【摘要】：通過分析淮河流域發(fā)展緩慢的主客觀因素,發(fā)現(xiàn)過去搞工業(yè)化發(fā)展不僅沒有改變這里的落后面貌,而且?guī)碇T多新問題,意味著傳統(tǒng)工業(yè)化建設并不適合這里。伴隨著國家經濟轉型和新一輪工業(yè)化發(fā)展,以及國家生態(tài)文明建設發(fā)展目標的制定,結合淮河流域過去作為中國農業(yè)核心區(qū)和"中國文化的中原"等情況,以及淮河人喜歡干、也能干好的社會實踐,發(fā)展高科技支撐的農業(yè)生態(tài)文明與文化基地、文化休閑、文化產業(yè)等以文化為主的現(xiàn)代產業(yè)與事業(yè),可能是淮河流域未來發(fā)展所應走的道路。淮河流域的發(fā)展要上升到國家規(guī)劃的層面,通過對于整個流域的頂層設計,使這塊曾經的文化圣地在新的建設中重獲新生,由落后之區(qū)變成農業(yè)生態(tài)文明與文化的創(chuàng)新基地,從而與周邊"工業(yè)高地"相互補。過去無論是政府部門還是經濟學者,老是從一般工業(yè)化發(fā)展路徑去考慮淮河流域的發(fā)展戰(zhàn)略,今天看來是有問題的。
[Abstract]:By analyzing the subjective and objective factors of the slow development of the Huaihe River Basin, it is found that the industrialization development in the past has not only not changed the backward face of the area, but also brought many new problems, which means that the traditional industrialization construction is not suitable here. Along with the national economic transformation and a new round of industrialization development, as well as the formulation of the development goals for the construction of the national ecological civilization, combined with the past situation of the Huaihe River Basin as the agricultural core area of China and the "Central Plains of Chinese Culture," and the people of the Huaihe River like to do something, The future development of Huaihe River Basin may be the way of the future development of Huaihe River Basin. It can also do good social practice, develop the agricultural ecological civilization and cultural base supported by high technology, cultural leisure, cultural industry and other modern industries and undertakings based on culture, which may be the way for the future development of the Huaihe River Basin. The development of the Huaihe River Basin should be raised to the level of national planning. Through the top-level design of the whole basin, this once cultural sacred site will be revived in the new construction, and the backward area will become an innovative base for agricultural ecological civilization and culture. So as to complement each other with the surrounding "industrial highlands". In the past, both government departments and economists always considered the development strategy of the Huaihe River basin from the general path of industrialization development. Today, it seems that there is a problem.
