【摘要】：社會主義新型農(nóng)村社區(qū)建設(shè)是落實科學(xué)發(fā)展觀、統(tǒng)籌城鄉(xiāng)發(fā)展和全面推進小康社會建設(shè)的重要途徑。農(nóng)民自建的分散型的社區(qū)大體上都存在于傳統(tǒng)的農(nóng)村社區(qū)內(nèi)部，隨著農(nóng)民需求的日益提高，，以及經(jīng)濟的飛速發(fā)展，分散型的社區(qū)已經(jīng)遠遠不能滿足于農(nóng)民現(xiàn)階段的需求，新型農(nóng)村社區(qū)的應(yīng)運而生正好符合了新時期農(nóng)民的需求。新型農(nóng)村社區(qū)以農(nóng)民為主體，包含了多方面的元素。完成了把社區(qū)建設(shè)與社區(qū)管理以及社區(qū)服務(wù)全方位融合的系統(tǒng)。在內(nèi)涵上符合“生產(chǎn)發(fā)展、村容整潔、鄉(xiāng)風(fēng)文明、民主管理”的總體要求。 基于此，本文在充分收集整理有關(guān)調(diào)查數(shù)據(jù)的前提下，以評價中原經(jīng)濟區(qū)的新型農(nóng)村社區(qū)建設(shè)水平為立足點，綜合運用比較分析法、定性分析和定量分析相結(jié)合法以及理論研究與實證研究相結(jié)合法，對涉及新型農(nóng)村社區(qū)建設(shè)方面有關(guān)內(nèi)容的國內(nèi)外研究進行了系統(tǒng)綜合評析，概括介紹了中原經(jīng)濟區(qū)的背景情況，本文通過對中原經(jīng)濟區(qū)主體省份--河南省的新型農(nóng)村社區(qū)建設(shè)的現(xiàn)狀進行深入地分析，并采用SWOT分析法，從而由此根據(jù)建立了綜合評價指標體系，并對每個指標的意義進行了較為詳細的闡述。接下來，采用層次分析法針對新型農(nóng)村社區(qū)建設(shè)水平的特點，運用模糊綜合評價法，分別在生產(chǎn)發(fā)展、村容整潔、鄉(xiāng)風(fēng)文明、民主管理和生活寬裕這五個指標集下構(gòu)建了新型農(nóng)村社區(qū)建設(shè)水平的綜合評價模型，最后在此基礎(chǔ)上針對所建立的模型與中原經(jīng)濟區(qū)主體即河南省的新型農(nóng)村社區(qū)建設(shè)相結(jié)合進行評價，通過評價得出中原經(jīng)濟區(qū)在新型農(nóng)村社區(qū)建設(shè)中的不足，并提出相關(guān)對策。
[Abstract]:The construction of new socialist rural community is an important way to carry out the scientific concept of development, to coordinate the development of urban and rural areas and to promote the construction of a well-off society in an all-round way. The decentralized community built by farmers is generally within the traditional rural communities. With the increasing demand of farmers and the rapid development of economy, the decentralized communities are far from being able to meet the needs of farmers at the present stage. The emergence of new rural communities is in line with the needs of farmers in the new era. The new rural community, with farmers as the main body, contains many elements. Completed the community construction and community management and community service integration system. The connotation accords with the general requirements of "production development, clean and tidy village appearance, civilized rural style and democratic management". Based on this, this paper, on the premise of collecting and collating the relevant investigation data, takes the evaluation of the new rural community construction level in the Central Plains Economic Zone as the foothold and synthetically applies the comparative analysis method. Combining qualitative analysis with quantitative analysis and theoretical and empirical research, this paper makes a systematic and comprehensive analysis of the domestic and foreign studies concerning the construction of new rural communities. This paper introduces the background of the Central Plains Economic Zone, analyzes the present situation of the new rural community construction in Henan Province, the main province of the Central Plains Economic Zone, and adopts the SWOT analysis method. Therefore, the comprehensive evaluation index system is established, and the significance of each index is expounded in detail. Next, according to the characteristics of the construction level of the new rural community, the analytic hierarchy process (AHP) is adopted, and the fuzzy comprehensive evaluation method is used, respectively, in the production development, the appearance of the village is neat and tidy, and the local style is civilized. Under the five index sets of democratic management and comfortable living, a comprehensive evaluation model of the construction level of new rural community is constructed. Finally, based on the evaluation of the established model and the new rural community construction in Henan Province, the shortcomings of the Central Plains Economic Zone in the construction of new rural communities are obtained, and the relevant countermeasures are put forward.
