的關(guān)系及作用大小進(jìn)行了實(shí)證檢驗(yàn)，結(jié)果表明標(biāo)準(zhǔn)化水平、標(biāo)準(zhǔn)對(duì)外開放水平以及外資參與標(biāo)準(zhǔn)化水平對(duì)產(chǎn)業(yè)國際競爭力的提升存在正向影響，但標(biāo)準(zhǔn)對(duì)外開放水平的作用存在一定的時(shí)滯效應(yīng)；最后，根據(jù)實(shí)證結(jié)果從技術(shù)標(biāo)準(zhǔn)的角度提出了注重技術(shù)標(biāo)準(zhǔn)數(shù)量與質(zhì)量的協(xié)同發(fā)展、推動(dòng)技術(shù)標(biāo)準(zhǔn)引進(jìn)來與走出去相結(jié)合、鼓勵(lì)外資參與中國標(biāo)準(zhǔn)化進(jìn)程、制定適宜的行業(yè)標(biāo)準(zhǔn)化戰(zhàn)略等提升我國產(chǎn)業(yè)國際競爭力的政策建議。
[Abstract]:With the acceleration of the trend of economic globalization and the aggravation of industrial competition, industrial development has entered a new stage. The key factors determining the success or failure of industrial development are no longer confined to the difference of production cost and efficiency. Traditional factors such as capital and labor factors, technological progress, product diversity, economies of scale, international capital flows and business environment are traditional factors. With the development of information technology revolution, especially the emergence of network economy, market competition has entered the stage of standard competition. Technical standard plays an increasingly important role in strengthening competition, promoting industrial upgrading and enhancing industry international competitiveness. After the traditional factors, it has become another important factor affecting the international competitiveness of industry. However, from the existing literature, relevant scholars have studied technology standardization and industrial competitiveness, but most of the studies focused on the interaction mechanism between the two. There is a lack of a unified effective mechanism model to evaluate the relationship between the two, empirical research is only a simple relationship of a single industry time series, and the selection of indicators and industries have greater limitations. On the basis of previous studies, this paper unifies the mechanism between technology standardization and international competitiveness of industry to expand the diamond model to carry on the theoretical analysis; Then, the paper analyzes the status of technology standardization and industry development in the ten industries of ICS through industry classification. Then, through the panel data of these industries from 2000 to 2011, using the unit root test, cointegration test, Granger causality test and regression analysis and other measurement methods, The relationship between industry international competitiveness and technology standardization is tested, and the results show that the standardization level, The level of standard opening and the level of foreign capital participation in standardization have positive effects on the promotion of industrial international competitiveness, but the effect of standard level of opening to the outside world has a certain delay effect; Finally, according to the empirical results, from the point of view of technical standards, the paper puts forward to pay attention to the coordinated development of the quantity and quality of technical standards, to promote the combination of the introduction and going out of technical standards, and to encourage foreign capital to participate in the process of standardization in China. To formulate appropriate industry standardization strategy and other policy recommendations to enhance the international competitiveness of our industry.
