【摘要】：河北省經(jīng)濟(jì)社會(huì)發(fā)展正處在關(guān)鍵時(shí)期，工業(yè)化進(jìn)程正由中期向后期過(guò)渡，經(jīng)濟(jì)結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu)正處于轉(zhuǎn)型時(shí)期，如何進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)內(nèi)部調(diào)整，促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)由“二、三、一”的發(fā)展方式向“三、二、一”的發(fā)展方式轉(zhuǎn)變，由此促進(jìn)勞動(dòng)力在三次產(chǎn)業(yè)間流動(dòng)的同時(shí)帶動(dòng)就業(yè)結(jié)構(gòu)的優(yōu)化是擺在人們面前的急需解決的問(wèn)題。同時(shí)，作為一個(gè)農(nóng)業(yè)大省，促進(jìn)農(nóng)村剩余勞動(dòng)轉(zhuǎn)移，增加城鎮(zhèn)就業(yè)人口總數(shù)也是河北省深化改革開放，統(tǒng)籌城鄉(xiāng)一體化發(fā)展，提高城鎮(zhèn)化水平所必須解決的重大經(jīng)濟(jì)問(wèn)題和社會(huì)問(wèn)題。產(chǎn)業(yè)結(jié)構(gòu)調(diào)整是轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的重要組成部分，就業(yè)又是民生之本，做好產(chǎn)業(yè)結(jié)構(gòu)升級(jí)與就業(yè)結(jié)構(gòu)優(yōu)化有利于國(guó)民經(jīng)濟(jì)的健康發(fā)展。產(chǎn)業(yè)結(jié)構(gòu)升級(jí)與就業(yè)結(jié)構(gòu)優(yōu)化是一個(gè)動(dòng)態(tài)發(fā)展的過(guò)程，通過(guò)產(chǎn)業(yè)結(jié)構(gòu)的升級(jí)能夠促進(jìn)就業(yè)結(jié)構(gòu)的優(yōu)化，而就業(yè)結(jié)構(gòu)的優(yōu)化又有利于產(chǎn)業(yè)結(jié)構(gòu)向高級(jí)化發(fā)展，，最終實(shí)現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)與就業(yè)結(jié)構(gòu)優(yōu)化的雙贏，這對(duì)促進(jìn)河北省社會(huì)經(jīng)濟(jì)平穩(wěn)、快速、健康發(fā)展具有十分重要的現(xiàn)實(shí)意義。 基于此，本文首先從理論視角出發(fā)，具體闡述了產(chǎn)業(yè)結(jié)構(gòu)升級(jí)與就業(yè)結(jié)構(gòu)優(yōu)化的理論意義和現(xiàn)實(shí)意義，接著從當(dāng)前河北省產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)發(fā)展現(xiàn)狀出發(fā)，通過(guò)定量分析研究，深入分析河北省產(chǎn)業(yè)結(jié)構(gòu)升級(jí)對(duì)就業(yè)結(jié)構(gòu)優(yōu)化的影響和發(fā)展趨勢(shì)，然后深入剖析了導(dǎo)致河北省就業(yè)結(jié)構(gòu)優(yōu)化滯后于產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的原因，最后提出促進(jìn)河北省產(chǎn)業(yè)結(jié)構(gòu)升級(jí)對(duì)促進(jìn)就業(yè)結(jié)構(gòu)優(yōu)化的相關(guān)對(duì)策建議。
[Abstract]:The economic and social development of Hebei Province is in a critical period, the industrialization process is transitioning from the middle to the later stage, the economic structure and industrial structure are in the transition period, how to carry out the internal adjustment of the industrial structure and promote the industrial structure from "two, three," The development mode of "one" changes to "three, two, one" development mode, thus promoting the labor force in the three industrial mobility at the same time to promote the optimization of employment structure is an urgent problem in front of people. At the same time, as a large agricultural province, promoting the transfer of surplus rural labor and increasing the total number of employed people in cities and towns is also the deepening of reform and opening up in Hebei Province and the overall integration of urban and rural development. The major economic and social problems that must be solved in order to improve the level of urbanization. The adjustment of industrial structure is an important part of changing the mode of economic development, and employment is the foundation of people's livelihood. It is beneficial to the healthy development of the national economy to upgrade the industrial structure and optimize the employment structure. The upgrading of industrial structure and the optimization of employment structure are a dynamic development process. Through the upgrading of industrial structure, the optimization of employment structure can promote the optimization of employment structure, and the optimization of employment structure is conducive to the development of industrial structure to a higher level. Finally, the win-win situation between upgrading industrial structure and optimizing employment structure is realized, which is of great practical significance to promote the steady, rapid and healthy development of social economy in Hebei Province. Based on this, this paper firstly expounds the theoretical and practical significance of industrial structure upgrading and employment structure optimization from the perspective of theory, and then proceeds from the current situation of industrial structure and employment structure development in Hebei Province. Through the quantitative analysis, this paper deeply analyzes the influence and development trend of the industrial structure upgrading on the employment structure optimization in Hebei Province, and then deeply analyzes the reasons why the employment structure optimization of Hebei Province lags behind the industrial structure upgrading. Finally, the paper puts forward some countermeasures and suggestions to promote the upgrading of industrial structure in Hebei Province to promote the optimization of employment structure.
